{"id":83139,"date":"2026-09-08T08:41:56","date_gmt":"2026-09-08T00:41:56","guid":{"rendered":"https:\/\/sgbuzz.com\/?p=83139"},"modified":"2026-09-08T08:41:56","modified_gmt":"2026-09-08T00:41:56","slug":"nursing-homes-residents-transferred-out-ahead-of-shutdown","status":"publish","type":"post","link":"https:\/\/sgbuzz.com\/?p=83139","title":{"rendered":"Nursing homes&#8217; residents transferred out ahead of shutdown"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p class=\"text-primary article-summary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">SINGAPORE \u2013 <!-- -->All residents of Windsor Convalescent Home and LC Nursing Home were transferred out by Aug 1, months ahead of the deadline set by the Ministry of Health (MOH) for their licences to be revoked over serious lapses.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">To ensure that the residents\u2019 care needs, preferences and subsidy eligibility were met, the Agency for Integrated Care (AIC) coordinated the assessments, transfer planning and matching to suitable homes.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">There were 25 residents at Windsor Convalescent Home, a 45-bed nursing home in Pasir Panjang, and 78 residents at the 93-bed LC Nursing Home in Jalan Ulu Siglap.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">In a reply to The Straits Times on Sept 4, an MOH spokesman said the ministry \u201coversaw the entire process and supported the expediting of X-rays and subsidy assessments for residents\u201d.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">It worked with AIC and Vanguard Healthcare, the appointed interim care operator, \u201cto ensure safe care at the nursing homes and facilitate the residents\u2019 transfers smoothly\u201d.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">\u201cThe wider nursing home sector rallied together to support the transfer of residents from both nursing homes,\u201d the spokesman said.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">\u201cReceiving homes stepped forward to accept residents at short notice and worked closely with AIC to facilitate smooth admissions and handovers to minimise stress and care disruption for both the residents and their families.\u201d<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The spokesman<!-- --> said the residents\u2019 safety and well-being remained the top priority, with families informed and involved throughout the process.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Their cooperation was crucial to the timely transfers, as they worked closely with AIC to provide the necessary decisions and documentation and support the moves to alternative care settings.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The spokesman also confirmed that some of the residents were being taken care of in their own homes.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Both Windsor Convalescent Home and LC Nursing Home were found to have \u201cserious and systemic lapses\u201d in complying with Healthcare Services Act requirements in the latest audit in April<!-- --> 2026<!-- -->.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">This came a year after Windsor Convalescent Home had addressed health and safety lapses identified in an earlier audit.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">In April<!-- --> 2026<!-- -->, <a href=\"https:\/\/www.straitstimes.com\/singapore\/health\/expired-medicine-expired-food-windsor-convalescent-home-lost-licence-after-repeated-violations?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">it was again found to have failed to meet requirements<\/span><\/a>. This was to gauge their compliance with infection prevention and control practices and basic custodial and nursing care.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Speaking in Parliament on July 7, <a href=\"https:\/\/www.straitstimes.com\/singapore\/politics\/spot-checks-necessary-for-nursing-homes-to-take-adequate-corrective-action-sustain-improvements-tan?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">Senior Minister of State for Health Tan Kiat How<\/span><\/a> said spot checks are necessary to ensure nursing homes take adequate corrective actions and sustain improvements.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Tan, who is also Senior Minister of State for Digital Development and Information, said that if the gaps are \u201cserious, repeated, and there is a lack of serious effort to rectify them\u201d, then MOH will escalate its measures, which include the rescinding of licences.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">As for Chia Yang Pong, who is listed as LC Nursing\u00a0Home\u2019s founder and chief executive on its website, the MOH spokesman said the ministry is investigating whether Chia had failed to disclose \u2013 at the time of applying for the nursing home\u2019s licence \u2013 information about disciplinary actions taken against him by healthcare regulatory authorities.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">\u201cWe are unable to comment further at this stage in the light of the ongoing investigations,\u201d said the spokesman.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">In November 2002, the authorities inspecting Grace Polyclinic, a chain of seven clinics owned by Chia, found that sleeping pills (benzodiazepines) had been improperly prescribed to 80 patients.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">He was struck off the medical register in 2004, and eight doctors from the clinics were punished for indiscriminately prescribing the addictive sleeping pills.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">That year, Chia was brought before a disciplinary committee by the Singapore Medical Council, where he faced 80 charges of professional misconduct and pleaded guilty. He was fined $65,000 and struck off the medical register.
