SINGAPORE: Singapore plans to introduce legislation early next year requiring social media platforms to roll out stronger safeguards for teens, including possibly setting a daily time limit, said Minister for Digital Development and Information Josephine Teo.<\/span><\/p>\n If a platform cannot or does not want to introduce these stronger safeguards, Singapore intends to raise the minimum age of access to that platform to 18, Mrs Teo told journalists in an interview on Friday (Aug 28).<\/span><\/p>\n The government wants to know what platforms can do to protect teen users from “stranger danger”, or direct messages from people unknown to them, she said.\u00a0<\/p>\n Algorithmic feeds, autoplay and infinite scroll are also a concern, with discussions touching on how to introduce a natural stop point for infinite scroll.<\/p>\n \u201cThe idea has been put forward when we engaged with many different groups, that a time limit for the use of a particular platform \u2026 could be one way of dealing with infinite scroll,\u201d said Mrs Teo.\u00a0<\/span><\/p>\n Singapore currently has a code of practice that covers six designated social media services: Facebook, Instagram, TikTok, YouTube, HardwareZone and X.\u00a0<\/span><\/p>\n Mrs Teo noted that the measures <\/span>Meta agreed to in its US settlement<\/span> would apply to users up to age 18, in line with Singapore’s intended approach, though the details differ in places.<\/span><\/p>\n \u201cSome of the areas which Meta has agreed to implement are the same areas that we have been discussing with them about \u2026 But there are some differences in the details,\u201d she said.\u00a0<\/span><\/p>\n For example, Meta agreed to let parents of teen users turn off autoplay, but continuous autoplay remains the default. Singapore wants autoplay off by default, with parents able to switch it on.<\/span><\/p>\n Meta’s settlement also included a daily limit of two hours across Facebook and Instagram, tightening to one hour per platform in a second phase.\u00a0<\/p>\n Mrs Teo said there is no “magic number” but called the arrangement a useful reference point. “It doesn’t mean if you use a service for 59 minutes it’s very safe, and then if you use it for 61 minutes it’s very unsafe.”<\/p>\n An expert panel convened by the Ministry of Health to study social media’s impact<\/span> on youth mental health found that one in three users aged 15 to 17 already spend more than three hours a day on social media, Mrs Teo noted.\u00a0<\/p>\n The panel also found that one in six users aged 10 to 24 show signs of problematic social media use.<\/p>\n \u201cWhat it does suggest is that three hours is a bit too long. It ought to be less than that,\u201d she said.<\/span><\/p>\n Whatever figure Singapore settles on will not satisfy everyone, she added. \u201cThe daily time limit really is a reminder that we should get on with other aspects of our life.\u201d\u00a0<\/span><\/p>\n Beyond the newly operational Online Safety Commission, which began work in June, engagement on other aspects of online safety has been ongoing. Mrs Teo said platforms have known about the age assurance measures “for a long time”, and about the stronger safeguards for nine to 12 months.<\/span><\/p>\n Prime Minister Lawrence Wong announced in his National Day Rally speech in August that Singapore would require platforms to <\/span>introduce stronger safeguards<\/span> for young users.\u00a0<\/span><\/p>\n While most platforms already set a minimum age of 13, enforcement is largely left to them, he noted, calling self-declaration “just not good enough” and pushing for more robust checks to properly enforce the minimum age.<\/span><\/p>\n Singapore already requires app stores to implement age assurance measures, Mrs Teo said.\u00a0<\/p>\n This is done through one of three broad methods \u2013 age estimation, which uses information a platform has about a user to estimate their age; age inference, which uses similar information to conclude an age range; and age verification, which checks a user’s age against official records.<\/p>\n When age assurance was made mandatory for app stores, operators were asked to propose their own methods, which were approved if they appeared “reasonably robust”.\u00a0<\/p>\n The government intends to take a similar approach with social media platforms.<\/p>\n \u201cWhen it comes to being able to properly ascertain a user\u2019s age, some steps are needed. If you don\u2019t have a certain expectation of accuracy, then the methods of arriving at an estimation or an inference of the person\u2019s age, these could lead to a lot of errors,\u201d Mrs Teo said.\u00a0<\/span><\/p>\n This means a single attempt to confirm a user’s age may not be enough, she added.
