\n Monetary Authority of Singapore<\/strong>
\n The Monetary
\n Authority of Singapore<\/a> has published a consultation paper
\n about proposals to enable a wider range of fund types \u2013 covering
\n \u201calternative\u201d areas\u00a0\u2013\u00a0to be offered to retail clients
\n via a streamlined process.
\n<\/p>\n
\n The central bank and regulator\u00a0is seeking feedback on
\n proposed changes to the Code on Collective Investment
\n Schemes.\u00a0
\n<\/p>\n
\n The proposals are being issued at a time when several
\n jurisdictions, such as the US, the European Union and the UK,
\n have created new structures to enable retail\/mass-affluent
\n investors to gain access to\u00a0areas such as private equity,
\n but in a measured way. (Such moves have encountered
\n controversy<\/a>.) As more firms choose not to float on stock
\n markets, or de-list, there is concern\u00a0that ordinary
\n investors will be frozen out of investments that offer
\n higher\u00a0returns \u2013 particularly pertinent as the public is put
\n under more pressure to save for retirement.
\n<\/p>\n
\n MAS said that as investors become more sophisticated in
\n Singapore, it has been told that the asset management sector is
\n interested in offering new types of retail fund
\n products\u00a0that cater to a broader range of investment
\n objectives. Existing funds may not fit the CIS Code\u2019s guidelines.
\n<\/p>\n
\n Amendments would allow existing investment requirements to be
\n adjusted, as well as offering a wider range of innovative fund
\n types, MAS said in a 9 July statement.
\n<\/p>\n
\n MAS said a \u201cnew Alternative Funds Appendix is proposed to cater
\n to innovative fund types, to clearly differentiate them from
\n traditional funds.\u201d
\n<\/p>\n
\n Such fund types will come with \u201cguardrails\u201d to safeguard retail
\n investors\u2019 interests, MAS said.
\n<\/p>\n
\n Responses to proposals are welcomed and must be sent in by 10
\n August.
