SAFER uses a data-driven risk algorithm to \u201csynthesise information\u201d from available datasets, including risk events and recent stressors, to assess a family\u2019s potential needs and identify the support needed.<\/p>\n
Any potential child protection concern is reviewed by trained professionals, who check against available case facts, consult existing case managers, and apply professional judgment before escalating the concern.\u00a0<\/p>\n
MSF said it would continue to \u201cassess relevant technologies\u201d that can support child protection work, while ensuring appropriate governance, safeguards and human oversight.\u00a0<\/p>\n
Not all information processed by SAFER results in an escalation, MSF told CNA.<\/p>\n
Social service practitioners are provided only with information relevant to assess potential child safety concerns and determine whether outreach or support may be needed.\u00a0<\/p>\n
\u201cSensitive data should not be shared if there is no need to.\u00a0 Practitioners on the ground should also not be overwhelmed with too much data,\u201d the ministry added.<\/p>\n
Upon receiving an alert from SAFER, MSF\u2019s Protective Service would conduct the necessary risk screening, information gathering and \u201cassess right-siting of the case\u201d within a target of three working days.\u00a0<\/p>\n
Where there are immediate safety concerns, the Domestic Violence Emergency Response Team (DVERT) will be deployed promptly to provide support onsite.<\/p>\n
If the case requires statutory investigation by the Protective Service, the case will be assigned to a protection officer.<\/p>\n
If the data indicates that a family\u2019s risk and stress levels have risen beyond a certain level, SAFER will review the case to assess if the Protective Service should re-triage it so that the right level of support and intervention is provided.<\/p>\n
When asked what safeguards are in place to minimise the risk of an alert being overlooked or missed, MSF said it tracks all cases escalated for triage until a triage outcome is determined.\u00a0<\/p>\n
\u201cWhere information is shared with existing case managers, SAFER requests updates on case outcome and feedback on the alerts to close the loop.\u00a0<\/p>\n
\u201cCase managers remain responsible in exercising professional judgment on any follow-up required. MSF will continue to review these arrangements,\u201d MSF said.\u00a0<\/p>\n
MSF also regularly monitors the number and quality of escalations in terms of whether they resulted in meaningful interventions that benefited the family and the children.\u00a0<\/p>\n
When asked about potential false positives, MSF said these are \u201cinherent in any such risk algorithms\u201d.<\/p>\n
\u201cEven if social workers engage families when the risk is very low, there will still be benefits as families will be offered support,\u201d added the ministry.<\/p>\n
\u201cSuch is the nature of preventive work in general,\u00a0 where early outreach and engagement to provide families with support may help address concerns before they escalate.<\/p>\n
\u201cSAFER itself does not make any decision on whether a case is a bona fide abuse case and the severity of abuse. It provides relevant information to the existing decision-making mechanism.\u201d<\/p>\n<\/div>\n
