SINGAPORE \u2013 Preserving the forest near Gillman Barracks and having an early say in the decision-making process were among the topics raised by Telok Blangah residents at a dialogue on July 30, said MP for Tanjong Pagar GRC Rachel Ong.<\/p>\n
About 430 people attended dialogue sessions on July 26 and 30 with Ong, who oversees the constituency\u2019s Telok Blangah division, and others to discuss the redevelopment of Gillman Barracks<\/span><\/a> and part of its forest.<\/p>\n The area will make way for homes.<\/p>\n This comes amid public outcry over development plans for Gillman Barracks, and Maju Forest in Clementi, prompting dialogues initiated by the community, and at least five MPs to file questions for the next Parliament sitting.<\/p>\n As at 10am on July 31, online petitions for both sites have against development have collectively gained more than 45,880 signatures.<\/p>\n Speaking to The Straits Times after the July 30 dialogue, attended by about 300 residents, Ong said some residents cited sentimental value as one of the reasons why they want the forest preserved, while others brought up the limited recreational spaces in Singapore.<\/p>\n \u201cThey want to be\u2026 engaged while decisions are still ongoing and still being shaped.\u201d<\/p>\n Ong said the public will still be able to submit their feedback on the environment and heritage studies for the area until Aug 6. The next steps will include a summary report from the relevant agencies based on the feedback received, she said.<\/p>\n Residents living near Gillman Barracks and Maju Forest who spoke to ST noted the cooling benefits of the forest as temperatures rise in Singapore, and called for more transparency over the planning of such areas.<\/p>\n Brand consultant Simon Lee said concerns were raised at the July 30 session about the planning process.<\/p>\n The 52-year-old permanent resident said it can be quite alarming to see the rate of development. For people who have lived in the area their whole lives, it feels like \u201ca part of them is going to be knocked down,\u201d he said.<\/p>\n His wife, Shirley Chia, 53, said she and other residents intend to gather more feedback about the development plans in the coming days.<\/p>\n \u201cYoung people need third spaces. What is going to happen when so much development comes into the area?\u201d she asked after the session, which ran for about 3\u00bd hours.<\/p>\n Plans for a new residential estate at Gillman Barracks were announced in 2024, and 86 buildings were assessed in a heritage study ahead of the redevelopment of the former military site.<\/p>\n Also assessed were various features at the site, such as key roads and an old school\u2019s open courtyard, said the Housing Board on July 10, when it published reports on the studies carried out in the area.<\/p>\n Gillman Barracks is now mostly occupied by creative lifestyle, arts, and food and beverage establishments.<\/p>\n About a fifth of the 40ha estate \u2013 which will feature a mix of public and private housing \u2013 will be dedicated to green spaces, blending existing vegetation with newly planted greenery.<\/p>\n On July 26, about 120 people attended a dialogue initiated by the community that included Ong, WP MPs Dennis Tan and He Ting Ru, as well as Progress Singapore Party secretary-general Leong Mun Wai.<\/p>\n Among the attendees was resident Yasser Amin, 30, who had chosen his new home with his partner because of its location just metres from the forest.<\/p>\n Yasser, who has lived in the Telok Blangah housing estate since birth, said: \u201cI have come to appreciate what Telok Blangah Hill Park and the Gillman forest quietly do for all of us in these blocks because they are remarkable natural buffers.<\/p>\n \u201cThere have been recent periods when the heat has been punishing even after dark, and yet I can still feel how much these two forests cool the air around us.\u201d<\/p>\n Telok Blangah resident Melissa Low, who helped organise the first dialogue, said such discussions with agencies could complement the current system that invites the public to give written feedback, as it allows residents to better understand the evidence.<\/p>\n The National University of Singapore research fellow added: \u201cUltimately, meaningful engagement is not about the Government agreeing with every suggestion.<\/p>\n \u201cIt is about helping people understand how decisions are made, why certain trade-offs are necessary and how public feedback has been considered.<\/p>\n \u201cEven when a proposal proceeds largely as planned, that transparency can strengthen trust and public confidence in the planning process.\u201d<\/p>\n Another resident who attended the July 30 session was Edward Teoh.
