{"id":71250,"date":"2026-07-24T10:27:04","date_gmt":"2026-07-24T02:27:04","guid":{"rendered":"https:\/\/sgbuzz.com\/?p=71250"},"modified":"2026-07-24T10:27:04","modified_gmt":"2026-07-24T02:27:04","slug":"what-the-cabinet-reshuffle-says-about-singapores-strategy-for-uncertain-times","status":"publish","type":"post","link":"https:\/\/sgbuzz.com\/?p=71250","title":{"rendered":"What the Cabinet reshuffle says about Singapore\u2019s strategy for uncertain times"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">SINGAPORE \u2013 <!-- -->Many Cabinet reshuffles \u2013 <a href=\"https:\/\/www.straitstimes.com\/singapore\/politics\/pm-wong-unveils-new-cabinet-appoints-first-term-politicians-to-larger-roles?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">including the one on July 22<\/span><\/a>, which saw the promotion of several younger political office-holders \u2013 spark discussion on what this means for Singapore\u2019s leadership.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">But the recent changes are noteworthy for another reason: They point to the country\u2019s priorities in a world where geopolitical crises and technological change have ushered in a new wave of disruption.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">With his deployments, Prime Minister Lawrence Wong looks to be strengthening the bench where the uncertainty is greatest, and where Singapore would most benefit from a clear way forward.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">One such area is energy, where the challenge is to meet the nation\u2019s growing demands while moving towards a low-carbon future.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">To reflect this shift in emphasis, the Ministry of Trade and Industry (MTI) will be <a href=\"https:\/\/www.straitstimes.com\/singapore\/politics\/ministry-of-trade-and-industry-to-be-renamed-ministry-of-energy-trade-and-industry-meti?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">renamed the Ministry of Energy, Trade and Industry (METI)<\/span><\/a> from Oct 1.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Manpower Minister Tan See Leng will relinquish his current role and focus his full attention on his new post: Minister for Trade and Industry (Energy and Industry).<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">One of his immediate priorities will likely be to deal with the <a href=\"https:\/\/www.straitstimes.com\/world\/middle-east\/israel-watches-tensely-as-the-fighting-between-us-and-iran-escalates?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">continued fallout from US-Iran tensions<\/span><\/a>, which has caused oil prices to skyrocket.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Beyond that, there is the bigger question of energy security as Singapore works towards its net-zero target.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Among other things, it has plans to import more low-carbon electricity from the region \u2013 a move that diversifies clean energy sources but potentially creates a dependency that could leave it vulnerable to future supply shocks.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">There is also the nuclear question. At present, the country is studying the potential of deploying nuclear energy, and <a href=\"https:\/\/www.straitstimes.com\/singapore\/environment\/spore-to-undertake-review-by-un-atomic-watchdog-in-2027?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">will undergo an assessment by the UN atomic watchdog in 2027<\/span><\/a> to determine if it is ready to make an informed decision on whether to do so.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">These changes at MTI mean that the ministry \u2013 soon to be known as METI \u2013 will have three full ministers, among them Deputy Prime Minister Gan Kim Yong.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Gan will be Minister for Trade and Industry (Trade), while Grace Fu \u2013 who helms the Ministry of Sustainability and the Environment \u2013 will stay Minister-in-charge of Trade Relations.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">This split of responsibilities suggests that trade, too, remains unsurprisingly high on the national agenda.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Another source of uncertainty is growing anxiety over jobs and AI disruption \u2013 challenges that two new Cabinet appointments look to be aimed at tackling.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Jasmin Lau, who was one of six senior civil servants <a href=\"https:\/\/www.straitstimes.com\/singapore\/politics\/pm-wong-introduces-paps-32-new-candidates-for-ge2025?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">fielded by the PAP in the 2025 General Election<\/span><\/a>, will take on the role of Acting Manpower Minister. This comes alongside her promotion to Senior Minister of State for Digital Development and Information.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Labour chief Ng Chee Meng, who has been NTUC secretary-general since 2018, <a href=\"https:\/\/www.straitstimes.com\/singapore\/politics\/labour-chief-ng-chee-meng-to-be-minister-in-the-prime-ministers-office?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">will return to Cabinet as Minister in the Prime Minister\u2019s Office<\/span><\/a>.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Both individuals bring something unique to the table.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Lau, who is also Minister-in-charge of GovTech, will likely be expected to apply what she has learnt in that role and from her stint as Minister of State for Education to help workers gain new skills and come out on top of technological shifts.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">At a press conference on July 22, she noted that many workers and companies are trying to navigate such changes.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">\u201cOur responsibility going forward is to help them through this change,\u201d she said.<\/p>\n<p><iframe loading=\"lazy\" title=\"Jasmin Lau promoted to Acting Minister for Manpower\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/4g0xzxYO4Ms?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Ng, on the other hand, will have the task of making sure unions\u2019 and workers\u2019 concerns are taken into account at the highest levels of decision-making.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">It is work that he has already started while on the backbench. In May, Ng filed a parliamentary motion calling for no \u201cjobless growth\u201d amid AI disruption. It was debated for seven hours by 24 MPs, Nominated MPs and political office-holders, and <a href=\"https:\/\/www.straitstimes.com\/singapore\/politics\/parliament-supports-motion-on-no-jobless-growth-amid-ai-disruption?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">unanimously supported by Parliament<\/span><\/a>.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The secretary-general of NTUC has traditionally held a position in the Cabinet, starting with Lim Chee Onn, who was appointed as a minister in the Prime Minister\u2019s Office in 1980.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Having Ng in the Cabinet will allow him to make \u201ca more impactful contribution to tackle the national challenge which we face\u201d, PM Wong said during the press conference.<\/p>\n<p><iframe loading=\"lazy\" title=\"Ng Chee Meng to be class=\"font-primary-headline-md-semibold\" data-testid=\"article-subhead-test-id\">Challenging the team<\/h2>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Previous Cabinet reshuffles have often been used to give ministers exposure to different portfolios, but the latest changes also seem geared towards challenging various members of PM Wong\u2019s team to perform at a higher level.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">This can be seen in how some individuals\u2019 portfolios remained the same, even as their responsibilities grew.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">For example, Sim Ann, who is Senior Minister of State for Foreign Affairs and Home Affairs, has been appointed second minister for both ministries.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Similarly, Goh Pei Ming \u2013 currently Minister of State for Home Affairs and Social and Family Development \u2013 will be made senior minister of state in both ministries.<\/p>\n<figure class=\"portrait inline-media-wrapper\" and take on expanded portfolios.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Among them are<a href=\"https:\/\/www.straitstimes.com\/singapore\/politics\/cabinet-reshuffle-foo-cexiang-shawn-loh-to-be-promoted-to-ministers-of-state?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\"> first-term MPs Foo Cexiang and Shawn Loh<\/span><\/a>, who will move up after just over a year on the backbench and take political office as ministers of state.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">For all of them, the challenge will be not just to do well in the eyes of the Prime Minister, but also to show Singaporeans they are up to the demands of the job.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Three individuals, in particular, will have a challenging task.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Lau, who was appointed Minister of State for Education and Digital Development and Information following GE2025, is relatively new to politics.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">As Acting Minister for Manpower, she will have to not only quickly familiarise herself with a new portfolio, but also be prepared for more public scrutiny than before \u2013 especially since her ministry deals with concerns that are currently at the forefront of many Singaporeans\u2019 minds.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The anxieties over jobs and livelihoods also mean that the public will likewise hold Ng to his promises to \u201cchampion better wages, welfare and work prospects for workers\u201d and help them navigate change.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">In GE2025, Ng <a href=\"https:\/\/www.straitstimes.com\/singapore\/politics\/ge-2025-paps-ng-chee-meng-wins-jalan-kayu-with-51-47-of-votes-against-wp-candidate-andre-low?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">won the newly carved-out Jalan Kayu single seat<\/span><\/a> with 51.47 per cent of the vote, beating WP fresh face Andre Low in a tight contest.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Now that he has a role in Cabinet, the way in which he discharges his national responsibilities will impact how voters judge his performance in the next electoral contest.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Finally, Zaqy Mohamad, who is <a href=\"https:\/\/www.straitstimes.com\/singapore\/politics\/i-will-continue-to-engage-and-better-understand-the-needs-of-the-muslim-community-zaqy-mohamad?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">now Acting Minister-in-charge of Muslim Affairs<\/span><\/a>, will have to reassure a community shaken by the news of Faishal Ibrahim\u2019s abrupt resignation on July 20.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">He \u2013 along with PM Wong and Coordinating Minister for National Security and Minister for Home Affairs K.
