A PMA should only have one seat to carry the person with walking difficulties.<\/p>\n<p class=\"font-secondary pt-md text-18 font-normal leading-1.5 text-grayscale-800\"><a class=\"text-primary-brand no-underline hover:underline\" href=\"https:\/\/www.stomp.sg\/in-a-nutshell\/pmd-not-pab-or-pma-according-lta-and-why-it-matters?ref=inline-article-9086083\" target=\"_blank\" data-discover=\"true\" rel=\"noopener\">Personal mobility devices (PMDs)<\/a>, also known as e-scooters, may look similar to PMAs, but have different rules governing their usage. PMDs typically have more than one seat and are for recreational use. They must also be inspected and certified by LTA and UL2272-certified \u2014 a fire safety standard.<\/p>\n<p class=\"font-secondary pt-md text-18 font-normal leading-1.5 text-grayscale-800\">E-scooter riders must also be at least 16 years old and pass the <a class=\"text-primary-brand no-underline hover:underline\" rel=\"nofollow noopener\" href=\"https:\/\/www.lta.gov.sg\/content\/dam\/ltagov\/getting_around\/active_mobility\/rules_public_education\/rules_code_of_conduct\/pdf\/mtt_for_escooters_pab.pdf\" target=\"_blank\">Mandatory Theory Test<\/a>.<\/p>\n<div>\n<div class=\"my-lg md:my-xl\">\n<p><hr class=\"flex-1 border-grayscale-100 lg:hidden\"\/><span class=\"text-grayscale-400 text-14 leading-16 font-primary text-center lg:text-left p-sm\">Scroll to continue reading<\/span><\/p>\n<hr class=\"flex-1 border-grayscale-100 my-md\"\/>\n<hr class=\"my-md border-grayscale-100\"\/><\/div>\n<\/div>\n<h2 class=\"lg:text-28 lg:leading-33.6px pt-md font-primary text-24 font-bold leading-1.2\">Understanding the new rules kicking in on June 1<\/h2>\n<p class=\"font-secondary pt-md text-18 font-normal leading-1.5 text-grayscale-800\">Firstly, users of mobility scooters and manual wheelchairs with detachable motorised attachments steered by handlebars <a class=\"text-primary-brand no-underline hover:underline\" rel=\"nofollow noopener\" href=\"https:\/\/www.lta.gov.sg\/content\/ltagov\/en\/newsroom\/2026\/4\/news-releases\/-reminder--enhanced-active-mobility-regulations-to-take-effect-f.html#_ftn3\" target=\"_blank\">must have a valid certificate of medical need<\/a>, unless exempted.<\/p>\n<p class=\"font-secondary pt-md text-18 font-normal leading-1.5 text-grayscale-800\">Want to ride your PMA on a public path? Slow down. The maximum speed will be reduced from 10km\/h to 6km\/h. Existing PMAs with a 10km\/h maximum speed can be used until end-2028, but must adhere to the same speed limit. The speed limit for PMDs <a class=\"text-primary-brand no-underline hover:underline\" rel=\"nofollow noopener\" href=\"https:\/\/www.lta.gov.sg\/content\/ltagov\/en\/newsroom\/2025\/2\/media-replies\/strengthen-enforcement-to-curb-misuse-of-pmd.html\" target=\"_blank\">remains at 25km\/h<\/a>.<\/p>\n<p class=\"font-secondary pt-md text-18 font-normal leading-1.5 text-grayscale-800\">PMAs larger than a length of 120cm, 70cm width, and 150cm height or with a total weight exceeding 300kg including its passenger will also be prohibited, unless they are certified by a healthcare professional to do so.\u00a0Oversized PMAs also <a class=\"text-primary-brand no-underline hover:underline\" rel=\"nofollow noopener\" href=\"https:\/\/www.lta.gov.sg\/content\/dam\/ltagov\/news\/press\/2026\/260424-enhance-active-mobility-reminder.pdf\" target=\"_blank\">cannot be used on public transport<\/a> due to safety and <a class=\"text-primary-brand no-underline hover:underline\" href=\"https:\/\/www.stomp.sg\/singapore-seen\/stomper-netizens-ask-how-big-pmds-got-mrt-trains-and-why-staff-didnt-intervene?ref=inline-article-9086083\" target=\"_blank\" data-discover=\"true\" rel=\"noopener\">load considerations<\/a>.<\/p>\n<p class=\"font-secondary pt-md text-18 font-normal leading-1.5 text-grayscale-800\">Retailers will also only be allowed to advertise, display, and <a class=\"text-primary-brand no-underline hover:underline\" rel=\"nofollow noopener\" href=\"https:\/\/onemotoring.lta.gov.sg\/content\/onemotoring\/home\/buying\/vehicle-types-and-registrations\/active-mobility-devices\/mobility-scooters-.html\" target=\"_blank\">sell mobility scooters registered with LTA<\/a>.<\/p>\n<p class=\"font-secondary pt-md text-18 font-normal leading-1.5 text-grayscale-800\">It will be an offence to keep non-UL2272 e-scooters from June 1 onwards.\u00a0Currently, it is illegal to use non-UL2272 certified devices, but not an offence to keep one. Between 2022 and 2025, <a class=\"text-primary-brand no-underline hover:underline\" rel=\"nofollow noopener\" href=\"https:\/\/www.straitstimes.com\/singapore\/politics\/over-70-of-residential-amd-fires-between-2022-and-2025-involved-uncertified-modified-devices\" target=\"_blank\">over 70% of residential fires involving active mobility devices<\/a> \u2014 including but not limited to PMAs and PMDs \u2014 were caused by uncertified or illegally modified devices.<\/p>\n<h2 class=\"lg:text-28 lg:leading-33.6px pt-md font-primary text-24 font-bold leading-1.2\">Does everyone need a certificate?<\/h2>\n<p class=\"font-secondary pt-md text-18 font-normal leading-1.5 text-grayscale-800\">The following groups do not need a certificate of medical need to use a mobility scooter:<\/p>\n<ul class=\"font-secondary list-outside list-disc pl-lg pt-md text-grayscale-800 lg:pl-xl\">\n<li>Seniors aged 70 and above (unless they require a device larger than the allowable dimensions)<\/li>\n<li>Those who received subsidised mobility scooters from the Seniors\u2019 Mobility and Enabling Fund (SMF) before February 27, 2026<\/li>\n<li>Existing and prospective beneficiaries of the AssistiveTechnology Fund<\/li>\n<li>Past and future applicants of Ministry of Health (MOH) disability schemes whose Activities of Daily Living (ADL) have been assessed as either \u201cmobility\u201d or \u201ctransferring\u201d through the Functional Assessment Report (FAR) or Severe Disability Assessment (SDA).<\/li>\n<\/ul>\n<p class=\"font-secondary pt-md text-18 font-normal leading-1.5 text-grayscale-800\">Those not part of the above groups are required to obtain a certificate of medical need through the Assessment for Mobility Scooter (AMS). Users can check their eligibility for exemption <a class=\"text-primary-brand no-underline hover:underline\" rel=\"nofollow noopener\" href=\"https:\/\/onemotoring.lta.gov.sg\/content\/onemotoring\/home\/MS_cert_status.html\" target=\"_blank\">through OneMotoring\u2019s website<\/a>.<\/p>\n<p class=\"font-secondary pt-md text-18 font-normal leading-1.5 text-grayscale-800\">The certificate must be obtained from a Singapore-registered doctor or occupational therapist. Users may approach their regular doctor, occupational therapist, or <a class=\"text-primary-brand no-underline hover:underline\" rel=\"nofollow noopener\" href=\"https:\/\/file.go.gov.sg\/ams-gp-list.pdf\" target=\"_blank\">this list of general practitioners (GPs)<\/a> who provide the assessment.<\/p>\n<p class=\"font-secondary pt-md text-18 font-normal leading-1.5 text-grayscale-800\">Users are encouraged to contact their desired clinic to confirm if they conduct the AMS and enquire about the fees, as it depends on the complexity of the consultation. Based on the list provided by LTA, assessment fees range between $20 and $150.<\/p>\n<h2 class=\"lg:text-28 lg:leading-33.6px pt-md font-primary text-24 font-bold leading-1.2\">Penalties for non-compliance<\/h2>\n<p class=\"font-secondary pt-md text-18 font-normal leading-1.5 text-grayscale-800\">First-time offenders <a class=\"text-primary-brand no-underline hover:underline\" rel=\"nofollow noopener\" href=\"https:\/\/www.lta.gov.sg\/content\/ltagov\/en\/getting_around\/active_mobility\/rules_and_public_education\/rules_and_code_of_conduct.\" target=\"_blank\">found guilty of keeping a non-UL2272 PMD<\/a> may be fined up to $2,000, face a jail term of up to three months, or both.<\/p>\n<p class=\"font-secondary pt-md text-18 font-normal leading-1.5 text-grayscale-800\">Users caught riding a mobility scooter on public paths without a Certificate of Medical Need will face <a class=\"text-primary-brand no-underline hover:underline\" rel=\"nofollow noopener\" href=\"https:\/\/www.straitstimes.com\/singapore\/politics\/mobility-scooter-users-must-be-medically-certified-from-june-1-some-users-exempted?utm_medium=social&amp;utm_source=facebook&amp;utm_campaign=stfb\" target=\"_blank\">a maximum fine of $2,000, a jail term of up to six months, or both<\/a>.<\/p>\n<p class=\"font-secondary pt-md text-18 font-normal leading-1.5 text-grayscale-800\">Members of the public can report individuals and retailers who break the rules via <a class=\"text-primary-brand no-underline hover:underline\" rel=\"nofollow noopener\" href=\"https:\/\/go.gov.sg\/report-am\" target=\"_blank\">go.gov.sg\/report-am<\/a>.<\/p>\n<h2 class=\"lg:text-28 lg:leading-33.6px pt-md font-primary text-24 font-bold leading-1.2\">How do you dispose non-compliant devices?<\/h2>\n<p class=\"font-secondary pt-md text-18 font-normal leading-1.5 text-grayscale-800\">Owners of non-compliant PMDs or e-scooters can dispose of their devices at the <a class=\"text-primary-brand no-underline hover:underline\" rel=\"nofollow noopener\" href=\"https:\/\/www.lta.gov.sg\/content\/ltagov\/en\/getting_around\/active_mobility\/rules_and_public_education\/rules_and_code_of_conduct.html\" target=\"_blank\">following designated e-waste recyclers<\/a>, though a fee may be imposed:<\/p>\n<ul class=\"font-secondary list-outside list-disc pl-lg pt-md text-grayscale-800 lg:pl-xl\">\n<li>ALBA E-Waste Smart Recycling<\/li>\n<li>Cimelia Resource Recovery<\/li>\n<li>Virogreen (Singapore)<\/li>\n<li>Metalo International<\/li>\n<li>KGS<\/li>\n<\/ul>\n<p class=\"font-secondary pt-md text-18 font-normal leading-1.5 text-grayscale-800\">ALBA also collaborates with town councils to organise free <a class=\"text-primary-brand no-underline hover:underline\" rel=\"nofollow noopener\" href=\"https:\/\/alba-ewaste.sg\/drop-off-at-collection-events\/\" target=\"_blank\">q<\/a><a class=\"text-primary-brand no-underline hover:underline\" rel=\"nofollow noopener\" href=\"https:\/\/alba-ewaste.sg\/drop-off-at-collection-events\/\" target=\"_blank\">uarterly e-waste collections<\/a>, also known as e-drives.
