{"id":46389,"date":"2026-04-22T05:44:39","date_gmt":"2026-04-21T21:44:39","guid":{"rendered":"https:\/\/sgbuzz.com\/?p=46389"},"modified":"2026-04-22T05:44:39","modified_gmt":"2026-04-21T21:44:39","slug":"no-room-for-reactive-governance-new-head-of-civil-service-calls-on-top-officers-to-innovate","status":"publish","type":"post","link":"https:\/\/sgbuzz.com\/?p=46389","title":{"rendered":"\u2018No room for reactive governance\u2019: New head of civil service calls on top officers to innovate"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">SINGAPORE &#8211;<!-- --> Singapore\u2019s top civil servants must have fresh thinking, innovative strategies and new capabilities, said Mr Chan Heng Kee, head of the civil service, on April 21. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">In his first public speech since <a href=\"https:\/\/www.straitstimes.com\/singapore\/civil-service-head-leo-yip-to-retire-on-april-1-2026-his-successor-is-chan-heng-kee?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">taking on the role on April 1,<\/span><\/a> Mr Chan said the playbook that served Singapore well in the past may prove inadequate for tomorrow\u2019s realities. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cThis calls for us to continuously look ahead, work across boundaries, and drive transformation within our own organisations,\u201d he said at <a href=\"https:\/\/www.straitstimes.com\/singapore\/politics\/govt-must-work-harder-to-continue-delivering-good-policies-in-challenging-global-environment-sm-lee?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">the annual Administrative Service dinner<\/span><\/a> <!-- --> held at the Marina Bay Sands Expo and Convention Centre<!-- -->.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">In doing so, administrative officers in Singapore must watch and decode seismic global shifts, and translate their understanding into policies that work and actions that matter, he said to an audience of about 300 people.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The changes include the crumbling international order, polarising forces seen in other societies that have eroded trust in government, and technological advances like artificial intelligence.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Mr Chan said the speed of change leaves no room for reactive governance and that Singapore cannot afford to wait for events or crises to force its hand. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cRather, we need to actively question assumptions, challenge established thinking, and evolve our methods proactively. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cWherever we work and whatever our role, this means adopting a long-term orientation that prepares for future challenges, even whilst we address today\u2019s urgent demands,\u201d said Mr Chan, who was Permanent Secretary for Defence before he succeeded Mr Leo Yip as civil service chief.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">To prepare for the challenges ahead, Mr Chan said the civil service is broadening exposure for administrative officers. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cUnderstanding policy alone is no longer sufficient; we must have a better grasp of how businesses are run, how communities function, and how global dynamics affect us,\u201d he said.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Currently, one in five administrative officers serves outside ministries, while two-thirds of senior leaders have gained operational experience in statutory boards, he added. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">About 50 administrative officers have undertaken private and non-profit sector attachments in the past five years, while others have gained international exposure through public service exchanges and overseas assignments.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cWe will work towards providing such opportunities to every admin officer,\u201d Mr Chan said.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Among those who took on an external attachment was Ms Yeo Wenshan, 42, now deputy chief executive (development) at the Singapore Land Authority.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">She<!-- --> <!-- -->spent a year with Shanghai Pudong Development Bank as an assistant general manager in 2022, after more than a decade in the public service in various roles including director of economic programmes at the Ministry of Finance (MOF). <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Based in Singapore for the role, she was involved in areas such as sustainability, technology, and asset and liability management. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Ms Yeo said her time in MOF made her acutely aware that Singapore\u2019s success depended on being relevant to the world.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">She then chose to be seconded to a listed financial institution that was growing rapidly in Asia, where she could see directly how decisions on growth, risk and capital were made \u2013 \u201cfrom the inside, not just as counterparty\u201d.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">She added: \u201cThere\u2019s no substitute for living and breathing what it looks from the other side. It sharpens your judgment as a policymaker and regulator.\u201d<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Her experience in the private firm gave her a deeper understanding of how markets and capital behave when under stress, Ms Yeo said.<\/p>\n<figure class=\"default inline-media-wrapper\" data-testid=\"inline-media-test-id\">\n<div class=\"flex flex-col items-start relative w-fit\"><picture><source media=\"(max-width: 480px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/2e622e07c7af8d20930381d4b2defeaca16e351b736318712711232456aebf24?w=480\"\/><source media=\"(min-width: 481px) and (max-width: 720px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/2e622e07c7af8d20930381d4b2defeaca16e351b736318712711232456aebf24?w=720\"\/><source media=\"(min-width: 721px and max-width: 3999px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/2e622e07c7af8d20930381d4b2defeaca16e351b736318712711232456aebf24?w=900\"\/><source media=\"(min-width: 4000px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/2e622e07c7af8d20930381d4b2defeaca16e351b736318712711232456aebf24\"\/><img decoding=\"async\" src=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/2e622e07c7af8d20930381d4b2defeaca16e351b736318712711232456aebf24\" alt=\"\" class=\"aspect-default flex items-start shrink-0 object-cover default article-default mobile:w-auto tablet:w-auto\" data-testid=\"image-test-id\" loading=\"lazy\"\/><\/picture><\/div><figcaption class=\"mobile:mx-16 tablet:mx-00 flex flex-col gap-08 py-16 desktop:pb-24\">\n<p class=\"font-eyebrow-baseline-regular text-secondary\" data-testid=\"inline-media-caption-test-id\">Ms Yeo Wenshan is one of 50 or so administrative officers who have undertaken private and non-profit sector attachments in the past five years.<\/p>\n<p class=\"font-eyebrow-baseline-regular text-placeholder\" data-testid=\"inline-media-credit-test-id\">ST PHOTO: ARIFFIN JAMAR<\/p>\n<\/figcaption><\/figure>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">In his speech, Mr Chan also highlighted the need to start embedding AI tools into daily routines and workflows.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">He said AI will be a key feature of upcoming public service transformation efforts, and called on senior leaders to lead by example by using the technology and guiding its adoption across agencies.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">There will also be a more systematic approach to developing leadership, he said, with regular 360-degree feedback assessments alongside coaching and leadership development workshops.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Mr Chan said that at the heart of administrative officers\u2019 responsibilities lies rigorous policy analysis and sound advice. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">This requires bringing intellectual honesty and rigour to their analyses, and standing by recommendations with conviction.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cSometimes, this may mean raising the difficult questions or presenting the uncomfortable facts or data,\u201d he added.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">He said policy cannot be crafted in a vacuum, and that it was important to understand the political context and the thinking of political leaders, and how they weigh the hopes and concerns of Singaporeans.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">This is not about second guessing, but rather about comprehending the environment, and developing proposals that give their policies the best chance of success, he added.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Said Mr Chan: \u201cOur role does not end with offering policy options.
