SINGAPORE \u2013 Singapore will not proceed to nominate the Padang and its surrounding buildings for inscription as a World Heritage Site after a UNESCO preliminary assessment recommended planning measures that would restrict future development across the wider Civic District.<\/p>\n
These measures include a larger buffer zone with regulatory protection, safeguards for key views to and from the site, and controls to ensure future developments do not compromise the site\u2019s heritage significance, said the National Heritage Board (NHB) on Nov 3.<\/p>\n
Laying out its considerations, the board said Singapore\u2019s decision strikes a balance between safeguarding heritage and retaining sufficient flexibility for future plans in the area.<\/p>\n
The assessment found that the buffer zone that Singapore had originally proposed was insufficient. Expanding it would affect buildings in the Hill Street, Dhoby Ghaut and Beach Road areas.<\/p>\n
The proposed World Heritage Site \u2013 formally called the Padang Civic Ensemble \u2013 includes surrounding civic buildings such as the Asian Civilisations Museum, The Fullerton Hotel, Old Parliament House, Victoria Theatre and Concert Hall, and St Andrew\u2019s Cathedral.<\/p>\n
It was added to Singapore\u2019s tentative list of World Heritage Sites in March 2023,<\/span><\/a> the first step for it to be nominated as the country\u2019s second World Heritage Site after the Singapore Botanic Gardens.<\/p>\n In September that year, NHB voluntarily requested a preliminary assessment, which is not compulsory for World Heritage nominations till 2027.<\/p>\n The proposed World Heritage Site includes surrounding civic buildings such as Victoria Theatre and Concert Hall.<\/p>\n ST PHOTO: LIM YAOHUI<\/p>\n<\/figcaption><\/figure>\n In a preliminary assessment, advisory bodies to the World Heritage Committee review a country\u2019s tentative nomination to gauge its feasibility before a full nomination is made. Singapore received the assessment report \u2013 shared confidentially with the nominating state \u2013 in 2024.<\/p>\n The report \u201crecognised the heritage significance of the Padang Civic Ensemble, including its role in Singapore\u2019s transition from colonial rule to nationhood, and its significance as an example of a British colonial civic square in the tropics\u201d, NHB said in a statement on Nov 3. \u201cThe report also acknowledged the site\u2019s potential for a World Heritage Site nomination.\u201d<\/p>\n However, it flagged \u201csignificant challenges to the nomination\u201d, NHB said, particularly a recommendation to widen the buffer zone.<\/p>\n All World Heritage Sites generally have a buffer zone around them as added protection. This comes with legal restrictions on land use and development to ensure that important views to and from the sites remain unobstructed, among other things.<\/p>\n \u201cImplementing these measures recommended by the advisory bodies would introduce additional considerations and consultation requirements for future planning and development across the wider Civic District, including areas well beyond the Padang,\u201d said NHB.<\/p>\n It cited the need for Singapore to consult Unesco on developments that could affect the site\u2019s heritage significance if it were inscribed.<\/p>\n \u201cThis could apply to modifications to existing buildings or new plans in the surrounding areas affecting important views to and from the Padang,\u201d the board added.<\/p>\n While many historically important buildings within the proposed site and buffer zone are already conserved or gazetted as national monuments, NHB noted that imposing additional requirements on private commercial buildings, such as malls and offices, would significantly affect property owners and the future rejuvenation of the Civic District.<\/p>\n The Padang and key buildings within the Civic Ensemble, as viewed from OCBC Centre on Nov 3.<\/p>\n ST PHOTO: LIM YAOHUI<\/p>\n<\/figcaption><\/figure>\n The decision not to proceed \u201creflects the need to strike a careful balance between safeguarding the heritage significance of the Padang Civic Ensemble and retaining sufficient flexibility for any future plans in the larger Civic District\u201d, it said.<\/p>\n For instance, in its submission, Singapore had argued that the coalescence of colonial-era and post-independence civic institutions within the Padang Civic Ensemble \u201cbears testament to the widespread phenomenon of decolonisation and the globally significant transition of long-held British territories to newly independent nations\u201d.<\/p>\n Based on this, the advisory bodies had also advised Singapore to look into protecting its post-independence buildings within the proposed World Heritage Site. The Supreme Court Building and Parliament House are among those within the proposed site boundary that have no legal protections.<\/p>\n The Supreme Court Building (pictured) and Parliament House are among those within the proposed site boundary that have no legal protections.<\/p>\n ST PHOTO: LIM YAOHUI<\/p>\n<\/figcaption><\/figure>\n NHB had acknowledged in 2023 that the Padang would be a \u201cchallenging nomination\u201d because of the opportunity costs for future redevelopment of the surrounding area.<\/p>\n It said it proceeded with the preliminary assessment to get official input and guidance from UNESCO, and had hoped the evaluators would consider Singapore\u2019s context as a small, densely built city state.<\/p>\n In reaching its decision, the board said it had studied overseas cases and recognised that Unesco<\/span> requirements could span decades and become more stringent over time.<\/p>\n It cited Liverpool Maritime Mercantile City in Britain, which was inscribed as a World Heritage Site in 2004 but delisted in 2021 after new developments within the site and its buffer zone were deemed to have damaged its authenticity and integrity.<\/p>\n NHB also considered the cases of Jongmyo Shrine in South Korea and the Old Town of Regensburg in Germany, which are both World Heritage Sites.<\/p>\n A high-rise complex outside the buffer zone of Jongmyo Shrine has been stalled after UNESCO in November 2025 asked the Seoul government to suspend building approvals, citing concerns that the buildings might damage Jongmyo\u2019s landscape.<\/p>\n About 1.5km from Regensburg\u2019s buffer zone, a proposed 98m-tall building had to be redesigned following concerns that it would impact views of the site.<\/p>\n Kevin Tan, president of the International Council on Monuments and Sites Singapore, said not attaining UNESCO World Heritage Site status does not diminish the significance of the site.<\/p>\n \u201cThe NHB should continue to get Singaporeans to appreciate the incredible social memories forged within the Padang, which in and of itself is an unspectacular field, but was where many important firsts and events that marked the making of Singapore took place,\u201d he said.<\/p>\n \u201cThe site is almost the official eyewitness to the making of modern Singapore,\u201d he added.<\/p>\n One possibility is to revive New Year\u2019s Day celebrations at the Padang, where regattas and other activities were held in the 1840s, he said.<\/p>\n Tan noted that Singapore\u2019s decision on the Padang Civic Ensemble does not rule out a future Unesco<\/span> World Heritage Site nomination.<\/p>\n \u201cOne just has to be careful in its submission, because the rules are clear and abiding by them requires commitment on the part of the parties seeking inscription,\u201d he added.<\/p>\n With the decision not to proceed with the nomination, the Padang Civic Ensemble will be removed from Singapore\u2019s tentative list.
