{"id":67273,"date":"2026-07-09T08:38:01","date_gmt":"2026-07-09T00:38:01","guid":{"rendered":"https:\/\/sgbuzz.com\/?p=67273"},"modified":"2026-07-09T08:38:01","modified_gmt":"2026-07-09T00:38:01","slug":"why-are-singles-bto-application-rates-still-so-high","status":"publish","type":"post","link":"https:\/\/sgbuzz.com\/?p=67273","title":{"rendered":"Why are singles\u2019 BTO application rates still so high?"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">SINGAPORE \u2013 <!-- -->After applying four times for a two-room flexi flat for over a year since July 2025, 42-year-old graphic designer Melissa Low is still hoping for a queue number.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">During the latest Build-To-Order (BTO) launch in June, she picked the project where she stood the highest chance \u2013 a Plus project in Ang Mo Kio with the lowest application rates for two-room flexi flats.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Even then, the number of single applicants per flat was 4.1. Among the four other towns where such flats were offered, the application rate for some projects \u2013 such as Woodgrove Acres in Woodlands \u2013 went as high as 19.3.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Singles like Low have increasingly turned to the BTO market in hopes of owning a home. But two-room flexi flats, which is the only category of flats they are eligible for, remain vastly oversubscribed.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Competition was fiercest in October 2024, when singles were <a href=\"https:\/\/www.straitstimes.com\/singapore\/overwhelming-demand-from-singles-for-two-room-flexi-hdb-flats-in-oct-bto-launch?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">first able to apply for two-room flexi flats<\/span><\/a> in all locations, rather than just units in non-mature estates.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">In that launch, <a href=\"https:\/\/www.straitstimes.com\/singapore\/october-bto-launch-drew-35677-applicants-highest-demand-since-2022?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">the median application rate for singles shot up to 26.3<\/span><\/a>. It has since tapered to around 7 for the past three sales exercises in October 2025, and in February and June in <!-- -->2026<!-- -->.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">In comparison, median application rates for first-timer families for three-room and larger flats was 1.4 in June, and 0.9 in February. The overall application rate stood at 3.2 over both exercises.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">These numbers show that singles form a sizeable category of home buyers from whom demand remains high \u2013 a phenomenon that has not gone unnoticed by the Government.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Some 20,000 two-room flexi flats will be launched from 2026 to 2028, up by 50 per cent from previous years, to meet the growing demand from singles and seniors.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Checks by The Straits Times showed that in 2025, HDB launched 5,655 two-room flexi flats.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">In 2026, it is set to roll out 13.8 per cent more units, or about 6,433 such flats \u2013 the most since 2015 when the two-room flexi scheme was launched.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">This figure is also more than double the number of such flats launched in 2023.<\/p>\n<h2 class=\"font-primary-headline-md-semibold\" data-testid=\"article-subhead-test-id\">Why are singles\u2019 application rates so high?<\/h2>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Property analysts say attractive prices and locations have driven up demand, while sociologists point to broader demographic changes and shifting societal expectations.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Two-room flexi BTO flats are popular among singles because they are more affordable than resale flats or private property, said Eugene Lim, key executive officer of property agency ERA Singapore.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">In the recent June launch, two-room flexi flats were priced from $139,000 to $247,000, before grants.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">In comparison, such flats were sold on the resale market at around $360,000 on average between 2025 and the first half of 2026, Lim noted.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Kelvin Fong, chief executive of PropNex, added that BTO flats also offer a fresh lease and typically require less maintenance and renovation than older resale flats.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">To meet demand, HDB has been building a substantial number of two-room flexi flats in some projects, including those in sought-after locations.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">In the June sales exercise, 816 units, or 41 per cent, of the 1,976 flats in Berlayar Rise were two-room flexi units. They are located in the new Berlayar estate in Telok Blangah Road that will form part of the Greater Southern Waterfront.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">In the upcoming sales launch in October, which is typically the largest launch of the year, <a href=\"https:\/\/www.straitstimes.com\/singapore\/housing\/bto-projects-in-bayshore-tengah-among-nearly-8000-flats-to-be-launched-in-october?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">nearly half of the planned Bayshore flats in Bedok<\/span><\/a> \u2013 1,240 out of 2,500 units \u2013 will be two-room flexi flats.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">However, two-room flexi flats are first allocated to seniors, then singles, who can book up to 65 per cent of the remaining flats.<\/p>\n<figure class=\"portrait inline-media-wrapper\" style=\"--aspect-article-portrait:960 \/ 1922\" data-testid=\"inline-media-test-id\">\n<div class=\"flex flex-col items-start relative w-fit\"><picture><source media=\"(max-width: 480px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/4bfb769847eeab3b51c716c136c60963199cfc8e539b1b989a6c373bc43aaf3b?w=480\"\/><source media=\"(min-width: 481px) and (max-width: 720px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/4bfb769847eeab3b51c716c136c60963199cfc8e539b1b989a6c373bc43aaf3b?w=720\"\/><source media=\"(min-width: 721px and max-width: 3999px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/4bfb769847eeab3b51c716c136c60963199cfc8e539b1b989a6c373bc43aaf3b?w=900\"\/><source media=\"(min-width: 4000px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/4bfb769847eeab3b51c716c136c60963199cfc8e539b1b989a6c373bc43aaf3b\"\/><img decoding=\"async\" src=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/4bfb769847eeab3b51c716c136c60963199cfc8e539b1b989a6c373bc43aaf3b\" alt=\"Supply of two-room flexi flats.\" class=\"aspect-portrait flex items-start shrink-0 portrait article-portrait object-contain mobile:w-auto tablet:w-auto\" data-testid=\"image-test-id\" loading=\"lazy\"\/><\/picture><\/div>\n<\/figure>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">More people are also remaining single, which could be contributing to high singles\u2019 application rates.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The <a href=\"https:\/\/www.straitstimes.com\/singapore\/more-young-spore-residents-aged-25-to-34-staying-single-especially-among-chinese?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">five-yearly General Household Survey<\/span><\/a>, published on June 30, showed that more Singapore residents in their 30s have stayed single over the past five years.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Nearly one in four men (24.4 per cent) aged 35 to 39 was single in 2025, up from 22.6 per cent in 2020. For women in the same age bracket, the proportion of singles rose slightly from 19.3 per cent to 20.3 per cent in the same period.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">HDB\u2019s Sample Household Survey, published in November 2025, also showed that <a href=\"https:\/\/www.straitstimes.com\/singapore\/housing\/singles-who-want-to-move-out-prefer-to-buy-their-own-home-hdb-survey?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">most singles who intend to move out of their current homes would prefer to buy a home<\/span><\/a>, rather than rent or live with other people.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The Government is reviewing the minimum age of 35 at which singles can purchase flats. But as it does so, the sustained demand from this group of buyers raises the question of when it can realistically make a move.<\/p>\n<h2 class=\"font-primary-headline-md-semibold\" data-testid=\"article-subhead-test-id\">What would it take to adjust the singles\u2019 age floor?<\/h2>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Some have argued for a lower age floor so singles under 35 can own their own homes, while others say doing so could mean greater competition for two-room flexi BTO flats.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">National Development Minister Chee Hong Tat said in January that any policy move would depend on market conditions. Demand will go up if eligibility conditions are loosened, he noted, adding that waiting times for flats could be longer and fewer applicants would be successful if supply cannot keep up.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Observers agree that any policy changes to widen eligibility conditions could intensify competition.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Sociologist Chua Beng Huat said: \u201cGiven the oversubscription, there seems to be little reason to lower the age eligibility, since it can always be argued that those who are older are not fully provided for and lowering the age ceiling will only increase the demand pressure.\u201d<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">It will also put more pressure on HDB to build more and faster, which may not be feasible, added the emeritus professor at the NUS Department of Sociology and Anthropology.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The question, then, is when market conditions would allow such a move to be feasible.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The singles\u2019 application rate could be considered stable if it is close to the overall rate for the entire sales launch, said Christine Sun, chief researcher and strategist at property firm Realion (OrangeTee &amp; ETC) Group.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">\u201cIf supply meets demand, the application rates will drop naturally,\u201d she said.
