{"id":52662,"date":"2026-05-16T00:09:39","date_gmt":"2026-05-15T16:09:39","guid":{"rendered":"https:\/\/sgbuzz.com\/?p=52662"},"modified":"2026-05-16T00:09:39","modified_gmt":"2026-05-15T16:09:39","slug":"govt-funding-for-gp-clinics-in-spore-rose-to-350m-in-2025","status":"publish","type":"post","link":"https:\/\/sgbuzz.com\/?p=52662","title":{"rendered":"Govt funding for GP clinics in S&#8217;pore rose to $350m in 2025"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">SINGAPORE \u2013 <!-- -->General practitioner (GP) clinics received more government funding following the launch of <a href=\"https:\/\/www.straitstimes.com\/singapore\/health\/4-things-to-know-about-healthier-sg?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">Singapore\u2019s preventive care strategy Healthier SG<\/span><\/a>, as these private clinics have had to play a larger role in delivering preventive and chronic healthcare.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The funds rose from $230 million in 2022 to about $350 million in 2025.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">This represents an average allocation of more than $140,000 for each clinic, Health Minister Ong Ye Kung<!-- --> <!-- -->said<!-- --> <!-- -->on May 15 at the <!-- -->Singapore Primary Care Conference<!-- -->.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Singapore is moving towards <a href=\"https:\/\/www.straitstimes.com\/singapore\/health\/greater-focus-on-preventive-care-to-rein-in-soaring-healthcare-costs-ong-ye-kung?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">preventive healthcare interventions<\/span><\/a>, where support is introduced earlier at the community level to delay functional decline and promote healthy longevity.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Under support programmes such as <!-- -->the Community Health Assist Scheme<!-- --> and Healthier SG, the Ministry of Health (MOH) pays grants and service fees directly to GP clinics.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Looking ahead, the trend in increased funding for GP clinics<!-- --> <!-- -->will continue.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cThis means that as revenue from medication mark-ups comes down because of competition and other factors, it can be made up, or more than made up, by government payments and service fees for population health,\u201d said Mr Ong, who is also Coordinating Minister for Social Policies.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cBut to deliver more preventive and chronic care, clinics will need new capabilities \u2013 and new ways of working.\u201d<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Many GPs are \u201csolopreneurs\u201d, with one clinician delivering most of the care, he said. But chronic care \u2013 especially for patients with <!-- -->more <!-- -->complex needs \u2013 takes a team.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Polyclinics have moved towards the \u201cteamlet\u201d care model, where chronic patients are cared for by a team of doctors, nurses and care coordinators.\u00a0<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Under this model of care, a recent internal MOH study found, chronic patients were more likely to keep up with recommended screenings and follow-ups, leading to fewer complications over time, said Mr Ong.<\/p>\n<figure class=\"landscape inline-media-wrapper\" data-testid=\"inline-media-test-id\">\n<div class=\"flex flex-col items-start relative w-fit\"><picture><source media=\"(max-width: 480px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/ac496de88ecb006da2d92656d18e93ce6fb702c0a80391b2385812e6010952e1?w=480\"\/><source media=\"(min-width: 481px) and (max-width: 720px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/ac496de88ecb006da2d92656d18e93ce6fb702c0a80391b2385812e6010952e1?w=720\"\/><source media=\"(min-width: 721px and max-width: 3999px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/ac496de88ecb006da2d92656d18e93ce6fb702c0a80391b2385812e6010952e1?w=900\"\/><source media=\"(min-width: 4000px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/ac496de88ecb006da2d92656d18e93ce6fb702c0a80391b2385812e6010952e1\"\/><img decoding=\"async\" src=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/ac496de88ecb006da2d92656d18e93ce6fb702c0a80391b2385812e6010952e1\" alt=\"Minister for Health Ong Ye Kung (right) chats with event participants at the Singapore Primary Care Conference on May 15\" class=\"aspect-landscape flex items-start shrink-0 object-cover landscape article-landscape mobile:w-auto tablet:w-auto\" data-testid=\"image-test-id\" loading=\"lazy\"\/><\/picture><\/div><figcaption class=\"mobile:mx-16 tablet:mx-00 flex flex-col gap-08 py-16 desktop:pb-24\">\n<p class=\"font-eyebrow-baseline-regular text-secondary\" data-testid=\"inline-media-caption-test-id\">Minister for Health Ong Ye Kung (right) chats with event participants at the Singapore Primary Care Conference on May 15.<\/p>\n<p class=\"font-eyebrow-baseline-regular text-placeholder\" data-testid=\"inline-media-credit-test-id\">ST PHOTO: MARK CHEONG<\/p>\n<\/figcaption><\/figure>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Primary care costs rose slightly, but savings from fewer hospitalisations and specialist visits more than offset this, he added.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">GPs can work towards the teamlet model by being a part of a primary care network, where private clinics collaborate with one another, and also by hiring additional healthcare staff.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">GPs\u2019 access to equipment that polyclinics have \u2013 such as X-rays, ultrasound or retinal cameras, which need heavy capital investment \u2013 will be widened.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">MOH will explore ways to enable the clinics\u2019 Healthier SG enrollees to have better access to subsidised ancillary and diagnostic services, either through community health posts (CHPs) or polyclinic services, Mr Ong said.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">GPs can also improve chronic care by tapping stronger support in the community.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Over the past few years, MOH has invested in CHPs and active ageing centres (AACs), where seniors can stay active, build social ties and receive lifestyle counselling, as well as frailty assessment and interventions. Agencies such as the Health Promotion Board and People\u2019s Association are also rolling out more healthy lifestyle activities in the community.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">GPs can be part of these efforts by connecting residents to the healthy lifestyle activities,<!-- --> <!-- -->as well as coordinating care with AACs or CHPs.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">GPs can help to<!-- --> \u201coperate a CHP or partner a CHP to enrol residents in healthcare\u201d and conduct health screening and frailty screening for seniors at an AAC, said Mr Ong.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">To facilitate this, MOH has worked with the Housing Board to rethink tenders for new GP clinics in housing estates to give greater weight to care quality, rather than price.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">In the past year, eight clinics were tendered out through a price-quality model and have received strong proposals from bidders. Winning price bids have been relatively stable \u2013 and at only a fraction of the record high price registered in 2025.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\"><a href=\"https:\/\/www.straitstimes.com\/singapore\/ong-ye-kung-dismayed-at-52k-bid-to-rent-tampines-hdb-clinic?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">A tender for a GP clinic in Tampines<\/span><\/a>, which closed in early 2025, received the record bid of $52,188, prompting the authorities to come up with the new tender approach for clinics.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Another change in Singapore\u2019s primary care system is the recognition of family medicine as a speciality to support preventive care. Since Nov 1, 2025, more than 220 family medicine specialists have been accredited by the Specialists Accreditation Board, Mr Ong said.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Primary care physicians act as gatekeepers to hospital services, he said.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Historically, primary care in Singapore functioned like \u201cone system, two sectors\u201d, Mr Ong said.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">While government-run polyclinics held about 10 per cent of primary care doctors, they shouldered close to half of the chronic workload. Conversely, private GPs, which comprised the bulk of primary care doctors, handled mostly acute cases such as coughs, colds and fevers.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">This has changed in recent years.
