SINGAPORE \u2013 The Law Society of Singapore (LawSoc) should allow members to have access to the reports by the audit committee, which had looked into workplace complaints at the organisation.<\/p>\n
Law Minister Edwin Tong said this on Aug 14, adding that LawSoc should make available the relevant reports with appropriate redactions to protect the interviewees.<\/p>\n
He noted that the audit committee report raises \u201csignificant issues concerning workplace culture, as well as the proper administration and functioning of the Law Society from 2022 to 2025\u201d.<\/p>\n
Tong added: \u201cThese are matters which should be taken seriously and addressed thoroughly. It is therefore important for members to have a frank and constructive exchange with the council, and this has to be supported by the disclosure of sufficient information for the issues to be properly understood and considered.<\/p>\n
\u201cIn particular, the relevant reports (with appropriate redactions to protect the interviewees) should be made available to members, so that they can form their own views.\u201d\u00a0<\/p>\n
The minister\u2019s response came a day after about 200 LawSoc members had a tense four-hour closed door dialogue at Maxwell Chambers<\/span><\/a>, where lawyers called for the disclosure of the report as well as relevant investigation material.<\/p>\n Several lawyers at the meeting said they would call for an extraordinary general meeting \u2013 which can be requested by any 25 members \u2013 if the information was not disclosed.<\/p>\n In a written reply to Parliament on Aug 5, Tong said that while the investigation did not find evidence of deliberate financial impropriety or an intentional cover-up, the failings had undermined confidence within LawSoc, and trust in the legal profession.<\/p>\n The investigation arose from an anonymous e-mail that was sent to the Ministry of Law (MinLaw) and the Ministry of Manpower on Sept 13, 2025.<\/p>\n The e-mail contained \u201ca set of concerning allegations and complaints against certain persons and practices\u201d within the Law Society, Tong said in his reply to Parliament.<\/p>\n He added that the allegations concerned inappropriate workplace conduct, weaknesses in governance and oversight, deficiencies in grievance handling and whistleblowing processes, and shortcomings in internal controls over certain administrative and financial practices.<\/p>\n MinLaw sent the e-mail to the then council, which appointed the society\u2019s audit committee to carry out an independent investigation and make appropriate recommendations.<\/p>\n The committee sent its report to the council on June 5, and the council sent a copy of the report to MinLaw on July 1.<\/p>\n On July 23, the current council told members via e-mail that the report had been submitted to the council.<\/p>\n The council said it has resolved to implement governance reforms and gave a brief account relating to certain allegations.<\/p>\n In his response on Aug 14, Tong said he welcomed the Law Society\u2019s council\u2019s engagement with its members.\u00a0<\/p>\n He said the Law Society plays an important role in Singapore\u2019s legal system and carries responsibilities both to its members and to the wider public.<\/p>\n \u201cIt is therefore important that the issues identified in the report are followed through appropriately, with transparency and accountability, and that the necessary steps be taken to strengthen the society\u2019s governance and functioning.<\/p>\n \u201cThis will help maintain confidence in the Law Society as an institution.\u201d<\/p>\n Tong said MinLaw will continue to follow developments closely, including updates by the council on the steps being taken to address the issues identified in the report.<\/p>\n In a LinkedIn post on Aug 14, Law Society president Tan Cheng Han highlighted confidentiality concerns in addressing the calls for disclosure.<\/p>\n He said those who assisted in the investigations were assured that any information they provide would be shared with only those who need to know for the purposes of the investigation.<\/p>\n Tan said members who attended the meeting broadly recognised the need to protect the privacy of these individuals and to seek their permission for their identities to be revealed, or for their names to be redacted.<\/p>\n \u201cAs I explained to members, the council must honour the promise made to them and will need time to reach out and consult the individuals concerned and respect their wishes, many of whom are former staff members of the Law Society.\u201d<\/p>\n He acknowledged the \u201cpassionate exchanges\u201d at the meeting, but stressed that the session was primarily a constructive and meaningful discussion between the council and members.<\/p>\n Tan noted that the members were updated on the progress made on a strengthened whistleblowing framework and a more comprehensive travel policy.<\/p>\n \u201cOur focus remains on implementing the recommendations, strengthening governance, and working together as a profession with mutual respect,\u201d he said.\u00a0<\/p>\n Senior criminal lawyer Shashi Nathan, who was at the meeting, said Tan handled the session admirably and fairly despite the \u201cdifficult conversation\u201d.<\/p>\n It was heartening that the council was <\/span>working to improve things, he said, but there was not enough information to piece together what actually happened.<\/p>\n
