{"id":46131,"date":"2026-04-21T07:05:44","date_gmt":"2026-04-20T23:05:44","guid":{"rendered":"https:\/\/sgbuzz.com\/?p=46131"},"modified":"2026-04-21T07:05:44","modified_gmt":"2026-04-20T23:05:44","slug":"malaysian-starts-petition-against-absenteeism-in-parliament","status":"publish","type":"post","link":"https:\/\/sgbuzz.com\/?p=46131","title":{"rendered":"Malaysian starts petition against absenteeism in Parliament"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\"><span class=\"dateline\">KUALA LUMPUR<\/span> &#8211; <!-- -->For activist Roshinee Mookaiah, the last straw came on March 2.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">A <a href=\"https:\/\/www.straitstimes.com\/asia\/se-asia\/malaysian-parliament-falls-short-of-two-thirds-majority-to-cap-pms-term-at-10-years?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">constitutional amendment to cap the prime minister\u2019s tenure to 10 years<\/span><\/a> was expected to be passed that day, given that the Anwar Ibrahim government enjoys a two-thirds majority in Parliament. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">However, the bid fell short of the 148 votes required by just two \u201cayes\u201d, and the absence of 32 MPs, including eight government backbenchers, was seen as a key factor.  <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Parliamentary absenteeism has long been a bugbear for Malaysians, but this time, Ms Roshinee, 32, decided enough is enough and is pursuing a little-known avenue to force MPs to improve their attendance: a parliamentary petition.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">She has the help of a few friends, and needs to collect 500 signatures from Malaysians\u00a0and find an MP willing to sponsor the petition\u2019s tabling in Parliament.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cI don\u2019t have any funding. We spent a few hundred ringgit of our own money to make placards and print out stickers and the sheets to collect the signatures,\u201d she said after braving both the sun and rain on April 18 in front of Merdeka Square in the centre of Kuala Lumpur.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">At present, if Malaysian MPs are absent for a period of six months, Parliament can, but is not required to, declare their seats vacant.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The petition calls for stricter guidelines \u2013 <!-- -->reducing the permissible time span for absenteeism, citing examples like Singapore and Australia where seats must be vacated if the MP is truant for two months<!-- --> \u2013 and disciplinary action including cutting salaries and allowances for not attending parliamentary sittings.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Despite promoting her petition \u2013 dubbed \u201cDilarang Ponteng Parlimen\u201d, meaning no skipping Parliament \u2013 only on her social media accounts, Ms Roshinee and her friends secured 425 signatures in the seven hours they were stationed beside the historic Sultan Abdul Samad Building<!-- --> in front of Merdeka Square on April 18<!-- -->.<\/p>\n<p><iframe class=\"responsive-iframe-base instagram instagram-embed\" title=\"instagram embed\" scrolling=\"no\" src=\"https:\/\/www.instagram.com\/p\/DXJqJUfAQ4x\/embed\/captioned\/?omitscript=true\" allowfullscreen=\"\" allow=\"accelerometer;falseclipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share;\" loading=\"eager\" data-testid=\"responsiveIframe\"><\/iframe><\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">A parliamentary petition has been used only once previously, in 2020, when the All Women\u2019s Action Society, a non-profit organisation, pushed for much-delayed anti-sexual harassment laws to be passed.\u00a0<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Although the Attorney-General\u2019s Chambers found that some of the 500 signatories were invalid, then Batu Kawan MP Kasthuri Patto was allowed to read out the petition in December 2020.\u00a0More than two decades after it was first mooted, the Anti-Sexual Harassment Act was finally gazetted in 2022.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Ms Roshinee, an international development consultant by vocation and political content creator by passion, plans to stage another collection of signatures on April 26 and hopes to cross the 500 mark then \u2013 she has set a new target to gather 1,000 backers.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">She said almost all the signatures she collected on April 19 were from people who\u00a0had specifically come to sign the petition, most of whom were young Malaysians.  Many had travelled for up to an hour simply to sign it; some handed over pages of signatures they had collected from friends and family.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cThey signed because they agreed we shouldn\u2019t let our MPs <i>ponteng<\/i>,\u201d said Ms Nicole Gan, 26, who travelled from Sungai Buloh to deliver 15 signatures, including those of her friends. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cBut some, like my friends\u2019 parents, were quite sceptical, asking, \u2018Who is Roshinee? What makes you think you can trust her and that she won\u2019t abuse your personal info?\u201d\u2019<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Mr Syawal Azhar, who was selling ice cream on a motorbike, approached Ms Roshinee\u2019s group out of curiosity and was convinced to put his name down.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cWe voted for the MPs and we pay taxes (that fund) their salaries, allowances and benefits. A dozen MPs have managed perfect attendance.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Beyond targeting MPs\u2019 absenteeism, the campaign behind the petition has also cast a light on how anachronistic Malaysia\u2019s democratic practices can be, as well as the public\u2019s<!-- --> <!-- -->desire to be involved in the political process beyond voting.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">As it stands, petitioners and signatories can come from across Malaysia, but signatures must be collected in person. Mailing the forms is an option, but most citizens are reluctant to provide their home addresses for political action due to safety concerns. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cPeople are already consuming most of their information online and are asking me why this (petition) isn\u2019t online. I\u2019m glad they\u2019re asking that. Citizens want to participate, but they are not accommodated,\u201d Ms Roshinee said, adding that such petitions can be lodged online in Britain.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cThe purpose is simply to get MPs to go to work. Isn\u2019t it ridiculous that we are going through all these loopholes to do something so basic?\u201d she added.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Given the effort taken by most of her signatories, she feels \u201cit would be such a loss\u201d if it ends with just this petition. She has prepared an interest form \u2013 with a QR code, of course, not pen and paper \u2013 for further engagement, such as workshops on \u201chow else we can engage with the political process\u201d.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Marine mammal conservationist Chok Jai Xuan, 24, who travelled from Puchong<!-- -->, about 45 minutes away,<!-- --> to sign the petition, said:  \u201cI feel that finally there\u2019s a channel to feel empowered and it\u2019s better than doing nothing.
