{"id":78464,"date":"2026-08-22T05:39:04","date_gmt":"2026-08-21T21:39:04","guid":{"rendered":"https:\/\/sgbuzz.com\/?p=78464"},"modified":"2026-08-22T05:39:04","modified_gmt":"2026-08-21T21:39:04","slug":"mom-tapping-migrant-worker-network-for-alerts-on-issues-like-salary-claims","status":"publish","type":"post","link":"https:\/\/sgbuzz.com\/?p=78464","title":{"rendered":"MOM tapping migrant worker network for alerts on issues like salary claims"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">SINGAPORE \u2013 <!-- -->The Manpower Ministry (MOM) is looking to plug the information gap on migrant worker issues by tapping an app and a volunteer programme used extensively during the Covid-19 pandemic.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Minister of State for Manpower Dinesh Vasu Dash said migrant workers are being trained under the Friends of ACE (FACE) volunteer programme to act as volunteers to make it easier for fellow workers to raise issues like salary claims.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">ACE, or Assurance, Care and Engagement, is a group under MOM that works with stakeholders like employers, dormitory operators and non-governmental organisations to support the well-being of migrant workers. Effective April 1, FACE volunteers officially became part of the MWC Ambassador Network.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Dinesh said migrant workers may be unwilling to raise concerns because they want to continue being hired by their employers.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">He added: \u201cI don\u2019t think they aren\u2019t aware of the channels that are available. But they may choose not to indicate through the formal channels or somewhat informal channels. \u201cWe have to pay particular attention to make sure that their voices are heard.\u201d<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">MWC manages around 2,000 volunteers of different nationalities who live in large and medium-sized dormitories, as well as in public and private housing.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">It was previously reported that around 1,000 volunteers can reach more than three in four workers living in dorms.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">There are over 1,500 worker dorms in Singapore, housing more than 300,000 migrant workers.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Speaking <a href=\"https:\/\/www.straitstimes.com\/singapore\/dinesh-vasu-dash-on-singapores-dependence-on-migrant-workers?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">in an episode of the podcast In Your Opinion<\/span><\/a> hosted by The Straits Times senior columnist Tan Dawn Wei, which was first posted on Aug 12, Dinesh said that many vulnerable workers might be unable to articulate their concerns and the kind of support needed.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">\u201cThere is a tendency for migrant workers to just suffer in silence and that is exactly what we are hoping to try to unpack with the various channels that we have,\u201d he said, citing other examples such as the FWMOMCare mobile app and service centres.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The MOM app helps migrant workers in Singapore manage their well-being, access medical care, request help from officials and book recreational facilities.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Dinesh said the ministry is also looking to tap the eight recreational centres in Singapore as a \u201cnon-work environment\u201d and \u201csafe space\u201d for migrant workers to voice concerns.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">In June, <a href=\"https:\/\/www.straitstimes.com\/singapore\/courts-crime\/number-of-workers-with-claims-of-unpaid-wages-linked-to-air-con-firm-climbs-to-400?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">more than 400 migrant workers raised issues<\/span><\/a>, including claims of unpaid wages, against KPA Engineering, SK Industries and VVR Plant Engineering.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The firms were operated by the same <!-- -->business <!-- -->owner.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">In <a href=\"https:\/\/www.straitstimes.com\/singapore\/politics\/more-than-130-workers-in-unpaid-salary-case-have-found-new-jobs-all-those-affected-rehoused?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">a written reply to Parliament in July<\/span><\/a>, then Minister for Manpower Tan See Leng said that at different points in 2025, five workers from air-conditioning contractor KPA Engineering had individually approached the Tripartite Alliance for Dispute Management (TADM) regarding unpaid salaries.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Their cases were resolved within a week and the workers received payment from the employer.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">He added that claims filed by four other workers from the same company were in the midst of being processed before the first large group of workers turned up at MOM on June 22.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Incidence of salary claims had increased in Singapore from 2021, based on the Employment Standards Report 2025 released by MOM and the Tripartite Alliance for Dispute Management (TADM) in July.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The sharpest increase was for foreign employees, jumping from 2.1 per 1,000 employees in 2021 to 5.16 per 1,000 employees in 2025.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The report also showed that of the salary claims lodged in 2025, 92 per cent of employees fully recovered their wages at TADM or the Employment Claims Tribunal.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">In the case of the over 400 workers, Dinesh said the ministry could have expeditiously addressed their issues if the workers had raised them early.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">That said, a \u201crelatively good outcome\u201d was achieved for <!-- -->them<!-- -->, he added.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Among other things, the National Trades Union Congress\u2019 Migrant Workers\u2019 Centre helped with finding new jobs and provided financial aid of $200 to its members.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">As at Aug 3, MOM has rehoused 361 affected workers who needed alternative accommodation at the Onboard Centre, while 392 workers who chose to remain in Singapore have secured new employment with around 135 companies.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The company director, Indian national and Singapore permanent resident Ramu Palani Velu, who <a href=\"https:\/\/www.straitstimes.com\/singapore\/courts-crime\/director-of-firms-in-case-involving-400-unpaid-workers-declared-bankrupt?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">has been declared bankrupt<\/span><\/a>, is being investigated by MOM.<\/p>\n<h2 class=\"font-primary-headline-md-semibold\" data-testid=\"article-subhead-test-id\">Losing jobs<\/h2>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Dr Stephanie Chok, executive director of the Humanitarian Organisation for Migration Economics, said based on its casework experience, migrant workers are reluctant to report salary issues because they fear losing their jobs and being repatriated.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">She added<!-- --> that this fear is heightened when they have yet to recover their recruitment costs, which can be as high as $12,000.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">\u201cEarly reporting will become more realistic only when workers can change employers without requiring their employer\u2019s consent, have access to reliable job matching, are protected against retaliatory feedback and immediate repatriation, and can lift the burden of incurring further recruitment debt,\u201d she said.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Dinesh said there were three learning points from the episode.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">First, he said workers need to advocate for themselves.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Second, employers have to be responsible and comply with the Employment of Foreign Manpower Act.\u00a0<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Third, the ministry has to \u201ctighten up areas that may have certain deficiencies\u201d that it has identified once the investigations are over, such as taking action against phantom workers.\u00a0<\/p>\n<p><iframe loading=\"lazy\" title=\"More than 100 workers clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">MOM controls foreign labour numbers through the dependency ratio ceiling (DRC) by tying foreign work pass limits to local employee headcounts.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">There have been cases of firms hiring \u201cphantom local workers\u201d to boost their foreign labour count.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">\u201cThe (DRC) is there for the purpose of making sure that you get a fair share of Singaporeans and migrant workers, and it cannot be migrant workers for migrant workers\u2019 sake.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">\u201cIt has to be in support of Singaporeans,\u201d he said.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">But employers will also need support, he said, adding: \u201cWe also have to look out for employers to make sure that it\u2019s sustainable for them.\u201d<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Dinesh referred to the local qualifying salary, which sets the minimum salary that local employees must be paid in firms that hire foreign workers.
