{"id":46157,"date":"2026-04-21T09:08:43","date_gmt":"2026-04-21T01:08:43","guid":{"rendered":"https:\/\/sgbuzz.com\/?p=46157"},"modified":"2026-04-21T09:08:43","modified_gmt":"2026-04-21T01:08:43","slug":"busans-ai-port-ambitions-will-it-rival-singapores-tuas-mega-port","status":"publish","type":"post","link":"https:\/\/sgbuzz.com\/?p=46157","title":{"rendered":"Busan\u2019s AI port ambitions: Will it rival Singapore\u2019s Tuas mega port?"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\"><span class=\"dateline\">BUSAN<\/span> <!-- -->\u2013<!-- --> South Korea\u2019s Busan port is aiming to be a fully automated, artificial intelligence-driven smart port at about the same time that <a href=\"https:\/\/www.straitstimes.com\/singapore\/tuas-mega-port-hits-milestone-of-handling-10-million-containers-since-opening?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">Singapore\u2019s Tuas mega port<\/span><\/a> will be completed around 2040.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">When both ports are completed, they will each have 66 berths capable of handling the next generation of ultra-large container vessels. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">There are other similarities already \u2013 both are major <!-- -->transhipment<!-- --> ports, with Busan currently the world\u2019s second-busiest transhipment port after Singapore, coming in at 14 million twenty-foot equivalent units (TEUs) to Singapore\u2019s 40 million TEUs.  <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Transhipment refers to the transfer of cargo between vessels at an intermediate port before it reaches the final destination.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">After completion, Busan port will double its current container handling capacity to nearly 40 million TEUs, while the new Tuas port is expected to have a handling capacity of 65 million TEUs, making it the world\u2019s largest fully automated seaport.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">But despite parallels in the push to scale up and automate port operations, Busan is not setting itself out to compete with Singapore\u2019s mega port. Rather, the South Korean port\u2019s direct competitors are the world\u2019s largest and third-largest port respectively \u2013 China\u2019s Shanghai and Ningbo-Zhoushan ports.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Observers say Busan and Singapore occupy fundamentally different competitive positions \u2013 shaped not only by geography and shipping routes, but also by exposure to geopolitical risks weighing on cargo flows.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Busan is South Korea\u2019s largest port and accounts for about 80 per cent of the country\u2019s total container cargo.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">As part of the southern city\u2019s ambitions, the Busan Port Authority (BPA) announced in February an investment plan totalling 892.1 billion won (S$<!-- -->770<!-- --> million) through 2030 to modernise port operations, of which 435 billion won is specifically targeted at AI-driven transformation.\u00a0<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The plan is also part of South Korea\u2019s larger push to become one of the world\u2019s top three AI powers, alongside the United States and China by 2030.\u00a0<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Busan\u2019s first fully automated port pier, operated by Dongwon Global Terminal Busan, was launched in April 2024 and can handle 4.5 million TEUs annually, contributing to a 30 per cent increase in logistics efficiency and productivity.\u00a0 <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Unlike Tuas mega port that was built entirely from scratch and can deploy full-scale automation, Busan\u2019s approach combines expansion with new construction, which makes end-to-end automation more difficult to achieve, BPA\u2019s director of public relations, Mr Kim Ho-seok, told The Straits Times in an interview on April 14.\u00a0<\/p>\n<figure class=\"landscape inline-media-wrapper\" data-testid=\"inline-media-test-id\">\n<div class=\"flex flex-col items-start relative w-fit\"><picture><source media=\"(max-width: 480px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/0ae3042192794c5efb5c95de1d39c26ed4feb8d0b776cf77189786766619cdc1?w=480\"\/><source media=\"(min-width: 481px) and (max-width: 720px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/0ae3042192794c5efb5c95de1d39c26ed4feb8d0b776cf77189786766619cdc1?w=720\"\/><source media=\"(min-width: 721px and max-width: 3999px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/0ae3042192794c5efb5c95de1d39c26ed4feb8d0b776cf77189786766619cdc1?w=900\"\/><source media=\"(min-width: 4000px)\" srcset=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/0ae3042192794c5efb5c95de1d39c26ed4feb8d0b776cf77189786766619cdc1\"\/><img decoding=\"async\" src=\"https:\/\/cassette.sphdigital.com.sg\/image\/straitstimes\/0ae3042192794c5efb5c95de1d39c26ed4feb8d0b776cf77189786766619cdc1\" alt=\"When the neighbouring Jinhae New Port and Gadeokdo New Airport are completed in 2040, Busan is aiming to become the logistics heart of Northeast Asia.\" class=\"aspect-landscape flex items-start shrink-0 object-cover landscape article-landscape mobile:w-auto tablet:w-auto\" data-testid=\"image-test-id\" loading=\"lazy\"\/><\/picture><\/div><figcaption class=\"mobile:mx-16 tablet:mx-00 flex flex-col gap-08 py-16 desktop:pb-24\">\n<p class=\"font-eyebrow-baseline-regular text-secondary\" data-testid=\"inline-media-caption-test-id\">When the neighbouring Jinhae New Port and Gadeokdo New Airport are completed in 2040, Busan aims to become the logistics heart of North-east Asia.<\/p>\n<p class=\"font-eyebrow-baseline-regular text-placeholder\" data-testid=\"inline-media-credit-test-id\">PHOTO: DONGWON GLOBAL TERMINAL BUSAN<\/p>\n<\/figcaption><\/figure>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">He added that Busan and Singapore serve primarily different shipping traffic and are therefore not direct competitors.\u00a0<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">While Singapore dominates intercontinental transhipment flows, Busan aggregates and redistributes cargo within North-east Asia.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cBusan port is the last port for transpacific routes heading primarily from Asia to the Americas. So it serves as a key consolidating point for cargo from the surrounding areas to be shipped to the next destination. Singapore is the last port linking Asia and Europe, so while it performs the same function, just think of it as a different fishing ground,\u201d said Mr Kim.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Busan\u2019s heavy reliance on China-origin transhipment cargo leaves it more vulnerable to geopolitical shocks, says Sungkyul University\u2019s Associate Professor Jeon Jun-woo, a global logistics expert.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Port competitiveness hinges on cargo volume, but the potential decline in US-China trade as a result of an ongoing tariff war \u2013 compounded by the slowdown in Japan-China trade because of political tensions <!-- -->\u2013<!-- --> limits the potential in transhipment cargo growth for Busan, he told ST.\u00a0<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cIn the absence of a strong and growing cargo base, infrastructure expansion alone is unlikely to meaningfully narrow the competitiveness gap with Singapore,\u201d said Prof Jeon.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">He added that for Busan, the most immediate competitive pressure comes from major Chinese ports such as Shanghai, Ningbo-Zhoushan and Qingdao.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cAs these ports continue to improve in operational efficiency and cost-competitiveness, there is a possibility that shipping lines may increasingly rely on them as primary hubs, potentially repositioning Busan as a feeder port rather than a central hub,\u201d said Prof Jeon. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">And while Busan\u2019s proximity to the Arctic shipping corridor poses a geographical advantage over Singapore, Prof Jeon <!-- -->said<!-- --> it is<!-- --> still<!-- --> premature to assess whether it would eventually increase Busan\u2019s port competitiveness.\u00a0The Arctic shipping route, also <a href=\"https:\/\/www.businesstimes.com.sg\/international\/global\/when-arctic-opens-what-happens-singapore?ref=inline-article\" rel=\"nofollow noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">known as the Northern Sea Route<\/span><\/a>, is a shorter but ice-dependent corridor along Russia\u2019s Arctic coast linking North-east Asia and Europe.\u00a0<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">While already navigable on a seasonal basis, it is only expected to become commercially viable around the year 2040 as ice conditions ease and supporting infrastructure develops.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cThe Arctic route\u2019s primary applications are likely to remain in areas such as energy transportation, military use, and fisheries.
