Safety cones used to reserve parking space on a public road?

That’s a common occurrence in private estates where home owners would use various objects to “chope” parking spaces on public roads close to their home.

But the photos of the three cones shared by Stomper Sgsoho on Oct 22 were taken at Tagore Industrial Avenue.

As you may be able to tell from the name of the road, Tagore Industrial Avenue is in an industrial estate.
