{"id":56990,"date":"2026-05-31T23:40:59","date_gmt":"2026-05-31T15:40:59","guid":{"rendered":"https:\/\/sgbuzz.com\/?p=56990"},"modified":"2026-05-31T23:40:59","modified_gmt":"2026-05-31T15:40:59","slug":"defence-spending-alone-may-not-translate-into-better-capabilities-says-chan-chun-sing","status":"publish","type":"post","link":"https:\/\/sgbuzz.com\/?p=56990","title":{"rendered":"Defence spending alone may not translate into better capabilities, says Chan Chun Sing"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">SINGAPORE \u2013 <!-- -->What matters is not how much countries spend on defence, but how the money is used, said Defence Minister Chan Chun Sing, noting that there is no straight line between defence expenditure and capabilities.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Speaking to reporters on May 31 at the close of the 23rd Shangri-La Dialogue, Chan said that what matters is how innovative the ideas are and how much \u201cbang for the buck\u201d one can get for the same or less expenditure.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Countries must pull their own weight to be credible and relevant partners, but as nations raise their defence spending and build more capabilities, they must also spend time and effort reassuring one another, he stressed.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cThe more powerful we are, the more effort we need to spend to reassure others because, ultimately, in the defence sector, people look at not just capabilities \u2013 people look at intentions,\u201d he said.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Countries spend different amounts and use their expenditure differently, Chan noted.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cSome countries spend a lot, but they do not get commensurate capability.\u201d<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Instead, it is important to spend consistently to build \u201creal capabilities\u201d, particularly in human capital, he added.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cIt takes years to train a pilot, a sailor and so forth. It takes even more years for us to build up the scientific community (and) the technological capabilities, in order to translate some of those spending into real capabilities,\u201d he said.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The issue of defence spending was a theme of the dialogue for the second year running.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\"><a href=\"https:\/\/www.straitstimes.com\/singapore\/pentagon-chief-hails-indo-pacific-allies-for-stepping-up-to-share-security-burden?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">In a speech on May 30,<\/span><\/a> US Secretary of War Pete Hegseth said the US has pledged to prioritise working with \u201cmodel allies\u201d that have risen to its call for a more equitable sharing of the global security burden.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">He lauded the response of Indo-Pacific partners to the US\u2019 expectation that they spend 3.5 per cent of their gross domestic product (GDP) on defence.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">At the 2025 edition of the annual defence summit, Hegseth asked US allies in the region to raise spending to 5 per cent of GDP.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Over the last few years, Singapore\u2019s defence spending <a href=\"https:\/\/www.straitstimes.com\/singapore\/politics\/s-pore-to-keep-defence-spending-at-3-per-cent-of-gdp-as-risk-of-conflict-has-become-non-zero?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">has hovered at around 3 per cent of GDP.<\/span><\/a> Chan said previously that the Singapore Armed Forces has the public and political support to spend up to 6 per cent of GDP.<\/p>\n<p><iframe loading=\"lazy\" title=\"Communication and consistency are key cornerstones of defence: Chan Chun Sing\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/fa2TTao099o?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Some countries do not get capabilities that scale with spending because adopting a \u201cfeast-or-famine\u201d strategy means they do not stretch their defence dollar, the minister added.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">This was one challenge discussed by defence chiefs from various countries at meetings during the dialogue.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">At the meetings, which included two ministerial roundtables, leaders discussed how to convince the public to spend consistently, rather than only \u201cwhen the trouble starts\u201d, Chan said.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cBy then, most of the time, if not all the time, it is too late.\u201d<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The minister also answered questions on the security of critical underwater infrastructure, which was the focus of a new framework announced on May 30. Such infrastructure includes energy and telecommunications cables.<\/p>\n<p><iframe loading=\"lazy\" title=\"Value of Shangri-La Dialogue lies in ability to create connections like an airport: Chan Chun Sing\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/Y6ofAxnkwto?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">These systems are critical arteries, allowing for the transfer of energy and internet traffic, for instance.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">If they are disrupted, he said, Singapore could be cut off digitally from the world.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cCan you imagine (if) Singapore is unable to access our essential supplies? This would have very serious implications <!-- -->for<!-- --> our lives and our livelihoods.\u201d<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">On May 30, Singapore and 16 other countries launched the<a href=\"https:\/\/www.straitstimes.com\/singapore\/politics\/spore-16-other-countries-launch-effort-to-protect-critical-underwater-infrastructure?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\"> Guiding Principles for Underwater Infrastructure Defence Exchanges<\/span><\/a> to protect such systems.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The non-legally and non-financially binding voluntary agreement will facilitate information sharing to support early warning for security incidents.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Chan said the idea was mooted a year ago at the previous edition of the dialogue.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">As nations question what sort of action the international community can take when bad actors try to disrupt subsea infrastructure, he said, the framework acts as a protective mechanism and deterrent.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cWe want to make sure that all these basic components of what makes life normal continue to be normal,\u201d he said.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cOtherwise, we might soon find ourselves in quite a different position.\u201d<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Asked whether the absence of Chinese Defence Minister Dong Jun for two years in a row diminishes the dialogue\u2019s value, Chan said China would have its own considerations in terms of who it sends here.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Noting that the level of Chinese participation varies year by year, he added that the representatives who attended the 2026 dialogue \u201chave made their presence felt in many of the plenary sessions\u201d.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The Chinese delegation was headed by Major-General Meng Xiangqing, a professor at the People\u2019s Liberation Army National Defense University.<\/p>\n<p class=\"font-body-baseline-regular text-primary\"
