{"id":52784,"date":"2026-05-16T11:47:35","date_gmt":"2026-05-16T03:47:35","guid":{"rendered":"https:\/\/sgbuzz.com\/?p=52784"},"modified":"2026-05-16T11:47:35","modified_gmt":"2026-05-16T03:47:35","slug":"halal-certification-for-singapore-restaurants","status":"publish","type":"post","link":"https:\/\/sgbuzz.com\/?p=52784","title":{"rendered":"Halal certification for Singapore restaurants"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">SINGAPORE \u2013 <!-- -->Among the new additions to Singapore\u2019s halal food scene are a gyukatsu steakhouse, a samgyetang restaurant and the country\u2019s first fully halal food hall.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">With more than 4,000 establishments out of over 23,600 retail food establishments islandwide, the pool of halal-certified eateries here is getting bigger and <!-- -->more diverse,<!-- --> growing at a rate of 10 per cent each year, according to the Islamic Religious Council of Singapore (Muis).\u00a0<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Obtaining halal certification could involve recipe reconfigurations, rounds of auditing and copious documentation. In 2025, <!-- -->only<!-- --> 75 per cent of applications \u2013 for both new and renewing businesses \u2013 were approved.\u00a0So, what drives companies to go through the process?\u00a0<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cSometimes companies think, only 15 per cent of Singapore is Muslim, why bother to go halal? But Singapore society is unique. We play together, we work together,\u201d says Mr Azmi Abdul Samad, chief executive of HalalHub Consultants, which has helped brands such as Burger King and Subway obtain halal certification.\u00a0<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Even for Muslim-owned restaurants, there are advantages to getting certified. Ms Fathin Marican, a manager at another halal consultancy, HCS Consultants, points out that this allows restaurants to bid for big events on platforms such as GeBiz, the<!-- --> Government\u2019s<!-- --> e-procurement portal.\u00a0<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cCertification gives businesses a sense of credibility. The South Korean bakery-cafe chain obtained official halal certification in February. Ms Hana Lee, chief executive of Paris Baguette AMEA, says: \u201cWe have a vision of becoming the No. 1 <!-- -->bakery-cafe<!-- --> brand. It tells us there was genuine demand we hadn\u2019t been able to serve before.\u201d<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">So, your restaurant has decided to get certified. What now? As any consultancy worth i<!-- -->ts<!-- --> salt will warn, it is not as simple as removing pork and lard from the menu.\u00a0<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">First, business owners need to comb through their larders. Generally, ingredients can be divided into<!-- --> four broad risk categories: low, medium-low, medium-high and high.<!-- -->\u00a0<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Each category requires a different set of documents \u2013 from a general questionnaire for medium-low-risk items such as pasta or flour, for instance, to a Muis-recognised halal certificate for high-risk produce like meat and gelatine.\u00a0<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">After applicants submit the necessary documents, Muis will conduct a site audit. Businesses must ensure a minimum number of Muslim staff, and at least two employees have to attend the Halal Competency Assessment.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Muis says that the average processing time for applications is approximately 30 working days from the receipt of complete and accurate documentation, though some applications may require operational adjustments, such as ingredient reviews, during the assessment process.<b> <\/b><\/p>\n<p>It might also take businesses a while to make the necessary preparations before submitting an application, so the overall process could take several months, according to those which have attained certification.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">So far, Paris Baguette Singapore, which operates 28 stores nationwide, has forked out around $30,000 for courses, audit fees and other requirements. <!-- -->This works out to around $1,00<!-- -->0 an outlet \u2013 a cost Ms Lee says is worth it.<\/p>\n<figure class=\"landscape inline-media-wrapper\" data-testid=\"inline-media-test-id\">\n<div class=\"flex flex-col items-start relative w-fit\"><picture><source media=\"(max-width: 480px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/14b791ef9710a8c98b62a63b7829ebb43a24ce3818cb9b35d51b37c3e8a0a56a?w=480\"\/><source media=\"(min-width: 481px) and (max-width: 720px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/14b791ef9710a8c98b62a63b7829ebb43a24ce3818cb9b35d51b37c3e8a0a56a?w=720\"\/><source media=\"(min-width: 721px and max-width: 3999px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/14b791ef9710a8c98b62a63b7829ebb43a24ce3818cb9b35d51b37c3e8a0a56a?w=900\"\/><source media=\"(min-width: 4000px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/14b791ef9710a8c98b62a63b7829ebb43a24ce3818cb9b35d51b37c3e8a0a56a\"\/><img decoding=\"async\" src=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/14b791ef9710a8c98b62a63b7829ebb43a24ce3818cb9b35d51b37c3e8a0a56a\" alt=\"\" class=\"aspect-landscape flex items-start shrink-0 object-cover landscape article-landscape mobile:w-auto tablet:w-auto\" data-testid=\"image-test-id\" loading=\"lazy\"\/><\/picture><\/div><figcaption class=\"mobile:mx-16 tablet:mx-00 flex flex-col gap-08 py-16 desktop:pb-24\">\n<p class=\"font-eyebrow-baseline-regular text-secondary\" data-testid=\"inline-media-caption-test-id\">Consultants say many businesses have trouble hiring Muslim staff.<\/p>\n<p class=\"font-eyebrow-baseline-regular text-placeholder\" data-testid=\"inline-media-credit-test-id\">ST PHOTO: CHONG JUN LIANG<\/p>\n<\/figcaption><\/figure>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Beyond such expenses, there are other operational challenges to deal with. In Mr Azmi\u2019s experience, the biggest hurdle many of these already manpower-strapped businesses face is<!-- --> the hiring of Muslim staff<!-- -->.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cIt\u2019s a bit of a chicken-and-egg situation because Muslim staff might be hesitant to work in a place that is not officially <!-- -->halal-certified<!-- --> yet, but the establishment can\u2019t obtain certification without sufficient Muslim staff,\u201d <!-- -->he says<!-- -->.\u00a0<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Plus, adhering to halal regulations makes it difficult for Tim Hortons Singapore to hop on trends because it takes <!-- -->more time<!-- --> to source for <!-- -->suitable<!-- --> halal-certified suppliers to turn an idea into reality \u2013 by which time the hype might have evaporated.\u00a0<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Meanwhile, Gyusei Gyukatsu Wagyu Steakhouse, which opened in September 2025 and sells Singapore\u2019s first halal-certified A5 wagyu gyukatsu, has been somewhat impacted by having zero alcohol sales.\u00a0<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Given that alcohol is usually a strong contributor to restaurant margins, this was <!-- -->only<!-- --> to be expected, says Mr Ryan Wong, managing director of TK Group Singapore, which runs the restaurant in North Bridge Road.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Also,<!-- --> the procurement cost of halal-certified wagyu is 30 per cent higher<!-- --> than that of regular wagyu on average, due to the additional sourcing, certification and handling requirements.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Mr Wong says: \u201cHowever, our model has always been built around strong product value and a broader customer base.\u201d<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">He adds that the restaurant receives a balanced mix of Muslim and non-Muslim diners. \u201cWhat\u2019s encouraging is that the concept resonates beyond dietary requirements, and diners are coming for the quality of the wagyu and the uniqueness of the experience.\u201d\u00a0<\/p>\n<figure class=\"landscape inline-media-wrapper\" data-testid=\"inline-media-test-id\">\n<div class=\"flex flex-col items-start relative w-fit\"><picture><source media=\"(max-width: 480px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/48e5032281b0f9c379e4e9456c9b371134386c618ddb082220341371185f179a?w=480\"\/><source media=\"(min-width: 481px) and (max-width: 720px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/48e5032281b0f9c379e4e9456c9b371134386c618ddb082220341371185f179a?w=720\"\/><source media=\"(min-width: 721px and max-width: 3999px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/48e5032281b0f9c379e4e9456c9b371134386c618ddb082220341371185f179a?w=900\"\/><source media=\"(min-width: 4000px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/48e5032281b0f9c379e4e9456c9b371134386c618ddb082220341371185f179a\"\/><img decoding=\"async\" src=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/48e5032281b0f9c379e4e9456c9b371134386c618ddb082220341371185f179a\" alt=\"\" class=\"aspect-landscape flex items-start shrink-0 object-cover landscape article-landscape mobile:w-auto tablet:w-auto\" data-testid=\"image-test-id\" loading=\"lazy\"\/><\/picture><\/div><figcaption class=\"mobile:mx-16 tablet:mx-00 flex flex-col gap-08 py-16 desktop:pb-24\">\n<p class=\"font-eyebrow-baseline-regular text-secondary\" data-testid=\"inline-media-caption-test-id\">Chickata Cafe in Bedok sells halal \u201cmookata\u201d.<\/p>\n<p class=\"font-eyebrow-baseline-regular text-placeholder\" data-testid=\"inline-media-credit-test-id\">PHOTO: CHICKATA CAFE<\/p>\n<\/figcaption><\/figure>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Profit, though, is not a given. Chickata Cafe in Bedok, which brands its offerings as halal \u201cmookata\u201d, sans the \u201cmoo\u201d (pork in Thai), initially found itself caught between markets.\u00a0<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">When it opened in Jurong East in 2017<!-- -->, Muslim diners were put off by its red chairs \u2013 commonly associated with Chinese restaurants \u2013 and unfamiliar cuisine. \u201cThey didn\u2019t understand what we were serving, and would tell us there\u2019s no such thing as halal pork,\u201d recalls owner Jackeline Goh, 42.\u00a0<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Chinese customers, too, were reluctant to give the restaurant a shot because they were adamant that mookata had to include pork. \u201cWe could depend only on our friends and, even then, they were sceptical.\u201d\u00a0<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Though she and her husband Ng Wee Seng, 40, were eventually able to cultivate a loyal base of customers, they had to start from scratch when they moved their business to Bedok in October 2025.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cIt will take time for us to become reputable here, but so far, we\u2019ve <!-- -->received<!-- --> a lot of positive feedback,\u201d she says. To her relief, the company finally broke even in March.\u00a0<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Still, Ms Goh stands by her decision to serve halal food. \u201cIt\u2019s more meaningful this way. It makes me so happy to hear people thank us for doing this.\u201d\u00a0<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">As far as food is concerned, it is business as usual at Paris Baguette Singapore\u2019s outlets.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The brand removed pork and lard from its menu in 2021. And though its dough is now supplied by a halal-certified factory in Malaysia \u2013 which opened in 2025 and is owned by the brand \u2013 Ms Lee insists that quality and taste have remained consistent.\u00a0<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Besides, over the last four years, the company has progressively replaced ingredients like coffee and tea with halal-certified alternatives. \u201cAnd so far, we haven\u2019t received any feedback on this,\u201d she adds.\u00a0<\/p>\n<figure class=\"landscape inline-media-wrapper\" data-testid=\"inline-media-test-id\">\n<div class=\"flex flex-col items-start relative w-fit\"><picture><source media=\"(max-width: 480px)\" in 2023 with the intention to eventually obtain halal certification.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cWe\u2019ve just been tightening guidelines and making sure we take extra precaution when customers bring outside food into the outlets,\u201d says Ms Murni Ibrahim, head of operations at Tim Hortons Some faux pas she has observed include lunch promotions being offered during the Ramadan period and traditional foods served in the wrong format.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Ms Jumaiyah also hopes for a better distribution of halal restaurants. \u201cMost are concentrated in the Arab Street area or in the east. Where I live in Bishan, I definitely don\u2019t have as many options.\u201d\u00a0<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Which is why she urges those bothered by the \u201chalal-ification\u201d of certain brands to spare a thought for their Muslim friends and neighbours. \u201cWhen you go to a mall as a non-Muslim, you can eat almost everything there.
