SINGAPORE: A married couple who moved into a flat in Yishun initially had a cordial relationship with their elderly neighbour, but things deteriorated and they accused him of harassing them.
When a cease-and-desist letter from the couple’s lawyers failed to stop the alleged behaviour, the couple sought and obtained an expedited protection order from the courts.
Under the order, the elderly man was not to discharge or place any liquid in the common corridor, make any abusive, insulting or similar gestures at the couple, or make deliberate loud noises near their flat.
The man allegedly breached the order weeks after it took effect and denies that he was shown the protection order, despite footage appearing to show a man serving it on him.
The alleged harasser, 69-year-old Singaporean Heng Choo Hwi, went on trial on Wednesday (Aug 19).
He is contesting a single charge of breaching the protection order by singing and striking metal outside his neighbours’ flat for 11 minutes.
He faces another two charges for breaching the order by pouring liquid outside his neighbours’ flat and kicking an item towards the flat, as well as making threats if town council staff removed items outside his flat. These have been stood down temporarily while the trial proceeds.
THE CASE
In their opening statement, Deputy Public Prosecutors Kester Tan and Xavier Tan said this was a “simple case” where Heng breached the expedited protection order against him.
The alleged victims, Mr Alvin Chan and Ms Sheryl Seet, are a couple who live at Block 513C, Yishun Street 51.
They obtained the order against Heng on Jan 12 this year, prohibiting him from singing or creating deliberate loud noises in the immediate vicinity of their flat. The order took effect on Jan 19.
Mr Chan, who appears to be in his 30s, took the stand on Wednesday and described how he and his wife first came to know Heng in late 2022, when they were preparing renovations for their new home.
“Initially it was cordial,” said Mr Chan of their relationship. “It was friendly, but eventually it deteriorated. He started becoming very aggressive towards us, started harassing us on a very constant basis, and since then we have stopped engaging with him.”
Heng had come to court with a trolley bag of items and listened through a Mandarin interpreter without much expression as Mr Chan spoke.
