Opensignal<\/b> has published its July 2026 Singapore Mobile Network Experience Report<\/u><\/b>, and Singtel<\/b> again takes Best Network<\/b>, the title given to the operator with the strongest overall showing across the firm\u2019s national metrics. Underneath that, the arithmetic has shifted. StarHub<\/b> now owns both overall speed awards, M1<\/b> posts the largest single improvement of any operator, and SIMBA<\/b>, of all networks, sits second on reliability.<\/p>\n
The report covers the 90-day window from 1 April to 29 June 2026<\/b>, measuring what users on Singapore\u2019s four nationwide operators actually experienced rather than laboratory or peak-speed figures.<\/p>\n How each telco stacked up..<\/p>\n Photo: Opensignal<\/p>\n<\/figcaption><\/figure>\n In total:<\/p>\n A modest retreat for Singtel and a modest recovery for StarHub, then, but not a change of guard.<\/p>\n This hoped Singtel win Best Network.<\/p>\n Photo: Opensignal<\/p>\n<\/figcaption><\/figure>\n Reliability<\/b> measures how consistently users connect and finish essential tasks, browsing, calls, standard-definition video, without interruption. Singtel scores 927 points<\/b>, SIMBA 909<\/b>, StarHub 826<\/b>, M1 818<\/b>. Singtel gained 10 points since December and SIMBA six, stretching the lead to 18 points from 15.<\/p>\n SIMBA finishing ahead of both StarHub and M1 deserves more attention than it will get. The newest entrant runs on less spectrum than the three incumbents and is currently under regulatory investigation, yet it places second on the metric Opensignal\u2019s own US Household Survey 2023 found consumers value most after cost. Of 55,322 respondents, 19 percent named reliability as the deciding factor in choosing a carrier. Only 7 percent named speed.<\/p>\n Consistent Quality<\/b> tests whether a network clears the thresholds demanding applications need, folding in throughput, latency, jitter, packet loss and time to first byte. Singtel scores 84.7 percent<\/b>, StarHub 78<\/b>, SIMBA 70.7<\/b>, M1 68.7<\/b>. Singtel is the only operator to improve since December, widening its lead from 2.6 percentage points to roughly seven.<\/p>\n 5G Coverage<\/b>, which measures reach where people live, work and travel rather than raw land area, goes to Singtel on 9.5 out of 10<\/b>, with M1 and StarHub tied on 9.0 and SIMBA on 8.9. Singtel also retains 5G Availability<\/b> at 79.9 percent<\/b>, ahead of StarHub\u2019s 70, M1\u2019s 67 and SIMBA\u2019s 31.4, though StarHub\u2019s score climbed 12 percentage points since December.<\/p>\n StarHub topped in Download speeds.<\/p>\n Photo: Opensignal<\/p>\n<\/figcaption><\/figure>\n StarHub defends overall Download Speed<\/b> at 172.7Mbps<\/b>, ahead of Singtel\u2019s 164.4<\/b>, M1\u2019s 146.6<\/b> and SIMBA\u2019s 25<\/b>. The 8Mbps gap over Singtel matches December, when StarHub won on 155.9Mbps. The standout is M1, up 23Mbps<\/b> or 18.5 percent<\/b>, the largest gain of any operator and the first clear local evidence that its completed Standalone migration is reaching customers.<\/p>\n On 5G Download Speed<\/b>, M1 records 305.5Mbps<\/b> and StarHub 302.4Mbps<\/b>, close enough to fall inside Opensignal\u2019s confidence interval and be treated as a tie. Singtel follows on 294.8<\/b>, SIMBA on 39<\/b>. M1 won this outright in December. The near-identical result is expected rather than coincidental: M1 and StarHub share their nationwide 5G Standalone radio network through Antina<\/b>, the joint venture the two established in 2020, competing separately only on pricing, plans and service.<\/p>\n StarHub takes overall Upload Speed<\/b> from Singtel with 25.3Mbps<\/b> against 24.2<\/b>, M1\u2019s 21.8<\/b> and SIMBA\u2019s 6<\/b>, having added 5Mbps, more than 20 percent. Singtel takes it back on 5G, winning 5G Upload Speed<\/b> outright on 34.4Mbps<\/b> ahead of StarHub\u2019s 33<\/b>, M1\u2019s 32.7<\/b> and SIMBA\u2019s 9.2<\/b>. Opensignal rates the first three Very Good<\/b>, meaning 1080p or better with minimal buffering, and SIMBA Good<\/b>.<\/p>\n On Time on Network<\/b>, nobody loses. M1, Singtel and StarHub all record 99.5 percent<\/b> and SIMBA 99.3 percent<\/b>, all four statistically tied. Opensignal renamed this metric from Availability in late 2025 to make clear it tracks connected time, not geographical reach.<\/p>\n Singtel led the way in 5G coverage.<\/p>\n Photo: Opensignal<\/p>\n<\/figcaption><\/figure>\n In Opensignal\u2019s December report<\/u>, the defining event in the market was SIMBA\u2019s proposed acquisition of M1, an all-cash deal valuing the business at S$1.43 billion<\/b>. Opensignal noted the combination of the two smallest telcos could benefit consumers, while flagging that rival MNOs and MVNOs had raised concerns about the wholesale market and about handing the merged entity a structural advantage on spectrum.<\/p>\n That deal is now dead<\/u>.<\/p>\n Keppel has not closed the door, saying it still believes the sector needs consolidation. SIMBA continues to operate and to cooperate with the investigation, and its reliability score suggests the uncertainty has not reached the network. StarHub has moved the other way<\/u> on consolidation, buying out the remaining shares in MyRepublic<\/b>.<\/p>\n All four operators now offer nationwide 5G Standalone coverage, though M1 and StarHub have completed the migration from Non-Standalone while Singtel keeps a small share of customers on NSA. Singtel has separately partnered with <\/u>Ericsson<\/u><\/b> on 5G Advanced, aiming at an AI-enabled programmable platform for enterprise workloads, work that sits outside the scoring window.<\/p>\n Opensignal\u2019s Global Mobile Network Experience Awards 2026<\/u><\/b> rank Singtel, StarHub and M1 as Global Leaders<\/b> for both Download and Upload Speed Experience, alongside South Korea\u2019s KT<\/b> and LG U+<\/b>, Finland\u2019s DNA<\/b>, Telia<\/b> and Elisa<\/b>, and the Netherlands\u2019 Odido<\/b>. SK Telecom<\/b> is the outright Global Winner on both. All four Singapore operators, SIMBA included, make the small land-area leaders list for time on 4G or 5G, with Taiwan\u2019s Chunghwa<\/b>, FarEasTone<\/b> and Taiwan Mobile<\/b>, Denmark\u2019s Norlys<\/b>, 3<\/b> and Telenor<\/b>, the Dutch KPN<\/b>, Odido and Vodafone<\/b>, and Austria\u2019s Magenta<\/b>. LG U+ tops that table on 99.8 percent.<\/p>\n City-level comparisons flatter Singapore less. Opensignal\u2019s November 2024 APAC benchmark<\/u> put Seoul<\/u><\/b> first for 5G reliability and consistency<\/u> on 925 out of 1,000 and 85 percent, with Tokyo<\/b>, Taipei<\/b> and Sydney<\/b> next and Singapore fifth on 896 points and 79 percent. Singapore also came fifth for 5G availability on 37 percent, barely ahead of Bangkok<\/b> on 35.9, with Mumbai<\/b> top.
