BATAM, Indonesia \u2013 Cooking and bathing became difficult when taps ran dry in Batam, an Indonesian island where residents are protesting as data centres spring up to power the global artificial intelligence boom<\/span><\/a>.<\/p>\n The area had suffered a \u201clong drought\u201d caused by low rainfall, the local water utility operator told AFP, as a strong El Nino cycle exacerbates dry weather.<\/p>\n But, as in other countries, anger has been directed at the data centres<\/span><\/a>, warehouse-like facilities that keep apps and AI tools running, with water often used to cool their humming servers.<\/p>\n Frustration is bubbling over in Indonesia and Malaysia \u2013 especially in regions bordering Singapore that are seen as a prime location for new tech facilities.<\/p>\n At first, the main reaction was, \u201cthank God industry is coming\u201d to Batam, 54-year-old tradesman Juniardi Adinda Sembiring Gurukinayan told AFP.<\/p>\n But recent severe outages hitting the municipal water service in some Batam communities meant \u201csometimes I skipped my shower\u201d.<\/p>\n \u201cWe cannot eat rice without water. We cannot cook vegetables without water,\u201d he said.<\/p>\n At the worst point, dozens of angry residents staged spontaneous protests outside Nongsa Digital Park \u2013 a new cluster of data centres and other amenities, designated as a special economic zone.<\/p>\n People in the district believe the water shortages are related to the construction of data centres, Juniardi said.<\/p>\n The drought caused the nearby Nongsa Reservoir to run very low, and supply systems were further disrupted by an electrical fault, said Ginda Alamsyah, a spokesman for water utility operator Air Batam Hilir.<\/p>\n The tech park receives water from a different source, Duriangkang Reservoir, an industry source told AFP.<\/p>\n Authorities in late September told developers they must build plants to desalinate seawater for cooling, to avoid straining local resources.<\/p>\n Companies behind operational or planned data centres at Nongsa Digital Park include the Singapore-headquartered BW Digital, DayOne, and Princeton Digital Group.<\/p>\n Another owner, Hong Kong-based Gaw Capital Partners, said it was \u201caware of the distress and frustration expressed by local residents in Nongsa and surrounding Batam communities\u201d over water shortages.<\/p>\n To ensure sustainable operations, \u201cour data centre facilities must deploy a combination of advanced engineering, efficient architectural designs and renewable energy sourcing\u201d, it said.<\/p>\n That includes using so-called \u201cclosed-loop\u201d water systems that reuse resources and so require less fresh liquid.<\/p>\n As residents demanded a return to normal water supply at one protest in October, AFP saw a police officer filling buckets they had brought to Nongsa Digital Park.<\/p>\n In nearby coastal village Mata Ikan, people had to use seawater to wash after defaecating, said demonstrator Rahmat, 52, who, like many Indonesians, goes by one name.<\/p>\n \u201cThe water crisis has been going on for the past year, but it got worse in the last six months,\u201d 38-year-old Sulastri said at her home, where supply was out, so she poured water from a plastic bottle to wash dishes.<\/p>\n \u201cMany of us here run small stalls. We used to make ice cubes, but we can\u2019t any more.\u201d<\/p>\n The government has been distributing water from tanks driven around, but Sulastri said it was \u201csmelly\u201d and \u201cyellowish\u201d.<\/p>\n AFP contacted the local government BP Batam and Indonesia\u2019s ministry for economic affairs, which regulates Nongsa Digital Park, for comment. Neither responded.<\/p>\n Recent disruption to water distribution \u201cwas not caused by data centres or AI or investors entering that sector\u201d, Amsakar Achmad, Batam mayor and head of BP Batam said in October, according to local media.<\/p>\n The decline in water supply was instead \u201cdue to weather and climate factors\u201d, he said.<\/p>\n Data-centre capacity in South-east Asia is projected to triple from 2025 levels by 2030, driven by a tenfold surge in AI use, according to a KPMG report.<\/p>\n This can put pressure not only on water supplies, but also electricity grids still heavily reliant on planet-warming fossil fuels.<\/p>\n The data centre construction boom in Indonesia and Malaysia began when resource constraints led hyper-connected Singapore to halt new developments between 2019 and 2022.<\/p>\n It has since ramped up, boosting both countries\u2019 economies as governments and tech giants pour hundreds of billions of dollars into training and running AI.<\/p>\n Ginda said water provider Air Batam Hilir supports policies to encourage investment and development in Batam, south of Singapore and connected to it by undersea cables.<\/p>\n But he added that water demand must be managed properly, and that the service provider is trying to boost the capacity of Batam\u2019s six reservoirs by dredging them, with cloud seeding another option in dry periods.<\/p>\n North of Singapore, Malaysia\u2019s Johor region has become \u201cone of the largest emerging AI infrastructure clusters in the world\u201d, according to researcher James Chai of the ISEAS-Yusof Ishak Institute.<\/p>\n Just half a decade ago, Johor hosted 10 megawatts of data centre capacity. That has ballooned by a factor of 200 to 2.1 gigawatts today, Chai said.<\/p>\n The environmental cost could be high.<\/p>\n By 2035, data centres are forecast to swallow up a third of Malaysia\u2019s total energy consumption, the deputy prime minister told Parliament in July.<\/p>\n The government said at that time it would approve data centre projects only after ensuring sufficient energy and water supply capacity.<\/p>\n Johor residents have protested over dust pollution and flash floods linked to data centre construction, as operators build closer to residential areas.<\/p>\n \u201cJohor is at a critical inflection point,\u201d Mohd Fadhil Md Din of Malaysia\u2019s University of Technology told AFP.<\/p>\n \u201cIt has the potential to become South-east Asia\u2019s leading sustainable data centre hub\u201d, but only if it manages resources and spatial planning carefully, he said.<\/p>\n Pushback sometimes works.<\/p>\n In Kota Damansara on the outskirts of Kuala Lumpur, a plot of land intended for a data centre remains empty after local opposition.<\/p>\n The developer withdrew its planning permission application in August, after its neighbours spoke out online, lobbied their MP and gathered more than 9,000 petition signatures.<\/p>\n Jahaidi Harun, 72, had been concerned that the proposed data centre could be noisy and pressure existing infrastructure.<\/p>\n Data centres \u201cuse a lot of water\u201d, the retiree told AFP, adding that, as in Batam, \u201cif the rain doesn\u2019t come for one month, we all feel it\u201d.<\/p>\n Following the withdrawal, Malaysia\u2019s human resources minister Ramanan Ramakrishnan told local media he was not against development or investment.<\/p>\n But \u201cfor large-scale projects that could affect the residents\u2019 lives, the people must have a say\u201d.
