{"id":69486,"date":"2026-07-17T18:36:01","date_gmt":"2026-07-17T10:36:01","guid":{"rendered":"https:\/\/sgbuzz.com\/?p=69486"},"modified":"2026-07-17T18:36:01","modified_gmt":"2026-07-17T10:36:01","slug":"india-court-voids-visa-services-tenders-in-australia-singapore","status":"publish","type":"post","link":"https:\/\/sgbuzz.com\/?p=69486","title":{"rendered":"India court voids visa services tenders in Australia, Singapore"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">An Indian court has scrapped the government\u2019s tender for outsourcing passport, visa and consular services at diplomatic missions in four countries, including Australia and Singapore, as two losing bidders argued the selection process was not fair.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The Delhi High Court ordered the authorities to seek fresh bids for the contracts in the four countries, which also cover Abu Dhabi and Kuwait, finding that officials had failed to adequately explain how bids were evaluated and why some applicants were disqualified.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">In response to The Straits Times\u2019 queries, the High Commission of India in Singapore said passport and visa services in the Republic are not affected by the court\u2019s decision at the moment.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">\u201cThere are two Indian consular application centres in Singapore which accept applications for consular services on behalf of the High Commission. There is no change in this set-up,\u201d the commission said.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The dispute has disrupted services in Australia, where VFS Global suspended new passport and visa applications from July 1, citing instructions from the High Commission of India in Canberra.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">VFS Global provides governments with administrative solutions for processing passport applications and visa consular services, according to its website.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The dispute affects a system that processes millions of passport, visa and consular applications each year for Indian citizens abroad and foreign nationals travelling to India, highlighting the importance of a procurement process that underpins overseas diplomatic services.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The legal case was brought by two unsuccessful bidders, E Trav Tech and Verasys, challenging the procurement process.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">They argued that they had been unfairly excluded during the technical evaluation.\u00a0<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The government said the courts should not interfere in decisions made by an expert committee overseeing the tender.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Rejecting that argument, the court said that the failure of the authorities to record and communicate valid reasons for the technical evaluation of the bids in question strikes \u201cat the heart of transparency, fairness and equality in public procurement\u201d.
