class=\"text-verticals-btblue underline hover:text-blue-500\" data-testid=\"article-annotation-link-component\" href=\"https:\/\/www.businesstimes.com.sg\/singapore\/economy-policy\/singapore-real-wages-improved-4-2025-inflation-eases-nominal-wage-growth-slows-mom\" target=\"_blank\" rel=\"noopener\">scaling back headcount growth<\/a> projections for the third quarter of 2026, with local hiring sentiment dropping to its lowest since late 2021.<\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">However, the majority of firms are <a class=\"text-verticals-btblue underline hover:text-blue-500\" data-testid=\"article-annotation-link-component\" href=\"https:\/\/www.businesstimes.com.sg\/startups-tech\/technology\/ai-skills-pull-higher-salaries-engineers-demand-shifts-senior-roles-report\" target=\"_blank\" rel=\"noopener\">willing to pay a premium for artificial intelligence<\/a> and critical thinking skills to drive productivity, according to a survey released on Tuesday (Jun 9).<\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">ManpowerGroup\u2019s latest quarterly<em> Employment Outlook Survey<\/em> found that the net employment outlook (NEO) among 599 employers in Singapore stood at 13 per cent for Q3.<\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">This figure represents an 11-point decline on both the quarter and the year, marking the softest hiring forecast since Q4 2021 when the outlook was negative 2 per cent.<\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">The indicator is calculated by subtracting the percentage of employers who anticipate reductions to staffing levels from the percentage of those who plan to hire.<\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">At 13 per cent, Singapore\u2019s Q3 net hiring expectations were below the global average of 26 per cent and the Asia-Pacific regional average of 28 per cent.<\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">The survey found that 35 per cent of Singapore employers plan to increase headcounts between July and September; 41 per cent expect no change; and <a class=\"text-verticals-btblue underline hover:text-blue-500\" data-testid=\"article-annotation-link-component\" href=\"https:\/\/www.businesstimes.com.sg\/singapore\/only-15-workers-singapore-feel-their-jobs-are-safe-amid-ai-driven-anxieties-survey\" target=\"_blank\" rel=\"noopener\">22 per cent anticipate staff reductions<\/a>.<\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">The remaining 2 per cent of respondents were uncertain.<\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">Among those who intend to maintain current staffing levels, 38 per cent said their existing headcount second-most cited reason \u2013 mentioned by 27 per cent \u2013 for keeping staffing levels unchanged is waiting for economic changes before making new hiring decisions.<\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">Linda Teo, country manager of ManpowerGroup Singapore, said: \u201cEmployers in Singapore are taking a more cautious approach to hiring this quarter, with many choosing to hold steady on headcount until there is greater clarity on geopolitical conditions.\u201d<\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">She added that hiring decisions are becoming more selective and deliberate, <a class=\"text-verticals-btblue underline hover:text-blue-500\" data-testid=\"article-annotation-link-component\" href=\"https:\/\/www.businesstimes.com.sg\/singapore\/ai-upheaval-entry-level-ict-job-postings-singapore-fall-38-roles-change-says-accenture\" target=\"_blank\" rel=\"noopener\">with investments directed towards high-impact skills<\/a>.<\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">By industry, the manufacturing sector led local hiring intentions with a 25 per cent NEO, despite slipping one point quarter on quarter and two points year on year.<\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">Conversely, hiring sentiment in the information sector declined sharply, falling 34 points from the previous quarter to 7 per cent.<\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">Tech and IT services held stable with NEO at 18 per cent.<\/p>\n<h2 class=\"-tracking-5% mb-4 md:mb-6\" data-testid=\"heading-component\">Salary premiums for AI and soft skills<\/h2>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">Amid the broader slowdown in headcount growth, companies are adopting a \u201cskills-based approach to hiring\u201d, noted Teo.<\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">When it comes to demand for technical talent, AI capabilities emerged on top. Sixty-six per cent of Singapore employers said they would pay a premium for <a class=\"text-verticals-btblue underline hover:text-blue-500\" data-testid=\"article-annotation-link-component\" href=\"https:\/\/www.businesstimes.com.sg\/singapore\/imda-upskill-40000-tech-professionals-over-three-years-amid-ai-disruption\" target=\"_blank\" rel=\"noopener\">AI literacy skills, such as using AI tools<\/a>.<\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">Sixty-four per cent reported a willingness to pay more for AI model and application development skills, while 56 per cent cited traditional IT and data skills.<\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">The firms most willing to pay a premium for AI literacy are those in the public sector, health and social services (78 per cent); professional, scientific and technical services (72 per cent); and tech and IT services (69 per cent).<\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">For AI model and application development, the most willing employers are in information (76 per cent); professional, scientific and technical services (76 per cent); and finance and insurance (71 per cent).<\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">Employers value interpersonal and soft skills, too, with 66 per cent saying they would pay more for critical thinking and problem-solving.<\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">Equally, 66 per cent of the respondents were willing to pay a premium for communication, collaboration and teamwork.<\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">Leadership and social influence capabilities followed closely, at 64 per cent.<\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">Globally, the survey polled more than 40,500 employers across 42 markets and found an overall average NEO of 26 per cent.<\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">India and Puerto Rico reported the strongest hiring sentiments worldwide, at 48 per cent each.<\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">Within the Asia-Pacific, Hong Kong had the most cautious forecast, dropping 20 points quarter on quarter and 17 points year on year to an outlook of negative 9 per cent.<\/p>\n<div data-testid=\"article-btg-newsletter-component\" data-section-name=\"newsletter\" data-section-label=\"decoding asia 2\" class=\"track-impression border-t border-gray-175 py-3\">\n<div>\n<p class=\"font-lucida text-xl font-medium italic leading-normal -tracking-5% text-gray-850\">Decoding Asia newsletter: your guide to navigating Asia in a new global order. <span class=\"inline cursor-pointer border-none p-0 font-lucida text-inherit text-xl font-medium italic leading-normal !-tracking-5% text-verticals-btblue !underline outline-none hover:text-blue-500\">Sign up here to get Decoding Asia newsletter.<\/span> Delivered to your inbox.
