{"id":77746,"date":"2026-08-19T20:03:44","date_gmt":"2026-08-19T12:03:44","guid":{"rendered":"https:\/\/sgbuzz.com\/?p=77746"},"modified":"2026-08-19T20:03:44","modified_gmt":"2026-08-19T12:03:44","slug":"primary-schools-scrap-parent-volunteer-scheme-for-p1-entry","status":"publish","type":"post","link":"https:\/\/sgbuzz.com\/?p=77746","title":{"rendered":"Primary schools scrap parent volunteer scheme for P1 entry"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">SINGAPORE &#8211; <!-- -->At least four more primary schools have scrapped the parent volunteer scheme in the last two years.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Fairfield Methodist School (Primary) and Mee Toh School <!-- -->stopped accepting<!-- --> such parent volunteers in 2026, while Hong Wen School and Rosyth School<!-- --> did so<!-- --> in 2025.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The scheme, which gives parents priority placement when registering their children for Primary 1, is often seen as a way to get a foot in the door of popular schools.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Under this scheme, parents clock at least 40 hours of volunteer work by completing tasks like helping out at school events, or serving as traffic wardens or librarians.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">They get priority to register in Phase 2B of the yearly Primary 1 admission exercise. Children of active community leaders and those with church or clan associations also qualify under this phase.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">In response to queries from The Straits Times, the Education Ministry (MOE) said on Aug 18 that around one-third of Singapore\u2019s primary schools currently offer the parent volunteer scheme. <!-- -->There are 182 primary schools here.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The number of schools offering this scheme has \u201cremained fairly stable over the past few years,\u201d <!-- -->said the ministry, which is<!-- --> currently reviewing the Primary 1 registration system to <a href=\"https:\/\/www.straitstimes.com\/singapore\/parenting-education\/p1-registration-system-to-be-reviewed-to-improve-social-mixing-in-primary-schools-desmond-lee?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">widen access to schools<\/span><\/a> for children of different backgrounds and encourage social mixing.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The Primary 1 registration framework has <a href=\"https:\/\/www.straitstimes.com\/opinion\/p1-registration-is-it-time-to-stop-giving-parent-volunteers-priority?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">long drawn scrutiny<\/span><\/a> over whether priority should favour children of alumni and parent volunteers or those living nearby, with <!-- -->some<!-- --> parents moving homes to secure entry into their preferred schools.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">In updates to parents<!-- --> on their websites, <!-- -->Fairfield Methodist and Rosyth<!-- --> cited strong support from their parent support groups <!-- -->for <!-- -->activities and programmes. <!-- -->These <!-- -->groups are made up of parents whose children are<!-- --> existing<!-- --> pupils in the school.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The four schools declined or did not respond to <!-- -->ST\u2019s <!-- -->queries on<!-- --> why <!-- -->they discontinued their parent volunteer scheme.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">MOE said schools may offer the parent volunteer scheme at their own discretion, based on their needs. It added that parent volunteers play a role in providing schools with additional support, either on a recurrent or one-off basis, as part of a \u201cwider ecosystem of community partnership\u201d which includes parent support groups.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Fairfield Methodist,<!-- --> located in Dover,<!-- --> was oversubscribed in Phase 2B in the last two years. <!-- -->It had <!-- -->30 applicants vying for 20 places in 2025, and 27 applicants balloting for 22 spots in 2026.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Hong Wen in Bendemeer had enough places for all applicants in Phase 2B in 2025, but saw 32 applicants vying for 30 places in 2026.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Rosyth School, <!-- -->in Serangoon North,<!-- --> <!-- -->recorded<!-- --> 31 applicants competing for 20 spots in 2025. It had enough slots for all applicants in Phase 2B in 2026.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Mee Toh<!-- --> <!-- -->in <!-- -->Punggol <!-- -->had enough places for all Phase 2B applicants in both years.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Another school &#8211; Ngee Ann Primary School &#8211; also did away with its parent volunteer scheme in 2020.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Checks done by ST found at least six other schools that <!-- -->no longer accept parent volunteers:<!-- --> Bukit Timah Primary School, CHIJ (Katong) Primary, St. Margaret\u2019s School (Primary), Maris Stella High School (Primary), Opera Estate Primary School, and Queenstown Primary School.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">In 2014, ST had reported <!-- -->that four schools under the Singapore Hokkien Huay Kuan &#8211; Tao Nan, Ai Tong, Nan Chiau Primary and Kong Hwa &#8211; <!-- -->stopped <!-- -->the scheme. St Anthony\u2019s Canossian Primary in Bedok North <!-- -->had also done so.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Though the scheme had been scrapped in the four SHHK schools, parents can gain admission through <!-- -->their affiliation with the<!-- --> clan association. <!-- -->Similarly, parents who are baptised Catholics can register their children in Phase 2B for admission to Catholic schools.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Some parents told ST <!-- -->the parent volunteer scheme feels \u201ctransactional\u201d &#8211; serving in exchange for a chance of admission &#8211; while not guaranteeing their child would secure a place.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">NUS associate professor of sociology and anthropology Vincent Chua said removing the parent volunteer scheme will \u201chelp narrow the playing field at least a bit\u201d. This will \u201cstop time-privileged parents from being able to translate parental leisure time into premium educational access\u201d, he added.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Not all parents can commit the time<!-- -->, he said. <!-- -->\u201cFor example, low-income parents have work shifts and schedules that will not afford time for volunteerism, or may be holding multiple jobs.\u201d<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">But Chua noted <!-- -->that Phase 2B still contains other \u201cclosed-loop affiliations\u201d such as clans and church associations. He also highlighted what he called \u201cmassive gatekeepers of inequality\u201d in the other stages of P1 registration: one is alumni legacy in Phase 2A, which \u201cpasses institutional access down through the generations\u201d.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The other is proximity rules in Phase 2C, which \u201chas made it easier for children in wealthy neighbourhoods to gain entry into the popular schools there\u201d. This, he said, has \u201cquietly allowed luxury real estate to monopolise entry into popular public schools\u201d.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Education Minister Desmond Lee <!-- -->had said in January that<!-- --> MOE is looking at how to increase the diversity of children in primary schools. He had acknowledged that giving priority through affiliation can result in a concentration of certain profiles of pupils.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Lee said the nature of the neighbourhood can affect diversity in schools, depriving children of the opportunity to mix with children from families across society. He said diversity and inclusiveness create opportunities for students to interact and learn from one another.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">One mother, who declined to be named, secured a place in Rosyth School<!-- --> in 2026 for her son to enter in 2027 <!-- -->through Phase 2C. This stage is for those who do not enjoy any form of priority admission, and is based on <!-- -->proximity<!-- -->. The school is across the road from her home in Serangoon North,<!-- --> where the family has been living for nearly 10 years.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">\u201cIt was a huge stone off my chest,\u201d said the business manager, who has two sons aged four and six. \u201cMorning logistics are no longer going to be a nightmare from next year.\u201d<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The 43-year-old had wanted to try for the over-subscribed school despite knowing her chances were low &#8211; she was among 120 applicants vying for 46 spots &#8211; <!-- -->because of the convenience.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Parents\u2019 contributions to the school under the parent volunteer scheme should not have any bearing on their child\u2019s chances of securing places, she said.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Yeo Shuhui, 44, who is a four-year-old daughter, is considering <!-- -->signing up as a parent volunteer for<!-- --> Yangzheng Primary, which is a 10-minute drive from her home in <!-- -->Serangoon.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">She wants to try for Yangzheng as she has heard it has a \u201cgood school culture\u201d.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Faith Foo, 35, and her husband, who have a five-year-old son, were accepted as parent volunteers for Princess Elizabeth Primary in Bukit Batok<!-- --> earlier in 2026.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">In total, they need to clock 40 hours to be eligible for Phase 2B before P1 registration in 2027. Foo works as a lecturer in a tertiary institution while her husband is a project manager.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">So far, Foo\u2019s husband has clocked around five hours helping with stage support for a speech and drama <!-- -->performance <!-- -->in the school.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The couple is gunning for Princess Elizabeth as the school is a 10-minute walk from their flat.<!-- --> Princess Elizabeth in Bukit Batok was <a href=\"https:\/\/www.straitstimes.com\/singapore\/parenting-education\/73-primary-schools-to-hold-ballot-for-phase-2c-of-p1-registration?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">the most oversubscribed school in Phase 2C in 2026<\/span><\/a>, with 159 children vying for 40 spots.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">\u201cAll the other schools that we are looking at are unfortunately also oversubscribed,\u201d she said, citing Nan Hua Primary <!-- -->in Clementi<!-- --> and Keming Primary <!-- -->in Bukit Batok.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Another parent, Kwa Lay Teng, 31, <!-- -->has decided against volunteering. The financial adviser hopes to enrol her daughter, now five, in<!-- --> Nan Hua Primary School, a five-minute walk from her home in Clementi.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">She had heard <!-- -->from friends who did not get accepted as parent volunteers, and <!-- -->others <!-- -->who volunteered 80 hours and did not secure a place in the school.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">She is also considering CHIJ Our Lady Queen Of Peace<!-- -->,<!-- --> a 15-minute drive from home, as she feels it focuses more on values rather than academics.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Kwa also fears her daughter may not be able to keep up in an overly academic-focused school, and her self-esteem will suffer. \u201cShe\u2019s a very happy girl now and I don\u2019t want her to lose that light.\u201d<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Changes have been made over the years to ensure that schools remain accessible to as many children as possible.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Since 2022, MOE has <a href=\"https:\/\/www.straitstimes.com\/singapore\/parenting-education\/new-p1-registration-rules-for-2022-more-places-to-be-set-aside-under?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">reserved 60 places for Phases 2B and 2C<\/span><\/a>, which come after slots have been given to children with prior connections, like siblings or alumni parents.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Any vacancies remaining from earlier phases will be split, with one-third allocated to Phase 2B and two-thirds to Phase 2C.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The Primary 1 registration exercise is conducted in several phases.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Phase 1 is reserved for children whose siblings are currently studying in the school.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Phase 2A prioritises children whose parents and siblings are former pupils of the school, as well as parents who are members of its alumni association, staff or its advisory and management committees. This phase also grants entry to children who had attended the MOE Kindergarten tied to the desired school.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Phase 2B reserves placement for children whose parents volunteer with the school, or are active community leaders or members of school-affiliated organisations.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Finally, Phases 2C and 3 are open to all other applicants.
