{"id":73147,"date":"2026-07-31T16:11:00","date_gmt":"2026-07-31T08:11:00","guid":{"rendered":"https:\/\/sgbuzz.com\/?p=73147"},"modified":"2026-07-31T16:11:00","modified_gmt":"2026-07-31T08:11:00","slug":"stricter-demerit-points-system-for-motorists-from-2027","status":"publish","type":"post","link":"https:\/\/sgbuzz.com\/?p=73147","title":{"rendered":"Stricter demerit points system for motorists from 2027"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">SINGAPORE \u2013 <!-- -->From Jan 1, 2027, <a href=\"https:\/\/www.straitstimes.com\/singapore\/politics\/spore-to-tighten-demerit-points-system-lower-alcohol-limits-amid-worsening-road-traffic-situation?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">the maximum number of demerit points<\/span><\/a> a motorist is allowed to accumulate within 24 months before being suspended will be reduced from 24 to 18.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">For probationary motorists, the threshold within their 12-month probation period will be reduced from 13 demerit points to 12.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">This is to make it easier for the Traffic Police (TP) to suspend irresponsible motorists and keep them off the roads longer.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Under this new regime, a non-probationary motorist who beats a red light (12 points) while speeding (six points) will be suspended immediately, as he would have accumulated the maximum 18 points.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">As for probationary motorists, beating a red light or <a href=\"https:\/\/www.straitstimes.com\/singapore\/politics\/hold-a-phone-while-driving-on-spore-roads-and-face-up-to-1k-fine-jail-time-of-up-to-6-months?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">holding and using their phone<\/span><\/a> while driving (12 points) will also see their licences immediately revoked. This is to help shape responsible driving behaviours in new motorists at an early stage.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">On July 31, the police announced the tightening of the Driver Improvement Points System (DIPS), commonly known as the demerit points system. It said the new measures were needed in light of the deteriorating road safety situation in Singapore.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Road fatalities <a href=\"https:\/\/www.straitstimes.com\/singapore\/courts-crime\/road-traffic-fatalities-hit-10-year-high-in-2025-with-149-dead-elderly-deaths-more-than-double?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">hit a 10-year high with 149 deaths in 2025<\/span><\/a> compared with 141 in 2016.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The number of injured people also increased from 9,342 in 2024 to 9,955 in 2025.<\/p>\n<figure class=\"portrait inline-media-wrapper\" style=\"--aspect-article-portrait:1080 \/ 1350\" data-testid=\"inline-media-test-id\">\n<div class=\"flex flex-col items-start relative w-fit\"><picture><source media=\"(max-width: 480px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/2e999f912fcd2ab52bbcaf2eb5ce4fd0d78bf2dd07de50571b4ca99ba576b455?w=480\"\/><source media=\"(min-width: 481px) and (max-width: 720px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/2e999f912fcd2ab52bbcaf2eb5ce4fd0d78bf2dd07de50571b4ca99ba576b455?w=720\"\/><source media=\"(min-width: 721px and max-width: 3999px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/2e999f912fcd2ab52bbcaf2eb5ce4fd0d78bf2dd07de50571b4ca99ba576b455?w=900\"\/><source media=\"(min-width: 4000px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/2e999f912fcd2ab52bbcaf2eb5ce4fd0d78bf2dd07de50571b4ca99ba576b455\"\/><img decoding=\"async\" src=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/2e999f912fcd2ab52bbcaf2eb5ce4fd0d78bf2dd07de50571b4ca99ba576b455\" alt=\"Graphic of the new demerit points system.\" class=\"aspect-portrait flex items-start shrink-0 portrait article-portrait object-contain mobile:w-auto tablet:w-auto\" data-testid=\"image-test-id\" loading=\"lazy\"\/><\/picture><\/div>\n<\/figure>\n<h2 class=\"font-primary-headline-md-semibold\" data-testid=\"article-subhead-test-id\">Longer suspensions<\/h2>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">From 2027, suspension periods will be increased from 12 weeks to four months for first-time suspensions.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Those suspended a second time will not be able to drive for six months, up from the current 24 weeks.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The third suspension will last two years, and suspensions beyond that will each last five years.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The police also announced changes to the DIPS retraining course.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The voluntary 1\u00bd-day course is offered by the TP to suspended motorists, who can complete it for a reduction in their suspension periods. It is offered to those suspended up to two times.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Currently, those on their first suspension who complete the course can have their suspension periods reduced from 12 weeks to four weeks, or a week if they were not involved in accidents.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">While those on their second suspension can have their suspension periods of 24 weeks halved to 12 weeks.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">But from 2027, the DIPS retraining course will be offered only to those facing their first suspension.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">After they complete it, they will have their suspension period reduced from four months to six weeks.<\/p>\n<figure class=\"portrait inline-media-wrapper\" style=\"--aspect-article-portrait:1080 \/ 1350\" data-testid=\"inline-media-test-id\">\n<div class=\"flex flex-col items-start relative w-fit\"><picture><source media=\"(max-width: 480px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/be0e572f4815358b92d332593064efb2589c04f5362f03b945fd4a1eefb926e0?w=480\"\/><source media=\"(min-width: 481px) and (max-width: 720px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/be0e572f4815358b92d332593064efb2589c04f5362f03b945fd4a1eefb926e0?w=720\"\/><source media=\"(min-width: 721px and max-width: 3999px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/be0e572f4815358b92d332593064efb2589c04f5362f03b945fd4a1eefb926e0?w=900\"\/><source media=\"(min-width: 4000px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/be0e572f4815358b92d332593064efb2589c04f5362f03b945fd4a1eefb926e0\"\/><img decoding=\"async\" src=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/be0e572f4815358b92d332593064efb2589c04f5362f03b945fd4a1eefb926e0\" alt=\"Graphic of the revised suspension periods for errant drivers.\" class=\"aspect-portrait flex items-start shrink-0 portrait article-portrait object-contain mobile:w-auto tablet:w-auto\" data-testid=\"image-test-id\" loading=\"lazy\"\/><\/picture><\/div>\n<\/figure>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Those who are suspended for at least a year will lose their licence and must retake their driving tests.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The Safe Driving Course, which allows eligible motorists who complete it to expunge four demerit points if they are not suspended, will be discontinued from 2027.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The police said the course, which lasts around 4\u00bd hours, has a low take-up rate of only 15 per cent as <!-- -->at<!-- --> 2025.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Those who have received offer letters for the course must complete it by Dec 31.<\/p>\n<h2 class=\"font-primary-headline-md-semibold\" data-testid=\"article-subhead-test-id\">One-time points deduction<\/h2>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The police said there will be a one-time deduction of demerit points in the transition to the revised demerit points system.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">For violations committed before the new regime starts in 2027, non-probationary motorists will have up to six demerit points waived, while probationary motorists will have one point waived.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">For example, a non-probationary motorist with four demerit points on Dec 31 will have no demerit points come Jan 1, 2027, as the four points would have been deducted during this adjustment period.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The remaining two points can be deducted from another traffic offence only if it had been committed before 2027.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The one-time adjustment will not apply for violations committed in 2027. And the unused deductions cannot be \u201csaved\u201d for future violations.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Fines are unaffected by the changes and remain payable.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Second Minister for Home Affairs Sim Ann said the one-time deduction came about after vocational drivers and transport union leaders raised concerns about the possible impact of the new regime on the former\u2019s livelihoods.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">She said it will ensure motorists are not subjected to suspension or revocation because of the new rules.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">\u201cWith road fatalities reaching a 10-year high, it is clear that we must do more to improve road safety,\u201d she said.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Sim urged motorists to reset their driving habits and mindset ahead of 2027 and <a href=\"https:\/\/www.straitstimes.com\/singapore\/courts-crime\/im-not-afraid-of-anything-at-this-age-elderly-jaywalkers-risk-their-lives-for-convenience?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">all road users<\/span><\/a>, not just motorists, to keep everyone safe by obeying traffic rules.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Existing incentives for good driving behaviours will remain.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">These include having demerit points removed from one\u2019s record if no traffic offences are committed within a 12-month period.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Previous driving suspensions will also be removed from a motorist\u2019s record if no traffic offences were committed within 24 months from the end of<!-- --> his or her<!-- --> suspension, or from the start date of <!-- -->his or her<!-- --> new licence if it was previously invalidated.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Those who have no demerit points for a continuous period of at least three years are eligible for a Certificate of Merit, which allows for a discount on their motor insurance.<\/p>\n<p><iframe class=\"responsive-iframe-base podcast aspect-landscape podcast-embed\" title=\"podcast embed\" scrolling=\"no\" src=\"https:\/\/omny.fm\/shows\/coe-watch\/playlists\/coe-watch\/embed\" allowfullscreen=\"\" allow=\"accelerometer;falseclipboard-write;
