The BSS community worker is concerned for Megan\u2019s safety and is unable to ascertain her whereabouts as Foo became unresponsive.<\/p>\n

<\/p>\n

BSS calls the Ministry of Social and Family Development\u2019s (MSF) Child Protective Service (CPS) twice during this period.<\/p>\n

<\/p>\n

But the gravity of the situation was not communicated clearly.<\/p>\n

<\/p>\n

Instead of a full description of Megan\u2019s bruises, the community worker only described \u201ca lot of bruises\u201d.<\/p>\n

<\/p>\n

There was also no mention of a breach in the temporary care plan.<\/p>\n

<\/p>\n

Although Megan\u2019s bruises and suspected drug use by Foo and Wong were brought up, the situation was downplayed after BSS said the grandma \u201cfeels the child is fine\u201d.<\/p>\n

The CPS officer takes the grandmother\u2019s word rather than professionally assessing Megan\u2019s safety.<\/p>\n

<\/p>\n

The CPS officer also advises that if Megan\u2019s grandmother is worried about the child\u2019s safety, she can make a police report.<\/p>\n

<\/p>\n

It was also found that the CPS officer involved didn\u2019t register the calls<\/span>, which was the established protocol.<\/p>\n

<\/p>\n

As a result, the call was not discussed further with the supervisor on duty.<\/p>\n
