{"id":72118,"date":"2026-07-27T22:12:01","date_gmt":"2026-07-27T14:12:01","guid":{"rendered":"https:\/\/sgbuzz.com\/?p=72118"},"modified":"2026-07-27T22:12:01","modified_gmt":"2026-07-27T14:12:01","slug":"three-self-radicalised-singaporean-teens-detained","status":"publish","type":"post","link":"https:\/\/sgbuzz.com\/?p=72118","title":{"rendered":"Three self-radicalised Singaporean teens detained"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">SINGAPORE \u2013 <!-- -->Three Singaporean teenagers aged between 14 and 19, who were self-radicalised by violent extremist ideologies and planned to carry out separate attacks here, have been detained under the Internal Security Act (ISA). The cases are unrelated.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">One of them was a 14-year-old student who was arrested in May, a month before his intended attack on his school.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The Secondary 2 student supported\u00a0militant group\u00a0ISIS, idolised mass shooters and made plans to carry out a mass stabbing at his secondary school during the June holidays, the Internal Security Department (ISD) said on July 27.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">ISD withholds the names of detainees under 18 years old.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The student drafted a 21-page manifesto setting out his attack plan, including his choice of weapons and a list of his targets, including non-Muslim teachers and students.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Speaking to reporters on July 27, Senior Minister and Coordinating Minister for National Security <!-- -->K. Shanmugam <!-- -->said: \u201cHe had gotten quite close to carrying out his plans. It is worrying, but every case is worrying.\u201d<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Shanmugam, who is also Home Affairs Minister, said: \u201cISD and the Ministry of Home Affairs (MHA) have got to get it right every single time. The would-be attacker needs to get it right only once.\u201d<\/p>\n<p><iframe loading=\"lazy\" title=\"[FULL] Three self-radicalised youths detained by ISD: Media doorstop with K. Shanmugam, Desmond Lee\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/6DuUSF5xi8I?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The second case involved <a href=\"https:\/\/www.straitstimes.com\/singapore\/19-year-old-arrested-for-plotting-knife-attacks-on-sembawang-air-base-soldiers-lgbtq-schoolmates?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">tertiary student Tan Jun Jie<\/span><\/a>, 19, who hatched plans to carry out knife attacks against Singapore Armed Forces (SAF) personnel at Sembawang Air Base and LGBTQ students in the tertiary educational institution he attended.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">He also attempted to conduct distributed denial-of-service (DDoS) cyberattacks against the websites of Muslim organisations, which he deemed deviant, ISD said. In a DDoS attack, the perpetrator floods servers with internet traffic to prevent users from accessing online services.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Tan was arrested in April and given a detention order in May.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The third student, a 15-year-old student in Secondary 4 who wanted to further ISIS\u2019 cause, aspired to carry out an attack in Singapore using pressure-cooker bombs, as he viewed the Republic as an enemy of ISIS.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The boy searched for ways to make a pressure-cooker bomb, and while he had not yet devised a timeline, location or target for his attack, he visualised that it would be conducted in an urban setting with many civilian casualties.<\/p>\n<p><iframe loading=\"lazy\" title=\"\u2018Younger and younger persons are getting radicalised\u2019: Shanmugam on 3 youths detained by ISD\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/Tj6APOKE04o?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">ISD said the teen\u2019s family and friends were aware of his extremist views, but none reported him to the authorities.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The department said the three youths harboured a strong resolve to enact violence and were at varying stages of their attack plans or preparations when they were each arrested, adding: \u201cThese three cases drive home the severity of the youth radicalisation threat in Singapore.\u201d<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">ISD noted that it was worrying that the youths had identified weapons that were easily available, including those with blades, for their intended attacks, and had sought out information online about making explosives.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">More than half of the 23 youths dealt with under the ISA in the past decade \u2013 including the three youths \u2013 had intended to mount attacks in Singapore, said ISD, noting that <a href=\"https:\/\/www.straitstimes.com\/singapore\/courts-crime\/isa-restriction-order-issued-for-sporean-boy-14-who-recreated-isis-executions-on-roblox?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">radicalised youth are also getting younger<\/span><\/a>.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Shanmugam said that in all three cases, the boys had shared their extremist views with those around them.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">\u201cOne added his family members and friends into chat groups, where he spread pro-ISIS content. Another shared ISIS videos with his friends and schoolmates. So, we need the public, parents to stay vigilant (and) safeguard children,\u201d he said.<\/p>\n<h2 class=\"font-primary-headline-md-semibold\" data-testid=\"article-subhead-test-id\">Radicalised at age 12<\/h2>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The 14-year-old boy who planned a mass stabbing at his secondary school encountered first-person shooter games on online gaming platform Roblox in 2024 when he was 12.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">He saw recreations of real-life school shooting incidents on Roblox, including the 1999 Columbine High School shooting in the United States that left 14 dead and 23 others injured.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The boy <!-- -->searched for more information online and <!-- -->learnt that several mass shooters had been victims of bullying, and their acts of violence were a form of retaliation against those who had wronged them.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Identifying with these mass shooters as he, too, claimed to be a victim of bullying, the boy avidly consumed violent gore and mass shooting content.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">He found such content on social media based on algorithmic recommendations, as well as from online channels he had joined, which were linked to the true crime community.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">While playing first-person shooter games, the boy imagined his bullies as the victims, and himself as the perpetrator of the violent acts.<\/p>\n<figure class=\"default inline-media-wrapper\" data-testid=\"inline-media-test-id\">\n<div class=\"flex flex-col items-start relative w-fit\"><picture><source media=\"(max-width: 480px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/ccbbf7954017f58227daa7900321690c5afe8406e0e61ac14dc0c36449fb8aab?w=480\"\/><source media=\"(min-width: 481px) and (max-width: 720px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/ccbbf7954017f58227daa7900321690c5afe8406e0e61ac14dc0c36449fb8aab?w=645\"\/><source media=\"(min-width: 721px and max-width: 3999px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/ccbbf7954017f58227daa7900321690c5afe8406e0e61ac14dc0c36449fb8aab?w=645\"\/><source media=\"(min-width: 4000px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/ccbbf7954017f58227daa7900321690c5afe8406e0e61ac14dc0c36449fb8aab\"\/><img decoding=\"async\" src=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/ccbbf7954017f58227daa7900321690c5afe8406e0e61ac14dc0c36449fb8aab\" alt=\"A screengrab image of the boy\u2019s first-person shooter gameplay on Roblox.\" class=\"aspect-default flex items-start shrink-0 object-cover default article-default mobile:w-auto tablet:w-auto\" data-testid=\"image-test-id\" loading=\"lazy\"\/><\/picture><\/div><figcaption class=\"mobile:mx-16 tablet:mx-00 pt-08 pb-16\">\n<p class=\"inline text-secondary font-secondary-captions-baseline-regular\" data-testid=\"inline-media-caption-test-id\">A screengrab of the boy&#8217;s first-person shooter gameplay on Roblox.<\/p>\n<p class=\"inline text-tertiary font-secondary-captions-baseline-regular\" data-testid=\"inline-media-credit-test-id\"> <!-- -->PHOTO: ISD<\/p>\n<\/figcaption><\/figure>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">In 2024, the boy came across ISIS supporter Omar Mateen\u2019s 2016 mass shooting on a gay nightclub in Florida, US, on social media. The shooting claimed 49 lives and injured 58 others.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">He idolised Mateen as he related with Mateen\u2019s experience of being bullied, and admired Mateen\u2019s high kill count during the attack. He believed it was justifiable to kill gay people, whom he considered to be forbidden in Islam, said ISD.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The boy also considered travelling to Syria to join ISIS, but did not pursue this, given a lack of resources. <!-- -->The youth shared ISIS-related videos with his friends to flaunt his support for the group and promote it. None of his schoolmates was radicalised by his attempts, said ISD.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">By late 2025, fuelled by personal grievances at being bullied by his schoolmates and put under academic stress by his teachers, the boy planned a mass-casualty attack against non-Muslim teachers and schoolmates at his school in June 2026.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">He timed his planned attack with the school holidays as he thought there would be fewer teachers present to stop his attack, and had identified specific days when he and his targets would be present in school for co-curricular activities.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The boy wanted to use firearms for his attack, but changed his mind because of Singapore\u2019s strict anti-gun laws.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">He<!-- --> then<!-- --> explored using a homemade bomb, and researched bomb-making materials and how to buy them. He later abandoned the idea as he did not have enough money to obtain the materials or a suitable place to build and test the bombs.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Instead, he chose to use a knife, saying he had gained confidence in his ability to carry out a stabbing attack after repeated online viewings of ISIS execution and stabbing tutorial videos.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">ISD said the boy identified a kitchen knife and penknife from his home as potential weapons.<\/p>\n<figure class=\"default inline-media-wrapper\" data-testid=\"inline-media-test-id\">\n<div class=\"flex flex-col items-start relative w-fit\"><picture><source media=\"(max-width: 480px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/715eb8c82061321b6a33265ceffee912a0fa4fdd18edafc12fc35f3fc46d710f?w=480\"\/><source media=\"(min-width: 481px) and (max-width: 720px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/715eb8c82061321b6a33265ceffee912a0fa4fdd18edafc12fc35f3fc46d710f?w=720\"\/><source media=\"(min-width: 721px and max-width: 3999px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/715eb8c82061321b6a33265ceffee912a0fa4fdd18edafc12fc35f3fc46d710f?w=900\"\/><source media=\"(min-width: 4000px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/715eb8c82061321b6a33265ceffee912a0fa4fdd18edafc12fc35f3fc46d710f\"\/><img decoding=\"async\" src=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/715eb8c82061321b6a33265ceffee912a0fa4fdd18edafc12fc35f3fc46d710f\" alt=\"A penknife was found at the 14-year-old boy\u2019s home, which he intended to use as his attack weapon.\" class=\"aspect-default flex items-start shrink-0 object-cover default article-default mobile:w-auto tablet:w-auto\" data-testid=\"image-test-id\" loading=\"lazy\"\/><\/picture><\/div><figcaption class=\"mobile:mx-16 tablet:mx-00 pt-08 pb-16\">\n<p class=\"inline text-secondary font-secondary-captions-baseline-regular\" data-testid=\"inline-media-caption-test-id\">A penknife was found at the 14-year-old boy&#8217;s home, which he intended to use as his attack weapon.<\/p>\n<p class=\"inline text-tertiary font-secondary-captions-baseline-regular\" data-testid=\"inline-media-credit-test-id\"> <!-- -->PHOTO: ISD<\/p>\n<\/figcaption><\/figure>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The youth intended to live-stream the attack and saw his actions as a form of jihad, planning to kill himself after the attack and die a martyr.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">His manifesto, titled \u201cA Call to Action\u201d, featured neo-Nazi and far-right symbols, and glorified mass shooters whom the youth idolised.<!-- --> He wanted to encourage others who were bullied to stand up for themselves and respond with violence.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">He planned to disseminate his manifesto on his social media accounts one day before his attack.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">ISD said someone in his school noticed signs of radicalisation and alerted the authorities, and he was arrested before he could execute his plans.<\/p>\n<h2 class=\"font-primary-headline-md-semibold\" data-testid=\"article-subhead-test-id\">Targeting soldiers at Sembawang Air Base<\/h2>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Tan, the 19-year-old student, is a Muslim convert who began practising Islam in 2022 after being introduced to the religion through social media.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">In late 2022, he was exposed to the online extremist teachings of foreign preachers and later to rigid and fundamentalist religious beliefs. They primed him to be susceptible to pro-ISIS and other radical content online, said ISD.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">By January 2026, Tan saw himself as an ISIS member and took the pledge of allegiance in his heart.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">He admitted that if ordered by ISIS, he would be willing to undertake any task, including carrying out attacks in Singapore, to further the group\u2019s cause.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Tan\u2019s plan was to target SAF personnel stationed at the entrance of Sembawang Air Base as he deemed them enemy combatants serving the \u201ckuffar Government\u201d of Singapore. Kuffar means to reject or disbelieve Islamic teachings.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">He also planned to attack LGBTQ students at the tertiary institution he attended, which was not identified, as he perceived their behaviour to be un-Islamic.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Tan was arrested after his acquaintances reported him to the authorities because of<!-- --> <!-- -->his extremist views.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Meanwhile, the 15-year-old Sec 4 student supported terrorist groups fighting against Israel, including Hamas, Hezbollah and the Houthis<!-- -->.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">He planned to conduct an attack in Singapore to advance ISIS\u2019 cause, and establish an Islamic caliphate \u2013 a form of Islamic government\u00a0\u2013 in South-east Asia through violent means.<\/p>\n<h2 class=\"font-primary-headline-md-semibold\" data-testid=\"article-subhead-test-id\">Dealing with terrorism-related content<\/h2>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">On July 27, MHA said the police have issued disabling directions against an online service provider and two access-blocking directions to internet service providers to deal with terrorism-related content accessible by those in Singapore.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The disabling orders require the provider of the relevant online service to take all reasonable steps to disable access by Singapore users to the relevant online videos. The access-blocking directions require internet service providers to block access by those here to the relevant offending websites.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">MHA said the offending videos and websites contain terrorism content, including material that advocates ISIS, mass shooters and violence. <!-- -->The content also glorifies extremists and calls for supporters to join their cause.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">\u201cInvestigations have established a direct nexus between the content and past self-radicalisation cases in Singapore, where youths became radicalised after consuming content from these sites or obtained information from these sites to plot their attacks,\u201d said MHA.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">On harmful extremist content, Shanmugam said: \u201cWhen we come across it, we block it.
