She regained consciousness briefly, whispering \u201chelp me\u201d, before being pronounced dead less than an hour later.<\/p>\n<p>Her parents, Dr Jennifer Liauw and Alan Chan, told <em>The Independent<\/em> that they have spent more than 20 months pleading with the school to work with them to establish exactly what happened to their daughter and ensure it can never happen again.<\/p>\n<p>Speaking from Singapore, Jenna\u2019s parents remembered their daughter as \u201cpure sunshine &#8211; warm, smiley, and always thinking of other people.\u201d<\/p>\n<p>\u201cShe was the person who held our family together and was especially close to her sister, Alisha, who was her soulmate,\u201d they said. \u201cShe hoped to become a geriatrician because she loved older people and wanted to care for them. That was Jenna: kind, helpful, and full of love.\u201d<\/p>\n<div class=\"sc-awdjp1-2 cbpRGD sc-awdjp1-3 image align-center\">\n<figure class=\"sc-1cbdeug-0 cXcwgU\">\n<div data-gallery-length=\"3\" class=\"sc-awdjp1-0 czgQWr\"><img decoding=\"async\" src=\"https:\/\/static.independent.co.uk\/2026\/07\/21\/8\/06\/image006.jpg\" srcset=\"https:\/\/static.independent.co.uk\/2026\/07\/21\/8\/06\/image006.jpg?quality=75&amp;width=320&amp;auto=webp 320w, https:\/\/static.independent.co.uk\/2026\/07\/21\/8\/06\/image006.jpg?quality=75&amp;width=640&amp;auto=webp 640w\" loading=\"lazy\" alt=\"Jenna's mother, Dr Jennifer Liauw, said they have spent more than a year and a half pleading with the school to work with them to establish what happened\" class=\"sc-1mc30lb-0 ggpMaE inline-gallery-btn\"\/><\/div><figcaption class=\"sc-1cbdeug-1 sc-1cbdeug-3 YlsWU hgzWpY\">Jenna&#8217;s mother, Dr Jennifer Liauw, said they have spent more than a year and a half pleading with the school to work with them to establish what happened<span class=\"sc-1cbdeug-7 gjqsiM\"> <!-- -->(<!-- -->Family handout<!-- -->)<\/span><\/figcaption><\/figure>\n<\/div>\n<p>They said the most important objective for them was to \u201chold the school accountable by ensuring transparency\u201d in risk management, emergency planning and post-incident decision making.<\/p>\n<p>\u201cWe hope the process will lead to meaningful improvements in how overseas school expeditions are planned, supervised, and managed, with clear accountability when those standards are not met,\u201d they said of their lawsuit.<\/p>\n<p>\u201cIf this case results in stronger governance and better protection for future students, it will have achieved something far beyond our own family.\u201d<\/p>\n<p>In the lawsuit filed on Monday, Jenna\u2019s parents allege that the school has \u201crefused to be held accountable\u201d for their daughter\u2019s death and \u201cinstead remained belligerent\u201d.<\/p>\n<p>St Joseph\u2019s, a fee-paying international school for more than 2,000 students aged 4-18 in Singapore, denies any wrongdoing. <\/p>\n<p>\u201cFor us, accountability means transparency, recognition of the school\u2019s responsibilities, and clear evidence that meaningful changes have been made,\u201d the family said in a joint statement. \u201cIn our view, the school has failed to live up to these expectations.<\/p>\n<p>\u201cWe did not want to be here,\u201d said Dr Liauw. \u201cFor over a year and a half we asked the school to work with us to find out what happened so this can never happen to another child. Every door was closed. This claim is about accountability, and about making sure Jenna is the last.\u201d<\/p>\n<div class=\"sc-awdjp1-2 cbpRGD sc-awdjp1-3 image align-center\">\n<figure class=\"sc-1cbdeug-0 cXcwgU\">\n<div data-gallery-length=\"3\" class=\"sc-awdjp1-0 decMei\"><img decoding=\"async\" src=\"https:\/\/static.independent.co.uk\/2026\/07\/24\/12\/1877370785..\" srcset=\"https:\/\/static.independent.co.uk\/2026\/07\/24\/12\/1877370785..?quality=75&amp;width=320&amp;auto=webp 320w, https:\/\/static.independent.co.uk\/2026\/07\/24\/12\/1877370785..?quality=75&amp;width=640&amp;auto=webp 640w\" loading=\"lazy\" alt=\"Tragedy struck during the school trip to the Maldives (file photo)\" class=\"sc-1mc30lb-0 ggpMaE inline-gallery-btn\"\/><\/div><figcaption class=\"sc-1cbdeug-1 sc-1cbdeug-3 YlsWU hgzWpY\">Tragedy struck during the school trip to the Maldives (file photo)<span class=\"sc-1cbdeug-7 gjqsiM\"> <!-- -->(<!-- -->AFP\/Getty<!-- -->)<\/span><\/figcaption><\/figure>\n<\/div>\n<p>They point to a letter from the school\u2019s lawyers asserting bluntly that the school \u201cdoes not owe Ms Jenna Chan a positive non-delegable duty of care to protect and safeguard her from the risk of harm\u201d.<\/p>\n<p>The family believe that the school, which charges fees of up to \u00a326,900 per year, failed to do due diligence around the <a href=\"https:\/\/www.independent.co.uk\/topic\/maldives\" target=\"_blank\" rel=\"noopener\">Maldives<\/a> Expedition in 2024, which was compulsory for Grade 9 students and a requirement to progress to the next academic year.<\/p>\n<p>Jenna died after entering the water during a whale shark excursion aboard the MV Sapphire Black in the South Ari Marine Protected Area in the Maldives, while on an expedition run by the UK-registered Maldives Whale Shark Research Programme (MWSRP) charity.<\/p>\n<p>After the teenager entered the water, the captain or a member of the crew started the engine of the boat, causing the propeller to strike her on the underside of the boat. <\/p>\n<p>A \u201cloud thud and a crackling sound could be heard\u201d, the lawsuit states, but the boat continued \u201ctowards those in the water\u201d.<\/p>\n<p>A teacher from the school then dove under the boat to free Jenna, who was then brought back on board unconscious with her leg sliced open and an open wound on her back. Another student also sustained cuts to her ankle from the rotating propeller.<\/p>\n<p><iframe title=\"Parents seek justice after tragedy in the Maldives\" aria-label=\"Locator map\" id=\"datawrapper-chart-HcMHC\" src=\"https:\/\/datawrapper.dwcdn.net\/HcMHC\/1\/\" scrolling=\"no\" frameborder=\"0\" style=\"width: 0; min-width: 100% !important; border: none;\" height=\"581\" data-external=\"1\"><\/iframe><\/p>\n<p>Jenna\u2019s teachers attempted to resuscitate her in front of her school friends, who were said to be traumatised by the incident. A nearby diving boat provided them with emergency oxygen as the MV Sapphire Black did not have any on board.<\/p>\n<p>Without a helicopter in the area available to help them, Jenna was finally taken to the Dhigurah Health Centre on Dhigurah Island at around 10:15am, some 45 minutes after they entered the water.<\/p>\n<p>Her parents say the school failed to take reasonable steps to ensure that MWSRP was suitable and qualified to run excursions for school children, and failed to properly vet the Maldives, which they say has seen a pattern of fatal marine incidents on diving and boat tours.<\/p>\n<p>As many as 112 tourists died in marine-related incidents in the Maldives between January 2020 and October 2023, according to police figures circulated last summer.<\/p>\n<p>They also say that other parents found out about Jenna\u2019s tragic passing before they did.<\/p>\n<p>And while her parents were working out how to repatriate their daughter\u2019s body, the school sent out an email to parents of children on the trip writing, \u201cAnother day when we got what we hoped for!\u201d and listing the various activities that had taken place that day.<\/p>\n<p>The email included photographs of the students, including Jenna, despite the school\u2019s management having already learned of her death hours earlier. <\/p>\n<p>A spokesperson for the school said: \u201cThe loss of Jenna was a tragedy, and our hearts remain with her family. As a school, we continue to offer them our unwavering support and hold them in our thoughts and prayers every day.<\/p>\n<p> \u201cWe can confirm that Jenna\u2019s parents had on Tuesday filed a claim against the school in the Singapore High Court.<\/p>\n<p> \u201cThe school denies the allegations stated in the claim, which have misattributed fault to the school. As such, the school has retained legal counsel to defend the claim.\u201d<\/p>\n<p>A letter to the parents from the school\u2019s solicitors dated 21 November 2025 said that \u201cit was the boat captain\u2019s act of putting the vessel into reverse after Jenna had entered the water that caused the incident,\u201d according to the lawsuit.<\/p>\n<p>They said as a result that the school \u201ccannot be and is not liable for the boat captain\u2019s act\u201d, the statement of claim said.<\/p>\n<p>The spokesperson for the school added: \u201cThe school also informed Jenna\u2019s parents that it did not agree with any suggestion that the school was withholding information from them and that while the school had taken steps to obtain information from the Maldivian authorities who were investigating the incident, the school did not receive any such information.<\/p>\n<p>\u201cThe school has reached out to Jenna\u2019s parents on numerous occasions and remains open to meeting with them when they are ready.
