Around 30,500 were operating as of March 2026, past the halfway mark, and Senior Minister of State for Transport Sun Xueling told Parliament on 6 May that the rollout remains on track. All HDB towns were EV-ready as of December 2025, and more than 90 percent of HDB car parks now have charging points.\u00a0<\/p>\n<p class=\"_base_1s8rd_1 _default_1s8rd_12\">Local electric vehicle charging operator (EVCO) and infrastructure provider MNL Solutions has deployed 1,000 charge points in Singapore at residential developments including Ris Grandeur, Margaret Ville, and One Shenton, and at commercial sites such as Heeren, 100AM and Amara Hotel.<\/p>\n<p class=\"_base_1s8rd_1 _default_1s8rd_12\">For co-founders and directors Lai Yuan Weng and Sathiyamoorthy Nagarajan, the number of EV chargers yet to be deployed matters less than the shift in what clients are now asking. In Singapore, upstream electrical capacity is a critical bottleneck and a major focus for expanding the national charging network to meet the 2030 targets<\/p>\n<p class=\"_base_1s8rd_1 _default_1s8rd_12\">According to Lai:<\/p>\n<div class=\"_nested_1lq60_1\">\n<p class=\"_base_1s8rd_1 _default_1s8rd_12\">\u201cDrivers see a charger mounted on a wall, but they do not see the switchboards, protection systems, utility connections, cable routes, electrical calculations, communications infrastructure and approvals required behind it.\u201d<\/p>\n<\/div>\n<p class=\"_base_1s8rd_1 _default_1s8rd_12\">Where a legacy estate has no multi-phase backbone, work starts with a detailed electrical assessment covering expected charging demand, the incoming supply, spare switchboard capacity, cable routes, and how much energy residents actually need.<\/p>\n<p class=\"_base_1s8rd_1 _default_1s8rd_12\">Where demand is sustained, an upgrade would make the most sense, with the new infrastructure serving the estate for years. But the right upgrade also matters. According to Lai, where spare power is tight, several intelligently managed AC chargers often beat one high-powered unit.<\/p>\n<p class=\"_base_1s8rd_1 _default_1s8rd_12\"><b>Dynamic load management<\/b> and <b>battery-buffered charging<\/b> are two methods that can help EV charging stations prevent power overloads and operate efficiently where electrical grid capacity is limited. But even these have limitations, Lai said.\u00a0\u00a0<\/p>\n<p class=\"_base_1s8rd_1 _default_1s8rd_12\">Dynamic load management can keep a site within its agreed capacity by distributing power among connected vehicles, but it cannot create electricity capacity that does not exist. The difference often comes down to electrical capacity rather than the housing type.<\/p>\n<p class=\"_base_1s8rd_1 _default_1s8rd_12\">Newer developments tend to have modern switchboards and spare capacity, which makes upgrades cheaper. Older buildings have limited headroom, ageing cables and awkward multi-storey routing. Supporting several fast chargers there can mean new feeders, new distribution boards and sometimes a transformer upgrade.<\/p>\n<p class=\"_base_1s8rd_1 _default_1s8rd_12\">This is not a public-versus-private issue, as older private condominiums hit exactly the same wall as older HDB estates. A 1990s condominium with a basement car park, congested riser and a distant switchboard can be a harder job to retrofit than a 1980s surface car park with an accessible electrical room.<\/p>\n<p class=\"_base_1s8rd_1 _default_1s8rd_12\">\u201cSome older developments have straightforward cable routes, accessible electrical rooms and sufficient spare capacity, making them easier than newer sites with highly congested services or distant switchboards,\u201d Lai says. A single 50kW DC charger typically needs a dedicated three-phase supply in the 100 to 150-amp range or higher.<\/p>\n<p class=\"_base_1s8rd_1 _default_1s8rd_12\">Six things have to happen, in order:<\/p>\n<div class=\"_nested_1lq60_1\">\n<ul class=\"_listElement_wioo3_107\">\n<li class=\"_listItem_wioo3_112\">Applying to the SP group to increase the electrical capacity. The approval process for this has the longest potential timeline in the project. Depending on what is said, it also has the highest potential cost, depending on whether a simple upgrade or full installation is required.\u00a0<\/li>\n<li class=\"_listItem_wioo3_112\">Installation of new three-phase feeder cables. These supply AC power from a building\u2019s main electrical panel or distribution board to a charging station.<\/li>\n<li class=\"_listItem_wioo3_112\">Install a dedicated EV charging distribution board. This is a dedicated electrical panel that safely splits and manages power from a main electrical supply to feed one or more EV chargers. It needs proper protection, metering, surge protection, and residual current devices compliant with the latest standards.<\/li>\n<li class=\"_listItem_wioo3_112\">The allocation of parking bays, safety bollards, signage, and cabling routes through trenching, conduits or overhead routing in multi-storey car parks. Also involves the completion of construction and retrofitting.\u00a0<\/li>\n<li class=\"_listItem_wioo3_112\">Test and commission to SS 722:2026, which is Singapore\u2019s updated national standard for EV charging systems. It covers electrical safety, earthing and commissioning, with fire-safety considerations for enclosed areas.<\/li>\n<li class=\"_listItem_wioo3_112\">Add the smart integration layer. Connecting to a site-level energy management system for monitoring, load control and backend integration<\/li>\n<\/ul>\n<\/div>\n<p class=\"_base_1s8rd_1 _default_1s8rd_12\">According to MNL, this could end up being a six-digit figure once the costs are calculated. But drivers keep asking for speed when charging, and speed is precisely what many older estates can\u2019t support, Lai says:\u00a0<\/p>\n<p class=\"_base_1s8rd_1 _default_1s8rd_12\">\u201cThe goal here should be to deliver sufficient energy by the time the driver needs the vehicle, rather than providing the highest possible charger rating everywhere.\u201d<\/p>\n<p class=\"_base_1s8rd_1 _default_1s8rd_12\">He argues that most private cars sit parked for hours when their owners are at home or work, which is an opportunity to charge gradually without needing a fast charger. For example, a resident who plugs in at 8pm and leaves at 7am may not gain meaningful convenience from a very expensive high-powered charger.<\/p>\n<p class=\"_base_1s8rd_1 _default_1s8rd_12\">When using AC charging, the real charging speed depends on the car\u2019s onboard charger, battery temperature, state of charge and charging curve. DC charging slows as the battery fills, and many vehicles can\u2019t accept the full output of even a 22kW AC unit.
