Private-hire driver quotes S Grab fare, gets fine for soliciting at Harbourfront Centre taxi stand


SINGAPORE: A private-hire driver was ordered to pay a fine of S$650 (US$510) for loitering around HarbourFront Centre’s taxi stand looking for passengers when he had no bookings for rides.

The case was made known to the Land Transport Authority (LTA) after a man submitted feedback saying that the driver had been touting and quoting a premium fare of S$65 on the ride-hailing application Grab.

The driver, Steven Gan Teck Guan, contested the charge of loitering for the purpose of soliciting for passengers, but was convicted.

A judgment made available on Wednesday (Sep 2) showed that Gan had a valid vocational licence for his private-hire car on the day of the offence on Mar 31, 2024.

His target, Mr Ranjit Singh Manjit Singh, testified that he had returned from Batam, Indonesia that day and joined the queue at the taxi stand at HarbourFront Centre.

He said that Gan had tried to get the attention of people queuing at the taxi stand and provided a fare price on request.

Mr Singh said Gan walked along the queue and said something like, “The queue is long. You need a ride? My vehicle is over there, the one with the boot open”.

Mr Singh then approached Gan and asked, “Are you a taxi?” To this, Gan asked him to look at his Grab app, and that whatever was the premium price, that was the price of Gan’s ride.

Mr Singh looked at his app and saw that the price was about S$65. He then asked Gan if he was touting.

Mr Singh added that they later exchanged words and Gan said he studied law.

Before leaving the area, Mr Singh took photos of Gan’s vehicle and submitted them along with his feedback to LTA’s portal.

In his feedback, Mr Singh wrote: “I encountered a private-hire driver touting at HarbourFront Centre taxi stand … He asked me to look at (my) Grab app for premium fare and that was his price. When I asked him if he was touting, he got defensive and started challenging me. (His) vehicle was also parked at the taxi bay. I hope LTA (takes) action against such drivers who hustle tourist.”
