In his keynote speech at the Shangri-La Dialogue on May 29, Vietnamese President To Lam warned that the world is facing what he described as three “foundational crises”: a crisis of the international order, a crisis of developmental models, and a crisis of strategic trust. During the Q&A session that followed, To Lam also spoke in Vietnamese about the opportunities and risks posed by artificial intelligence (AI), stressing that human decision-making remains essential, especially in defence and security.
