Loki is the son of the late King Harald, who was considered the greatest in Elbaf’s history. Due to unfortunate circumstances, Loki ended up earning the wrath of the people of Elbaf, which robbed him of his inheritance. But that didn’t matter to him at all. Loki may not look like a man of principles, but he has proven people wrong more than once.
In terms of strength, Loki is one of the strongest characters introduced in Elbaf. Aside from being a giant with insane physical strength, Loki also possesses a legendary Devil Fruit that Imu was after. In addition to these qualities, Loki also has strong Haki, and he doesn’t shy away from using it in combat.
Figarland Shamrock

Figarland Shamrock is Shanks’ elder twin brother and the current captain of the Holy Knights. Obviously, Shamrock wasn’t always strong, so he had to work hard to rise through the ranks to get where he is now. In comparison to Shanks, Shamrock had a completely different upbringing, which is why he is extremely loyal to the World Government.

When it comes to strength, there aren’t many people who can beat Shamrock in battle. He has potent Haki and a sword that has been fed the Inu Inu no Mi, Model: Cerberus. Shamrock used the latter against Loki in hopes of subduing him and recruiting him to the Holy Knights. Not long after the incident, Shamrock left Elbaf and has since remained absent from the story.
