Its second session ran from Apr 10, 2023, until dissolution on Apr 15, 2025.<\/p>\n<p>Ms Lim and Mr Faisal testified before the COP in December 2021, during that first session. Mr Singh was convicted of lying to the COP on Feb 17, 2025, during the second session.<\/p>\n<p>&#8220;However, parliament rightly deferred consideration of Ms Lim\u2019s and Mr Faisal\u2019s cases until the court process had concluded,&#8221; said Ms Indranee, referring to the appeal that Mr Singh filed at the High Court.<\/p>\n<p>She said the COP considered Ms Lim and Mr Faisal&#8217;s roles to be &#8220;subsidiary&#8221; and that both had been helpful to the committee in a limited way.<\/p>\n<p>The committee hence recommended that consideration of any action on Ms Lim and Mr Faisal&#8217;s false statements to the COP should be deferred, until investigations or criminal proceedings against Mr Singh had concluded.<\/p>\n<p>Parliament accepted this recommendation. &#8220;This was done to be fair to Ms Lim and Mr Faisal,&#8221; said Ms Indranee.<\/p>\n<p>&#8220;If the investigations or court proceedings produced evidence inconsistent with the committee&#8217;s findings, parliament could take that into account before deciding what, if any, action should be taken.<\/p>\n<p>&#8220;Pending that process, Ms Lim and Mr Faisal were given the benefit of the doubt.&#8221;<\/p>\n<p>Mr Singh&#8217;s appeal failed when the High Court ruled on Dec 4, 2025 \u2013 by which point the 14th Parliament had been dissolved, an election held, and the 15th Parliament begun.<\/p>\n<p>&#8220;Under Section 22 of the PPIPA, this 15th Parliament can only deal with offences committed either in this session of the 15th Parliament, or during the second session of the 14th Parliament.<\/p>\n<p>&#8220;As the conduct in question took place during the first session of the 14th Parliament, it is no longer open to this 15th Parliament to impose any penalties in respect of this conduct under the PPIPA.&#8221;<\/p>\n<p>Ms Indranee said this does not mean that parliament has no recourse on Ms Lim and Mr Faisal&#8217;s lying under oath.<\/p>\n<p>&#8220;The House could, if it wished, pass a motion to express regret at such conduct. Such a motion would serve to signal parliament\u2019s disapproval, as it did in Mr Singh\u2019s case in January this year.<\/p>\n<p>&#8220;However, it should be noted that in the <a href=\"https:\/\/www.channelnewsasia.com\/singapore\/parliament-pritam-singh-workers-party-motion-leader-opposition-indranee-rajah-5858171\" target=\"_blank\" rel=\"noopener\">January motion<\/a>, this House had already signalled its clear disapproval of lying to parliament or its committees,&#8221; she said.<\/p>\n<p>&#8220;Unless any member objects, we can now bring this matter to a close.&#8221;<\/p>\n<p>Ms Lim rose to say she had no objection, noting that her response to matters raised in the ministerial statement was already on the record from the <a href=\"https:\/\/www.channelnewsasia.com\/singapore\/pritam-singh-parliament-motion-live-5852291\" target=\"_blank\" rel=\"noopener\">January debate<\/a>.<\/p>\n<p>No other MPs rose to speak.<\/p>\n<\/div>\n<p><br \/>\n<center><br \/>\n<br \/><a href=\"https:\/\/www.channelnewsasia.com\/singapore\/sylvia-lim-faisal-manap-workers-party-indranee-rajah-parliament-6236801\" target=\"_blank\" rel=\"noopener\">Read Full Article At Source <\/a><br \/>\n<center\/><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Under Section 22 of the PPIPA, parliament may only punish offences committed in the preceding session, or the last session of the preceding parliament.
