{"id":9770,"date":"2025-11-08T01:26:40","date_gmt":"2025-11-07T17:26:40","guid":{"rendered":"https:\/\/sgbuzz.com\/?p=9770"},"modified":"2025-11-08T01:26:40","modified_gmt":"2025-11-07T17:26:40","slug":"beyond-social-services-to-close-bukit-merah-pre-school-by-end-2025-due-to-falling-enrolment","status":"publish","type":"post","link":"https:\/\/sgbuzz.com\/?p=9770","title":{"rendered":"Beyond Social Services to close Bukit Merah pre-school by end-2025 due to falling enrolment"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">SINGAPORE \u2013<!-- --> A pre-school centre serving children from lower-income families that is run by Beyond Social Services (BSS) will close by the end of 2025 after more than 20 years of operation.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The Healthy Start Child Development Centre (HSCDC) in Bukit Merah was the pre-school that four-year-old Megan Khung, who was abused to death by her mother and the woman\u2019s boyfriend, <a href=\"https:\/\/www.straitstimes.com\/singapore\/community\/megan-khung-was-a-child-of-beyond-this-incident-cannot-ever-happen-again-beyond-social-services?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><\/p>\n<p class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">attended before her death in 2020.<\/p>\n<p><\/a> Teachers and social workers had tried to help Megan after discovering bruises on the girl in school.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">BSS said the pre-school will wind down due to declining enrolment.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Megan\u2019s mother Foo Li Ping was <a href=\"https:\/\/www.straitstimes.com\/singapore\/courts-crime\/19-years-jail-for-mum-who-abused-4-year-old-girl-whose-body-was-burned-after-she-died?ref=inline-article\" rel=\"nofollow noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><\/p>\n<p class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">sentenced to 19 years\u2019 jail on April 3,<\/p>\n<p><\/a> while her boyfriend Wong Shi Xiang was sentenced to 30 years\u2019 jail and 17 strokes of the cane. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">On Oct 23, <a href=\"https:\/\/www.straitstimes.com\/singapore\/megan-khungs-death-5-key-findings-from-report-reveal-multiple-lapses-by-government-agencies?ref=inline-article\" rel=\"nofollow noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><\/p>\n<p class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">an independent review panel<\/p>\n<p><\/a> found a series of breaches by agencies in the handling of\u00a0Megan\u2019s case,\u00a0including\u00a0a <!-- -->Child<!-- --> Protective Service officer failing to log calls from the girl\u2019s pre-school seeking help, and police officers not following procedures.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">BSS said enrolment at HSCDC had fallen from more than 50 children in 2018 to just 14 in 2024. Referrals have decreased as families relocated due to housing redevelopment, the organisation said.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">HSCDC opened in 2002, when a community survey in the Henderson and Bukit Merah estates found that many children were at risk due to inadequate childcare, parental incarceration or leaving school early.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">BSS said on Oct 14 that more affordable and accessible pre-schools have become available in Bukit Merah and beyond, reducing the need for a specialised centre like HSCDC. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The statement was posted on BSS\u2019 website on Oct 22.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Despite better accessibility of pre-schools, other challenges like irregular pre-school attendance still persist, BSS said.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The Ministry of Social and Family Development\u2019s (MSF) Supporting Lower-Income Households Trends Report 2024 found that while 85 per cent of ComLink+ families had enrolled their children aged three to six in pre-school in 2023, only 26 per cent maintained an attendance rate above 75 per cent. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The <a href=\"https:\/\/www.straitstimes.com\/singapore\/new-financial-incentives-to-spur-low-income-families-to-work-towards-improving-their-lives?ref=inline-article&amp;ref=inline-article\" rel=\"nofollow noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><\/p>\n<p class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">ComLink+ scheme<\/p>\n<p><\/a> was launched in 2023 for low-income families with children to get financial incentives and other support if they take steps to better their lives.\u00a0<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">BSS front-line staff observed that families struggle with barriers such as transport issues and irregular work hours, or trouble with balancing financial stress and emotional exhaustion. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">These factors often disrupt attendance and impact children\u2019s development, it said.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">These challenges are not a reflection of parental neglect, and instead may reflect deeper structural and social issues, BSS added. <\/p>\n<p><iframe loading=\"lazy\" title=\"Fatal abuse of Megan Khung: Review panel finds breaches by agencies\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/qzrdiMrSNrw?feature=oembed\" frameborder=\"0\" allow=\"accelerometer;
