href=\"https:\/\/www.straitstimes.com\/singapore\/politics\/more-childcare-leave-bto-income-ceiling-raised-10-highlights-from-pm-wongs-national-day-rally-speech?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">third National Day Rally speech<\/span><\/a> on Aug 23 was that Singapore will continue to manage change skilfully, including in the way it supports parenthood amid changing aspirations, said political analysts.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">At a time of considerable uncertainty, PM Wong\u2019s Rally provided a careful assessment of how Singapore will deal with both geopolitical and technological risks on its own terms, and to find opportunities amid the tumult, they added.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The speech had a \u201ctenor of defiance that amid the global pall of doom and gloom, Singapore can and must be exceptional, with a quiet optimism for the future\u201d, said Singapore Management University law professor Eugene Tan.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Mathew Mathews, who is head of the Social Lab at the Institute of Policy Studies (IPS), agreed.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">\u201cThere was a strong emphasis on giving Singaporeans greater confidence about the future, at a time when there is considerable uncertainty and change around us,\u201d he said.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The undoubted star of this year\u2019s Rally <a href=\"https:\/\/www.straitstimes.com\/singapore\/politics\/ndr-2026-working-parents-to-get-8-to-12-days-of-childcare-leave-a-year-for-kids-aged-12-and-below?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">was the set of announcements on how the Government will boost childcare leave<\/span><\/a> and financial support for parents of young children here, in a major reset of family support measures.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Independent political observer Felix Tan noted that supporting families has been a growing policy priority in recent years, but the latest measures suggest an even greater effort to ease some of the pressures associated with raising children.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Such measures, which also include lower pre-school fees, have understandably been welcomed by many, he noted. \u201cClearly, Singapore\u2019s persistently low total fertility rate has become an increasingly pressing concern for the Government, and these policies reflect an attempt to make starting and raising a family less burdensome.\u201d<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">IPS\u2019 senior research fellow Gillian Koh said the <a href=\"https:\/\/www.straitstimes.com\/singapore\/politics\/ndr-2026-higher-income-ceiling-for-bto-flats-ecs-more-ballot-chances-for-first-timers-with-kids?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">lifting of the income ceiling for young couples to access Build-To-Order<\/span><\/a> and executive condominium flats further indicates \u201chow far and wide\u201d the state is prepared to go to promote marriage and parenthood.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Analysts and MPs said these were a significant step forward to help not only would-be parents, but also many existing ones who feel stretched between juggling work and being a parent.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">MP for West Coast-Jurong West GRC Cassandra Lee said the moves send a very strong signal to employers to demonstrate that they play a significant role as well, especially given the prime minister\u2019s announcement that the Government will cover the cost of all statutory child-related leave, reducing the financial burden on firms.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">\u201cThe next step is more critical because we need to see whether employers are able to implement it,\u201d she said. \u201cWe don\u2019t want a situation where we lift the weight off parents and shove it on the next colleague, who may be single or a caregiver for elderly parents.\u201d<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">National Trades Union Congress president K. Thanaletchimi said the initiative is now with employers to improve their processes, and to use technology to better support their workers.<\/p>\n<p><iframe loading=\"lazy\" title=\"Will more money and leave encourage Singaporeans to have babies? | NDR 2026\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/dOwdhDJmpP4?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Analysts also noted that immigration got a rare and in-depth airing at this year\u2019s Rally.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">In his speech, PM Wong said <a href=\"https:\/\/www.straitstimes.com\/singapore\/politics\/ndr-2026-sporeans-to-remain-majority-govt-to-continue-managing-size-of-foreign-workforce-pm-wong?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">Singaporeans will always remain the majority<\/span><\/a> in Singapore, even as the country continues to welcome newcomers at a measured pace to support its economy.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">This means that the overall population will grow more slowly in the coming years, as will its labour force. He also provided assurance that the city-state will keep its multiracial and multi-religious character.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Mathews noted that given Singapore\u2019s very low fertility rate and ageing population, there is an assumption that the Government will go all out to increase immigration. Instead, there was a clear assurance that immigration will be sustainable, and the prime minister was also quite explicit that he did not intend to loosen work permit policies to substantially increase foreign workforce numbers, he noted.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Even so, population growth through immigration will continue to be a sensitive issue both for Singaporeans and companies, said managing director at strategic advisory firm BowerGroupAsia Singapore Nydia Ngiow.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">This is particularly so should population and housing pressures build alongside the new measures, she said. \u201cThe pressure to lean more on immigration will only grow if the fertility rate does not recover.\u201d<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">On embracing new technologies like artificial intelligence, PM Wong <a href=\"https:\/\/www.straitstimes.com\/singapore\/politics\/ndr-2026-singapore-wont-leave-workers-to-fend-for-themselves-when-embracing-new-tech?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">said Singapore will not do so blindly<\/span><\/a>, but will instead anticipate the risks, put appropriate safeguards in place, and always ensure that people remain in control.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">While this may not completely assuage anxieties about the impact of AI on jobs and livelihoods, SMU\u2019s Tan said his assurance on how Singapore will deal with tech disruption \u201ccan help boost confidence that we will manage it on our own terms\u201d.\u00a0<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">\u201cUltimately, the actual outcomes will matter. The larger point is that the need to be innovative and relevant will not be missed if we are to thrive in an AI-pervasive age,\u201d he said.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Highlighting the importance of workers harnessing AI skills in their workplace, Labour MP Wan Rizal Wan Zakariah said that mid-career individuals affected by tech changes could be at a \u201cvery fragile\u201d stage and require support, as well as an opportunity to bounce back.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">\u201cYou need to make sure that they have a placement of jobs ready for them. But at the same time, you want to make sure that the skills go in tandem,\u201d he said.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">PM Wong also announced long-term infrastructural plans in his speech, including a new western island that will be formed in the coming decades by merging several islands lying to the south, and that the authorities are <a href=\"https:\/\/www.straitstimes.com\/singapore\/politics\/ndr-2026-undersea-tunnels-linking-pulau-tekong-to-mainland-singapore-being-studied?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">studying the feasibility of building undersea tunnels<\/span><\/a> to connect Pulau Tekong to the mainland.<\/p>\n<figure class=\"portrait inline-media-wrapper\" style=\"--aspect-article-portrait:480 \/ 613\" data-testid=\"inline-media-test-id\">\n<div class=\"flex flex-col items-start relative w-fit\"><picture><source media=\"(max-width: 480px)\" font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Ngiow said these plans are \u201ca strong signal that the Government is still thinking in long-term horizons rather than just electoral cycles\u201d, even as other parts of the rally pointed to more immediate realities.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">\u201cAdditionally, this also reflects how land scarcity is a permanent constraint that has been, and will continue to be, managed through continuous, multi-generational planning,\u201d she said.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Koh noted that PM Wong\u2019s articulation about how Singapore will deal with rogue AI and manage the pernicious aspects of social media emphasised how Singapore cannot \u201ccut ourselves off from these and what the world can bring us, but we engage with all these on our terms\u201d.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">He announced that Singapore <a href=\"https:\/\/www.straitstimes.com\/singapore\/politics\/ndr-2026-govt-prepared-to-raise-minimum-age-beyond-13-for-social-media-platforms-with-weak?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">will require social media platforms<\/span><\/a> to put in place robust and reliable checks \u2013 and to enforce them \u2013 so that children here are genuinely protected.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Koh said: \u201cPM Wong promoted that sense of autonomy, agency and a desire to take the good and mitigate the bad with as much sophistication and intelligence in how we do it.\u201d<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\"><a
