{"id":75723,"date":"2026-08-11T18:58:00","date_gmt":"2026-08-11T10:58:00","guid":{"rendered":"https:\/\/sgbuzz.com\/?p=75723"},"modified":"2026-08-11T18:58:00","modified_gmt":"2026-08-11T10:58:00","slug":"man-on-the-run-for-24-years-arrested-after-failing-immigration-clearance-at-changi-airport","status":"publish","type":"post","link":"https:\/\/sgbuzz.com\/?p=75723","title":{"rendered":"Man on the run for 24 years arrested after failing immigration clearance at Changi Airport"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">SINGAPORE \u2013 <!-- -->A man who had been on the run since 2002 was arrested 24 years later after he failed to clear immigration at Changi Airport in March 2026.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Tan Khi Wie, 58,<!-- --> had attempted to clear immigration using an Indonesian passport under the false identity of \u201cKen Srona\u201d.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">In a joint statement on <!-- -->Aug 11<!-- -->, the Singapore Police Force (SPF) and the Immigration and Checkpoints Authority (ICA) said ICA officers conducted further checks on him after he was unable to complete immigration clearance at the automated lanes.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">It was revealed that he was wanted by SPF. He was detained and handed over to them.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">According to court records on Aug 11, Tan was sentenced to<!-- --> 11 months and 15 weeks\u2019 jail<!-- --> after pleading guilty to five charges under the Immigration Act, including failure to present a valid passport, producing a false passport and illegal departure.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">He also admitted to one count of failing to attend court.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Tan was earlier sentenced to <!-- -->18 months\u2019 jail in August 2002<!-- --> after his conviction for cheating<!-- --> the then Singapore Productivity and Standards Board<!-- --> into disbursing a grant of $195,800 under the Local Enterprise Technical Assistance Scheme.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">He filed a notice of appeal against his conviction and sentence that month.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">To avoid serving his sentence, he absconded from Singapore and later failed to show up at a court mention in January 2003.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">On <!-- -->Feb 20, 2003,<!-- --> a warrant of arrest was issued against him.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">According to the court system, his latest jail term will begin after he serves the 18-month sentence he was handed in 2002.<\/p>\n<h2 class=\"font-primary-headline-md-semibold\" data-testid=\"article-subhead-test-id\">Fishing boat escape<\/h2>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Investigations by ICA revealed that Tan had departed Singapore illegally on a fishing boat between <!-- -->August 2002 and January 2003.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">He first travelled to Pasir Gudang in Johor, Malaysia, before continuing to Thailand, and later to Jakarta, Indonesia, where he eventually lived.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Between 2011 and 2016, Tan had used Indonesian passports under the false identity of \u201cKen Srona\u201d to enter and depart Singapore on multiple occasions.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">He also falsely declared in his disembarkation forms that he had never used a passport under a different name to enter Singapore.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">ICA said it has strengthened its immigration clearance processes and systems by leveraging biometrics and data analytics.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">For example, multimodal biometric systems have been in place at the checkpoints since July 2020 to better detect those using multiple or assumed identities.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">All automated lanes at Singapore\u2019s land, sea and air checkpoints are also equipped with iris and facial scanners.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Said ICA: \u201cThe concurrent use of these biometric identifiers provides highly accurate means of authenticating travellers\u2019 identities and further strengthens ICA\u2019s ability to safeguard Singapore\u2019s borders.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">\u201cICA will not hesitate to take firm action against travellers who attempt to enter or depart Singapore using an impersonated identity or an identity different from that used during their previous trips to Singapore in order to circumvent ICA\u2019s checks.\u201d<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">In February, ICA said close to 245 million travellers passed through Singapore\u2019s checkpoints in 2025, surpassing the\u00a0<a href=\"https:\/\/www.straitstimes.com\/singapore\/over-33000-foreigners-denied-entry-into-spore-in-2024-posed-immigration-security-risks-ica?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">230 million figure seen the previous year.<\/span><\/a><\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">ICA officers also\u00a0detected<a href=\"https:\/\/www.straitstimes.com\/singapore\/courts-crime\/record-245-million-travellers-passed-through-singapores-checkpoints-in-2025-ica?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\"> 223 cases of travellers using multiple identities in 2025<\/span><\/a>, compared with 233 cases in 2024.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The agency said these travellers could have been persons of interest to the authorities as they <!-- -->may<!-- --> have previously committed crimes in Singapore and are banned from re-entering.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">During the ICA Workplan Seminar in May, it was announced that <a href=\"https:\/\/www.straitstimes.com\/singapore\/ica-to-tap-ai-to-streamline-applications-for-immigration-documents-like-passports?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">ICA will begin self-service trials in the second half of 2026<\/span><\/a> with a system that uses an AI-driven quality checker for fingerprints to register biometrics for new citizens, PRs and long-term immigration pass holders.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">ICA will also introduce an artificial-intelligence
