{"id":66241,"date":"2026-07-05T09:21:03","date_gmt":"2026-07-05T01:21:03","guid":{"rendered":"https:\/\/sgbuzz.com\/?p=66241"},"modified":"2026-07-05T09:21:03","modified_gmt":"2026-07-05T01:21:03","slug":"vip-sales-at-condo-launches-under-scrutiny","status":"publish","type":"post","link":"https:\/\/sgbuzz.com\/?p=66241","title":{"rendered":"VIP sales at condo launches under scrutiny"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">SINGAPORE &#8211;<!-- --> The Council for Estate Agencies (CEA) is in discussions with<b><i> <\/i><\/b>property agencies about<b><i> <\/i><\/b>the practice of VIP sales and priority bookings at new private home launches, The Straits Times has learnt.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">This follows concerns that such arrangements \u2013 despite being legal \u2013 could leave regular buyers with fewer choices, as property agents and other selected buyers snap up units before public booking begins.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Two of the top four largest agencies confirmed that CEA had conducted engagements with them.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Discussions centred on ensuring that regular buyers are not disadvantaged, and that property agents who wish to buy units \u201cstrictly adhere to disclosure protocols\u201d, said OrangeTee\u2019s chief agency officer Raymond Khoo.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Mark Yip, who is chief executive of Huttons Asia, added that his agency\u2019s engagement with CEA \u201ccovered existing practices and served as an opportunity to exchange views on maintaining transparency, professionalism and public confidence in the property market\u201d.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">\u201cWe will continue to review our policies and practices where appropriate, in the light of regulatory developments and evolving industry expectations,\u201d he added.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The issue came under scrutiny after <a href=\"https:\/\/www.businesstimes.com.sg\/property\/property-agents-bought-20-some-new-condo-launches-did-first-dibs-buying-heighten-fomo?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">The Business Times reported in December 2025<\/span><\/a> that property agents bought up to 20 per cent of units at some new condominium launches, such as Emerald of Katong, before public sales began.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The report noted that between September 2024 and October 2025, property agents bought 635 units through priority queues, or about 4.2 per cent of all new private homes launched in that period. The figure does not include other forms of VIP or early-stage sales to selected buyers, which could raise the overall share of early-stage sales.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">In <a href=\"https:\/\/www.straitstimes.com\/opinion\/forum\/forum-agent-buying-at-property-launches-is-ethically-contentious?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">an ST forum letter published <\/span><\/a>days later on Dec 15, 2025, one reader raised concerns about conflict of interest and market professionalism when agents themselves purchase units at priority stages of a launch.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Responding to queries from ST on July 3, <!-- -->2026, <!-- -->a CEA spokesman said it regularly engages property agencies and industry stakeholders to seek views and feedback on matters concerning the industry.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">\u201cOne area that CEA had engaged the industry on was regarding sales practices at new condominium launches, arising from public feedback on this matter. We note that priority access is a private commercial decision by developers, which could involve buyers besides property agents, and does not contravene existing rules and regulations,\u201d added the spokesman.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">PropNex chief agency officer Eddie Lim said any priority access for salespersons is generally a market-wide practice and depends entirely on the developer\u2019s discretion.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Both he and ERA Singapore key executive officer Eugene Lim said CEA did not engage their agencies on the matter.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Such VIP sale arrangements typically allow selected buyers \u2013 for example, relatives or business associates \u2013 to book units before the main public booking day.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">On the official public booking day, a sales board shows which units have been sold during earlier phases and which are still available, said OrangeTee\u2019s Khoo.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Lim of Propnex said developers generally ensure that a good selection of units, including lower-priced ones, remain available for the public launch.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">But one agent familiar with new launches, who spoke on the condition of anonymity, said some developers are \u201cvery relaxed\u201d about who gets placed on VIP or priority lists.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">\u201cSometimes the VIP list can be very long. To me, it\u2019s unfair to the regular buyers as they would only find out on booking day that the units they want have already been taken,\u201d he said.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Another agent, who also asked not to be named, said such arrangements<!-- --> <!-- -->may drive sales by creating a Fomo (fear of missing out) effect among ordinary buyers.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">\u201cWhen buyers see so many units sold on the display board on booking day, they would feel the pressure to act fast,\u201d he said.<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">The agent added: \u201cFor developers, selling units quickly reduces holding risk and marketing costs. Developers also save on commission when units are not sold through agents.\u201d<\/p>\n<p class=\"text-primary font-tertiary-body-baseline-regular\" data-testid=\"article-paragraph-annotation-test-id\">Khoo said his agency has safeguards to manage potential or perceived conflicts of interest.
