{"id":62948,"date":"2026-06-23T00:51:04","date_gmt":"2026-06-22T16:51:04","guid":{"rendered":"https:\/\/sgbuzz.com\/?p=62948"},"modified":"2026-06-23T00:51:04","modified_gmt":"2026-06-22T16:51:04","slug":"is-rts-link-at-risk-from-johors-political-standoff","status":"publish","type":"post","link":"https:\/\/sgbuzz.com\/?p=62948","title":{"rendered":"Is RTS Link at risk from Johor&#8217;s political standoff?"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\"><span class=\"dateline\">KULAI, Johor <\/span>\u2013<!-- --> When Johor caretaker Menteri Besar Onn Hafiz Ghazi stepped out of a black saloon car on June 16 for the launch of the state\u2019s <a href=\"https:\/\/www.straitstimes.com\/asia\/se-asia\/new-train-service-links-johor-bahru-sentral-to-pasir-gudang-kulai?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">first commuter shuttle train service<\/span><\/a>, Malaysian Transport Minister Anthony Loke was there to shake his hand. Loke then guided him through the media scrum at a packed train station in Kulai, Johor.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Once seated, he poured Onn Hafiz a glass of water. The assembled press chuckled at the affable gesture, as it appeared to signal a cooling of tensions after weeks of public sparring between the Johor Barisan Nasional (BN) chief and the Pakatan Harapan (PH) leader.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The cordiality lasted 12 minutes.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">On stage later, Onn Hafiz pressed Loke over delays to Johor Bahru\u2019s (JB) proposed <a href=\"https:\/\/www.straitstimes.com\/asia\/se-asia\/malaysian-cabinet-approves-3-2m-elevated-autonomous-rapid-transit-project-to-ease-jb-traffic?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">elevated autonomous rapid transit (ART) system<\/span><\/a> \u2013 a tram system that runs on rubber tyres on the road, a cheaper alternative to the light rail transit (LRT).<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cIf this project can be expedited, the federal government will deserve huge credit,\u201d he told Loke, who is also secretary-general of the Democratic Action Party (DAP).<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cBut I worry should there be any hiccups; I hope you would also claim the discredit.\u201d<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">With <a href=\"https:\/\/www.straitstimes.com\/asia\/se-asia\/johor-state-election-to-be-held-on-july-11-negeri-sembilan-polls-on-aug-1?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">Johor\u2019s July 11 state election<\/span><\/a> looming, the Kulai event offered a preview of the fault lines that will define the campaign: a federal government led by PH and a state machinery under BN, both claiming ownership of the same infrastructure promises.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">It was also a glimpse into a federal-state relationship fraying, with real consequences for the tens of thousands of commuters counting on the state to be ready when the <a href=\"https:\/\/www.straitstimes.com\/multimedia\/graphics\/2025\/07\/jb-singapore-rts-link-train\/index.html?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">Johor Bahru\u2013Singapore Rapid Transit System (RTS) Link<\/span><\/a> opens in 2027.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The cost should Johor fail to beef up its public transport is stark \u2013 for residents and, by extension, any visitors from across the Causeway.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The proposed RM10 billion (S$3.1 billion) ART system is expected to form a key part of Johor Bahru\u2019s public transport network to help disperse passengers arriving from Singapore via the RTS Link, which can carry up to 10,000 passengers an hour.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">State officials have warned <a href=\"https:\/\/www.straitstimes.com\/asia\/se-asia\/rts-set-to-start-in-2027-but-jb-residents-are-bracing-themselves-for-years-of-congestion?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">that congestion in JB will worsen<\/span><\/a> if the RTS Link opens before a supporting dispersal system is implemented.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">While Loke announced federal approval for the ART project on May 17, Onn Hafiz has questioned its lack of progress, noting that it was tabled to the Cabinet in 2024.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cIs it true that the letter of award has yet to be issued? Because I worry that when the RTS is ready, the main mode of public transport to disperse passengers will be ready only by 2030 or 2031,\u201d he said on stage at Kulai, pressing Loke directly.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">That potential three- to four-year gap \u2013 between the RTS Link opening in 2027 and an ART system that may not be ready until 2030 or 2031 \u2013 is the crux of the dispute.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">He also compared the project with Penang\u2019s Mutiara Line LRT, arguing that JB, with a similar population of about 1.8 million, deserved equal federal attention.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Loke responded that transport projects in Johor would continue regardless of political differences between the federal and state governments.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">He explained that the ART project is being evaluated by the Public Private Partnership Unit under the Prime Minister\u2019s Office and will be implemented through a public-private partnership (PPP) model, meaning it falls outside his ministry\u2019s direct tender process.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cOn politics, we talk about politics at the political stage&#8230; I\u2019m here as transport minister, and you are here as caretaker menteri besar,\u201d he said.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cThis is a government project, not a question of credit or discredit.\u201d<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">That explanation drew immediate pushback. BN lawmaker and former transport minister Wee Ka Siong argued that the ministry \u201ccannot simply wash its hands of the matter and pass responsibility to another agency\u201d.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">He pointed to a structural vulnerability that predates the state election: When accountability is spread across multiple agencies and two levels of government, delays have nowhere obvious to land.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The charged exchanges between Loke and Onn Hafiz mask a deeper dispute between the federal and state governments, one that has since been <a href=\"https:\/\/www.straitstimes.com\/asia\/se-asia\/malaysias-ruling-coalitions-political-marriage-is-on-the-rocks-will-it-survive-the-polls?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">exacerbated by partisan politics<\/span><\/a> ahead of the state elections.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">For voters in JB, the question is no longer simply whether the ART will be built \u2013 but whether the coalition they vote for on July 11 will have the federal leverage to build it on time.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Onn Hafiz declared that BN would contest all 56 state seats and later said he would not work with DAP if he forms the next Johor government, despite being federal partners.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">BN <a href=\"https:\/\/www.straitstimes.com\/asia\/se-asia\/johor-polls-umno-led-barisan-nasional-pulls-ahead-in-31-seats-as-vote-count-begins?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">won 40 seats at the last state polls in 2022,<\/span><\/a> while DAP won 10 out of 14 seats it contested under the Pakatan Harapan (PH) banner.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">PH leaders, including Loke and Prime Minister Anwar Ibrahim, pushed back, but Onn Hafiz maintained that Johor had never adopted the unity government model practised in Putrajaya.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Observers warned that the political climate is adding a layer of risk the project cannot afford.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cOnce a complex PPP project becomes a political football, every issue \u2013 from cost and fares to construction timelines \u2013 can be weaponised by either side,\u201d said KRA Group strategic director Amir Fareed Rahim.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">He also warned that federal-state coordination could deteriorate over land, alignment, approvals, public messaging and responsibility over delays.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">However, Singapore Institute of International Affairs senior fellow Oh Ei Sun downplayed the dispute as election-season \u201cpoliticking\u201d, with both sides seeking to claim credit and shift blame.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cNeither side can afford to see the project fail like in Melaka, but as in many other projects, delays and obstacles will also be abundant,\u201d he said, referring to the<!-- --> <!-- -->Melaka Monorail project that was plagued by technical issues after it was launched in 2010 and was eventually abandoned.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Observers also expressed confidence that political differences would not ultimately derail Johor\u2019s transit ambitions \u2013 but noted that the window to act is narrowing.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">National University of Singapore lecturer Serina Rahman said Johor is likely to continue receiving support for the project, particularly with the state\u2019s sultan serving as Malaysia\u2019s king until January 2029.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cBut if parties are not supportive at the federal level, it\u2019s going to be difficult, especially if the Yang di-Pertuan Agong\u2019s (king\u2019s) term ends,\u201d she said.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">For now, Loke is hoping both sides can at least agree to keep the campaign trail out of the construction site.
