Self-radicalisation continues to be the main domestic terrorism threat in Singapore, the Internal Security Department (ISD) said.<\/p>\n
In its annual Singapore Terrorism Threat Assessment Report published on Thursday (Sept 10), it said seven out of eight Singaporeans dealt with under the Internal Security Act (ISA) between July 2025 and 2026 were self-radicalised.<\/p>\n
The number of youth ISA cases in the past five years has risen from four cases between 2017 and 2021, to 15 cases from 2022 to 2026.<\/p>\n
Six such cases were identified within the past year alone \u2014 three 14-year-olds, a 15 year old, and two 19-year-olds.<\/p>\n
“Despite their young ages, radicalised youths can pose a serious security threat. Of the 23 youth ISA cases since 2015, 12 had plans to conduct attacks in Singapore,” the agency said.\u00a0<\/p>\n
Most self-radicalised individuals subscribed to Islamist extremist ideologies, ISD flagged.<\/p>\n
This includes Islamic State in Iraq and Syria (ISIS) propaganda as well as extremist narratives surrounding the Israeli-Palestinian conflict.<\/p>\n
ISD said that ISIS’s terrorist propaganda remains easily accessible online and is a key radicalising influence here.<\/p>\n
Five of the Singaporeans dealt with within the past year, all of whom are youths, supported ISIS. Among them, three sought to carry out ISIS-inspired attacks here.<\/p>\n
Concurrently, Singapore is also seeing more individuals radicalised by Composite Violent Extremism (CoVE)<\/a>, which refers to the belief in multiple extremist ideologies that may occasionally conflict.<\/p>\n All three CoVE cases detected in the past year also involve Singaporeans under the age of 20.<\/p>\n One 14-year-old boy radicalised by CoVE was arrested in May, a month before he planned to carry out an attack at his school and pledge allegiance to ISIS.<\/p>\n [[nid:741273]]<\/p>\n ISD said youths who spend a significant amount of their time online may engage with and be influenced by ideas from different extremist movements.<\/p>\n “At the same time, youths’ critical thinking and cognitive skills are still developing, which may make them more susceptible to selectively embracing ideas from different extremist ideologies, even when these ideas are contradictory,” the agency added.<\/p>\n It said the threat of CoVE is serious as radicalised individuals can be triggered to quickly plan or execute violent acts.<\/p>\n The agency also noted that individuals are becoming radicalised younger.<\/p>\n Online platforms, in particular gaming ones, continue to “feature prominently” in youth radicalisation cases.<\/p>\n Overall, ISD assessed the terror threat level to Singapore as remaining high.<\/p>\n It said ongoing conflicts in the Middle East has heightened threats worldwide, and terrorist and extremist groups are exploiting the events for their own extremist agenda.<\/p>\n Terrorist attacks abroad could inspire copycat attacks closer to home, said ISD, noting that there is currently no specific intelligence of an imminent terrorist attack against Singapore.<\/p>\n Nonetheless, Singapore remains an attractive target.<\/p>\n ISD pointed to a propaganda magazine published by the Islamic State Khorasan Province on March 9, which labelled Singapore and 63 other countries as “Lands of Disbelief”.<\/p>\n The US and Israel attack on Iran has also sparked anti-Semitic attacks in various countries.<\/p>\n A new terrorist group called Harakat Ashab al-Yamin al-Islamiya (HAYI) has claimed a series of attacks and attempted attacks in Europe, Canada and the US.<\/p>\n “Of note, the HAYI-linked attacks involved a modus operandi known as ‘gig terrorism’, where organised crime groups and individuals with no apparent ideological motives, are recruited to perpetrate acts of terrorism in exchange for money,” ISD said.<\/p>\n An alleged operative of HAYI, Iranian-Iraqi national Mohammad Baqer Saad Dawood Al-Saad, had tried to visit Singapore on three separate occasions in 2023 and 2024, the agency revealed.<\/p>\n ISD said it is believed he had travelled to Southeast Asia in recent years.<\/p>\n “We do not discount the possibility that Baqer’s travel to this region could have been for terrorism purposes, and he could have set his sight on targeting Singapore, including US and Israeli \/Jewish interests here,” it stated.<\/p>\n “ISD is working with our intelligence partners to investigate into Baqer’s activities.”<\/p>\n The agency also flagged an increased presence of Hamas-linked operatives and networks in Southeast Asia, which it said could increase the risk of the region being used for recruitment, facilitation, operational planning or attacks.<\/p>\n It said it collaborates closely with foreign intelligence and security counterparts to exchange intelligence and disrupt terror threats.<\/p>\n ISD said a total of 156 Singaporeans have been issued ISA orders since 2022.<\/p>\n Among them, 106 were issued orders of detention while 50 were issued restriction orders.<\/p>\n Of the 106 detained, 87 have since been released.
