SINGAPORE – At least four more primary schools have scrapped the parent volunteer scheme in the last two years.
Fairfield Methodist School (Primary) and Mee Toh School stopped accepting such parent volunteers in 2026, while Hong Wen School and Rosyth School did so in 2025.
The scheme, which gives parents priority placement when registering their children for Primary 1, is often seen as a way to get a foot in the door of popular schools.
Under this scheme, parents clock at least 40 hours of volunteer work by completing tasks like helping out at school events, or serving as traffic wardens or librarians.
They get priority to register in Phase 2B of the yearly Primary 1 admission exercise. Children of active community leaders and those with church or clan associations also qualify under this phase.
In response to queries from The Straits Times, the Education Ministry (MOE) said on Aug 18 that around one-third of Singapore’s primary schools currently offer the parent volunteer scheme. There are 182 primary schools here.
The number of schools offering this scheme has “remained fairly stable over the past few years,” said the ministry, which is currently reviewing the Primary 1 registration system to widen access to schools for children of different backgrounds and encourage social mixing.
The Primary 1 registration framework has long drawn scrutiny over whether priority should favour children of alumni and parent volunteers or those living nearby, with some parents moving homes to secure entry into their preferred schools.
In updates to parents on their websites, Fairfield Methodist and Rosyth cited strong support from their parent support groups for activities and programmes. These groups are made up of parents whose children are existing pupils in the school.
The four schools declined or did not respond to ST’s queries on why they discontinued their parent volunteer scheme.
MOE said schools may offer the parent volunteer scheme at their own discretion, based on their needs. It added that parent volunteers play a role in providing schools with additional support, either on a recurrent or one-off basis, as part of a “wider ecosystem of community partnership” which includes parent support groups.
Fairfield Methodist, located in Dover, was oversubscribed in Phase 2B in the last two years. It had 30 applicants vying for 20 places in 2025, and 27 applicants balloting for 22 spots in 2026.
Hong Wen in Bendemeer had enough places for all applicants in Phase 2B in 2025, but saw 32 applicants vying for 30 places in 2026.
Rosyth School, in Serangoon North, recorded 31 applicants competing for 20 spots in 2025. It had enough slots for all applicants in Phase 2B in 2026.
Mee Toh in Punggol had enough places for all Phase 2B applicants in both years.
Another school – Ngee Ann Primary School – also did away with its parent volunteer scheme in 2020.
Checks done by ST found at least six other schools that no longer accept parent volunteers: Bukit Timah Primary School, CHIJ (Katong) Primary, St. Margaret’s School (Primary), Maris Stella High School (Primary), Opera Estate Primary School, and Queenstown Primary School.
