{"id":8839,"date":"2025-11-04T17:16:33","date_gmt":"2025-11-04T09:16:33","guid":{"rendered":"https:\/\/sgbuzz.com\/?p=8839"},"modified":"2025-11-04T17:16:33","modified_gmt":"2025-11-04T09:16:33","slug":"law-passed-for-scammers-mules-to-be-caned-after-victims-in-singapore-lose-almost-4b-since-2020","status":"publish","type":"post","link":"https:\/\/sgbuzz.com\/?p=8839","title":{"rendered":"Law passed for scammers, mules, to be caned after victims in Singapore lose almost $4b since 2020"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\"><a href=\"https:\/\/www.straitstimes.com\/live-singapore-parliament-nov-2025?ref=inline-article\" rel=\"nofollow noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><\/p>\n<p class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\"><b>Follow our live coverage here.<\/b><\/p>\n<p><\/a><\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">SINGAPORE &#8211; Scammers will be caned with at least six strokes, with the punishment going up to 24 strokes depending on the severity of the offence.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Those to be caned will<!-- --> include <!-- -->syndicate <!-- -->members and recruiters, <!-- -->and<!-- --> those who help them, such as money mules who provide their bank accounts, SIM cards or Singpass credentials.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">These mules will<!-- --> face discretionary caning of up to 12 strokes.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The enhanced punishments for scams come as the <a href=\"https:\/\/www.straitstimes.com\/singapore\/politics\/caning-scammers-up-to-24-strokes-for-syndicate-members-recruiters-maximum-12-strokes-for-mules?ref=inline-article\" rel=\"nofollow noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><\/p>\n<p class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">Criminal Law (Miscellaneous Amendments) Bill<\/p>\n<p><\/a> was passed in Parliament on Nov 4.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">During<!-- --> its second<!-- --> reading, Senior Minister of State for Home Affairs Sim Ann said scams are by far the most prevalent crime type in Singapore, making up 60 per cent of all reported crimes.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">She said that between 2020 and the first half of 2025, there were about 190,000 cases reported, with losses amounting to about $3.7 billion.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Ms Sim said: \u201cThese are staggering numbers&#8230; the losses are more than three and a half times the cost of building <a href=\"https:\/\/www.straitstimes.com\/singapore\/opening-of-woodlands-health-has-eased-load-on-ktph-sets-standard-for-future-hospitals-ong-ye-kung?ref=inline-article\" rel=\"nofollow noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><\/p>\n<p class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">Woodlands Health Campus<\/p>\n<p><\/a>.\u201d<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">According to figures provided to The Straits Times by the police, <a href=\"https:\/\/www.straitstimes.com\/singapore\/scam-tracker-what-are-the-latest-trends-in-spore-and-how-much-money-has-been-lost?ref=inline-article\" rel=\"nofollow noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><\/p>\n<p class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">at least $187.1 million was lost<\/p>\n<p><\/a> to scams from July to September.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">This brings the total lost to scams from 2020 till September 2025 to at least $3.88 billion.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Caning scammers was first raised in March by then Jurong GRC MP Tan Wu Meng in a debate on MHA\u2019s budget. Dr Tan, who was then overseeing the Clementi ward, said a resident lost her life savings to scams and asked if Singapore was too soft on scammers.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">On Nov 4, Ms Sim said the ministry reviewed his suggestion and <!-- -->agreed<!-- --> with it.<\/p>\n<p><iframe loading=\"lazy\" title=\"Government to introduce mandatory caning for scammers: Sim Ann\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/C5EbqREScC4?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The<!-- --> new laws<!-- --> also allow for discretionary caning for other forms of cheating, like traditional fraud.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Other changes include those relating to sexual offences, doxxing of public servants, <!-- -->and <!-- -->punishment for youth offenders.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Ms Sim said that even as caning is introduced for scams, a review found a need to recalibrate caning for other offences.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">There are 96 offences that attract discretionary caning and 65 with mandatory caning.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Caning will be removed for eight of them, <!-- -->including for blocking carriages and endangering the safety of passengers under the Railways Act.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Ms Sim said caning is not necessary for some offences, as society and the crime situation has evolved.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cThese are generally offences that do not involve intentional harm to a person nor cause significant harm to the public, and for which we assess that the other penalties are adequate,\u201d she said.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cThe amendments do not signal any softening in our stance against crime. The large majority of offences which attract caning today, including serious sexual and violence offences, will continue to attract caning as a punishment.\u201d<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">There will also be harsher penalties for those who circulate obscene material to 10 or more people.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Those who commit such offences can be jailed for up to two years, up from three months.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">If the material is of someone under 18, the maximum jail term will be <!-- -->doubled to<!-- --> four years.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Ms Sim <!-- -->cited<!-- --> <a href=\"https:\/\/www.straitstimes.com\/singapore\/courts-crime\/police-investigating-telegram-chat-group-suspected-of-sharing-obscene-videos?ref=inline-article&amp;ref=inline-article\" rel=\"nofollow noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><\/p>\n<p class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">SG Nasi Lemak<\/p>\n<p><\/a>, in which over 44,000 members circulated and shared obscene materials involving women and girls<!-- --> in Singapore<!-- -->.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">She said: \u201cWe cannot begin to imagine the distress suffered by a young girl whose images are sent to thousands of prying eyes.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cAnd because these materials can be sent to so many people, it is impossible to take them out of circulation entirely. They will always be lurking somewhere, threatening to resurface. These victims may never have peace of mind again.\u201d<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">To <!-- -->punish<!-- --> those who facilitate such acts, there will be a new offence targeting those who set up or manage online locations where obscene materials are circulated. <!-- -->They include<!-- --> administrators of chat groups or channels, blogs, or accounts on video-sharing platforms.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The abuse of artificial intelligence (AI) to generate obscene images and videos<!-- --> will be addressed.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Ms Sim said the laws already cover sexually explicit deepfakes, which <!-- -->alter<!-- --> existing recordings.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">But generative AI now makes it possible to <!-- -->produce<!-- --> synthetic images or videos of a person, without making use of a pre-existing image or recording.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Changes to the law will make it clear that it is an offence to produce any intimate image without consent. <!-- -->This applies for those depicting children, even if a real child is not involved.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">To keep in line with the United Nations\u2019 standards, the threshold for obscene materials depicting minors will cover those up to 18 years\u2019 old, up from 16.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Another change relates to sexual grooming offences under the Penal Code.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">If<!-- --> the offender and victim meet or plan to meet overseas to engage in an illicit sex act, and either of them has travelled from Singapore, the offender can be liable for sexual grooming.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Maximum jail terms will be increased to seven years\u2019 jail if the victim is\u00a0under 14.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">If the victim is aged 14 to 17, the offender faces a maximum of five years\u2019 jail.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">This will only apply to victims aged 16 and 17 if there was an exploitative relationship.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Those who fatally abuse vulnerable victims can be jailed for up to 30 years or for life, up from 20 years\u2019 jail.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Ms Sim said life imprisonment was being introduced as there is strong public interest to deter abuse of vulnerable persons.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">She <!-- -->cited<!-- --> the case of a couple who <a href=\"https:\/\/www.straitstimes.com\/singapore\/courts-crime\/27-years-jail-for-parents-of-5-year-old-boy-who-died-from-scald-injuries?ref=inline-article\" rel=\"nofollow noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><\/p>\n<p class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">repeatedly splashed hot water on their five-year-son<\/p>\n<p><\/a> until the boy died from his injuries in 2016.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">In 2022, the mother was convicted of murder, while the father was convicted of voluntarily causing grievous hurt by means of a heated substance. Both were sentenced to life imprisonment.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Ms Sim said although the father\u2019s charge was not for causing death but only endangering life, the Court of Appeal found that life imprisonment was justified and the Government agrees with this.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">She said such cases can be prosecuted under the offence of fatal abuse of vulnerable persons.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Doxxing of a public servant when accompanied by a falsehood will also be a criminal offence carrying a maximum jail term of three years and <!-- -->a<!-- --> fine up to $10,000.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">For older youth offenders aged 16 and 17, the changes ensure they can be given deterrent sentences such as imprisonment, reformative training and caning when their cases are handled in the State Courts or High Court instead of the Youth Courts.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">And regulatory<!-- --> requirements for workers and dealers in precious metals will be updated, increasing the waiting time from three days to five days before these individuals can melt, alter or deface such goods or articles.<\/p>\n<\/div>\n<p><br \/>\n<br \/><a href=\"https:\/\/www.straitstimes.com\/singapore\/politics\/law-passed-for-scammers-mules-to-be-caned-after-victims-in-singapore-lose-almost-4b-since-2020\" target=\"_blank\" rel=\"noopener\">Read Full Article At Source <\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Follow our live coverage here.
