Hawker Zhang Xiaohai was doing cashier duties at a Hougang zichar stall after receiving a $10 note on Aug 2, when he realised something unusual.<\/p>\n
The portrait of Singapore’s first president Yusof Ishak, which is featured on the note, was seen with a piercing stare, and his mustache appeared to be “shaved off” too.<\/p>\n
The 42-year-old, who works at the stall 21 Seafood, told Lianhe Zaobao in a report published on Aug 28: “My first thought was that I received a counterfeit banknote.”<\/p>\n
He added he believed counterfeit banknotes are rare in Singapore and as the note doesn’t feel different, he only roughly checked when he received it.<\/p>\n
From a photo and reel released on the stall’s Xiaohongshu (XHS) profile on Aug 27, the portrait appeared to have been tempered with, with scratches seen on Mr Ishak’s eyelids and philtrum.<\/p>\n
Zhang said during the interview that he believed it was more likely a prank.<\/p>\n
Despite feeling something amiss, he and the owner of the stall, only known as Mr Guo, didn’t pursue the matter immediately then.<\/p>\n
It was only on Aug 27 when the latter remembered the incident that he took the note to the police station to make a report but was advised to get it authenticated at a bank first.<\/p>\n
He went to OCBC and DBS bank on the same day. After close inspection by the bank staffs, they confirmed that the note was genuine – just that the surface had been scratched by a sharp object.<\/p>\n
Mr Guo shared that while OCBC offered to exchange the note for him, he decided to keep it as a memento.<\/p>\n
Netizens of XHS commented on the comedic aspects of the situation.<\/p>\n
One of them wrote: “Mr Ishak looks a bit surprised.”<\/p>\n
Some netizens also asked if they are willing to sell the tempered note, with one offering to pay five times the amount.<\/p>\n
According to Section 23 (1) of the Currency Act, any person who mutilates or destroys any currency note or coin shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $2,000.<\/p>\n
The Monetary Authority of Singapore stipulated that mutilated notes and coins have no value. They may award value for a mutilated note or coin out of goodwill and at discretion, provided certain criteria are met.<\/p>\n
Members of the public who received mutilated notes or coins may deposit them at any commercial bank where they have a bank account for assessment of value.<\/p>\n
