{"id":66663,"date":"2026-07-07T03:51:01","date_gmt":"2026-07-06T19:51:01","guid":{"rendered":"https:\/\/sgbuzz.com\/?p=66663"},"modified":"2026-07-07T03:51:01","modified_gmt":"2026-07-06T19:51:01","slug":"mandatory-treatment-for-joo-seng-hdb-fire-offender","status":"publish","type":"post","link":"https:\/\/sgbuzz.com\/?p=66663","title":{"rendered":"Mandatory treatment for Joo Seng HDB fire offender"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">SINGAPORE \u2013 <!-- -->A man who <a href=\"https:\/\/www.straitstimes.com\/singapore\/courts-crime\/man-charged-with-mischief-by-fire-joo-seng-flat-blaze-saw-10-victims-sent-to-hospital?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">started a fire in an HDB flat in Joo Seng Road<\/span><\/a>\u00a0that resulted in 10 people needing medical attention must undergo a mandatory treatment order (MTO) for two years.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">On July 6, Liu Zheyuan, 44, was issued the MTO.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">He had earlier been found to be suffering from delusional disorder at the time of the offence.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Those given an MTO must undergo treatment\u00a0to address their conditions in lieu of time behind bars.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">He had <a href=\"https:\/\/www.straitstimes.com\/singapore\/courts-crime\/mandatory-treatment-order-report-called-for-man-responsible-for-joo-seng-road-fire?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"inline font-tertiary-body-baseline-regular\" data-testid=\"typography-test-id\">pleaded guilty in June<\/span><\/a> to one count of committing mischief by fire.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">In earlier proceedings, the court heard that Liu believed his neighbours were shooting laser beams and sending strong currents through the ceiling to harass him.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">To ward off the \u201cattack\u201d, he lit up some charcoal in the living room of an 18th-floor unit at Block 14 Joo Seng Road, near Upper Aljunied Road, at about 9.40pm on May 4.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">He placed the pot on a metal rack near an open window and added more charcoal.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">A nearby plastic curtain caught fire, which spread throughout the whole unit and damaged parts of the HDB block.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Liu, who tried but failed to extinguish the flames, told his neighbours to evacuate and alerted the Singapore Civil Defence Force.<\/p>\n<p><iframe loading=\"lazy\" title=\"10 taken to hospital after HDB flat fire at Joo Seng Road;
