This gives younger ministers a longer runway and broadens the pipeline at the junior levels, they said.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The analysts also noted that veteran ministers continue to helm key portfolios, balancing leadership renewal with continuity.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">\u201cThis reshuffle is about consolidation of the existing leadership team but, more importantly, the accent is on leadership renewal,\u201d said Singapore Management University (SMU) law professor Eugene Tan.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Prime Minister Lawrence Wong is also signalling that the pace of renewal must quicken, he added.<\/p>\n<p><iframe loading=\"lazy\" title=\"Prime Minister Lawrence Wong unveils his new Cabinet\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/ACuI_YI3S0I?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">From the new batch of PAP MPs from the 2025 General Election, backbenchers Foo Cexiang and Shawn Loh <a href=\"https:\/\/www.straitstimes.com\/singapore\/politics\/cabinet-reshuffle-foo-cexiang-shawn-loh-to-be-promoted-to-ministers-of-state?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">will join political office as ministers of state<\/span><\/a>, while Jasmin Lau will be promoted to Acting Minister for Manpower and Goh Pei Ming will move up a level to senior minister of state.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Jeffrey Siow and David Neo <a href=\"https:\/\/www.straitstimes.com\/singapore\/politics\/key-appointments-for-jasmin-lau-jeffrey-siow-sim-ann-and-david-neo?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">will become full ministers<\/span><\/a> after spending over a year as acting ministers. They will remain in their current ministries.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Independent political observer Felix Tan said the growing level of responsibilities taken on by the new faces is a signal of confidence from PM Wong in their abilities, \u201cby giving them the time, exposure, and opportunities to grow into their roles\u201d.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">\u201cLeadership renewal isn\u2019t just about bringing in new people; it\u2019s about investing in them and allowing them to develop into the next generation of political leaders,\u201d Tan added.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">IPS Social Lab senior research fellow Teo Kay Key said members of the 2025 cohort have been moved into leadership positions, likely with an eye to forming the 5G leadership bench in advance.\u00a0<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">She noted that with the departure of several veterans, including those who <a href=\"https:\/\/www.straitstimes.com\/singapore\/politics\/ge2025-teo-chee-hean-heng-swee-keat-among-20-pap-mps-who-have-stepped-down?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">retired before GE2025<\/span><\/a>, the pool of experienced office-holders has shrunk. There is a need to ensure renewal continues, and that newer political office-holders gain more experience faster.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Lau\u2019s appointment as Acting Manpower Minister alongside her promotion to Senior Minister of State in the Ministry of Digital Development and Information indicates confidence in the work she has done, Teo said.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">\u201cIn this period where there is a lot of anxiety over people\u2019s livelihoods and jobs, this is a posting that will require her to step up to the challenge,\u201d Teo added.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">She said allowing the newer batches of MPs to experience a fuller slate of portfolios at an earlier time will likely give them \u201ca longer runway to develop their abilities, discover their strengths, and also provide them a more multifaceted perspective when making policies whichever ministry they end up in\u201d.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Former PAP MP Inderjit Singh said he was not surprised to see many young MPs being promoted in PM Wong\u2019s latest Cabinet reshuffle as it is \u201cbetter to test them early\u201d.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">\u201cPM is accelerating the formation of his full 4G team, but also starting to think of the 5G team,\u201d Inderjit added.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Even as he speeds up political renewal, PM Wong has made sure there are still experienced hands around to helm key portfolios, the analysts said.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">While he <a href=\"https:\/\/www.straitstimes.com\/singapore\/politics\/shanmugam-appointed-senior-minister-continues-in-his-national-security-home-affairs-roles?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">has been made Senior Minister<\/span><\/a>, K. Shanmugam continues as Coordinating Minister for National Security and Minister for Home Affairs.
