The focus is no longer on experimentation, but on scaling adoption across the economy and embedding AI into how different industries operate. The Budget 2026 announcement and the formation of the National AI Council reflect this shift.

Whilst the government has laid a strong foundation, the real impact will depend on how effectively businesses translate ambition into measurable outcomes.

This shift matters because AI is no longer sitting at the edges of business but becoming part of everyday operations across industries. Recent reports show that Singapore’s digital economy reached $128.1b in 2024, accounting for 18.6% of GDP. More than two-thirds of that value came from non-infocom sectors, with finance and insurance, wholesale trade, and manufacturing amongst the largest contributors.

This signals that AI is no longer viewed purely as a technology solution, but a core component of how the broader economy works.

Adoption is also accelerating rapidly. AI uptake among SMEs tripled from 4.2% in 2023 to 14.5% in 2024, whilst adoption amongst non-SMEs rose from 44% to 62.5%. Whilst this momentum is encouraging, speed also creates new risks. Too many organisations are moving quickly to test AI tools without giving equal attention to the infrastructure required to support them.

In simple terms, many businesses are trying to build a smarter economy on foundations designed for a simpler one.

This is where the conversation needs to change. The real constraint on scaling AI is not access to tools, but whether the underlying infrastructure can support how AI works. AI places heavier demands on connectivity, data movement, latency, security, and resilience. If those foundations are weak, businesses may still launch pilots and proofs of concept, but they will struggle to scale them reliably and securely across operations.

Infrastructure, therefore, cannot be treated as an afterthought. Leaders who view AI as a software layer risk underestimating what it takes to convert experimentation into productivity. In many cases, the challenge is not a lack of ambition, but a mismatch between what the business expects AI to deliver, and what the existing environment can realistically support.

We are already seeing signs of this tension emerging. Reports show that firms are using AI across multiple business functions – on average, SMEs use it in three functions, whilst non-SMEs use it in five. Most are still relying on off-the-shelf tools, whilst others are starting to adopt more domain-specific and customised solutions. As use cases spread, so do the demands on infrastructure. What began as an isolated deployment can quickly become harder to manage when data, applications, and users are distributed across different environments.

This is why an outcome-led approach matters. Rather than starting with the question, “How do we deploy more AI?”, businesses should ask, “What outcomes are we trying to improve?”

Whether the goal is faster decision-making, stronger operational visibility, reduced downtime, or more resilient customer services, clarity on outcomes enables sharper infrastructure decisions. Investments in connectivity, cloud, edge, and security can then be aligned to business needs, rather than added reactively as problems arise.

That discipline is especially important for SMEs. Singapore has made meaningful progress in broadening digital adoption, creating a strong base for AI growth. However, smaller businesses will not fully realise the benefits if adoption remains limited to entry-level tools or isolated use cases. They need the confidence and capability to connect to robust digital infrastructure and trusted ecosystems. That is what helps AI move from curiosity to commercial value.

Moving forward, Singapore is well-positioned to continue growing and innovating. Beyond the Budget measures announced, government agencies have consistently emphasised investment in next-generation digital infrastructure, stronger digital resilience, and wider AI adoption across the economy. This reflects an understanding that growth in the AI era depends not only on innovation itself, but on the systems that allow innovation to operate securely and at scale.

Trust will play a central role in this next phase. As AI becomes more deeply embedded in operations, the cost of outages, weak visibility, or poor security increases. Resilience is no longer just about keeping systems online, but about ensuring businesses can continue to operate well under pressure. If AI is to be a durable engine of growth, security and infrastructure cannot be treated as separate conversations.

Ultimately, the next phase of Singapore’s digital transformation will not be defined by how many businesses say they are using AI, but by how many can use it well, at scale, and with confidence. This is when infrastructure makes a decisive difference. The countries and companies that succeed will be those that treat AI as part of a broader operating environment, rather than a standalone capability.

Singapore has the ambition, policy support, and market readiness to lead. To close the gap between pilot and impact, businesses must match their AI investments with the same level of seriousness in connectivity, resilience, and security.

Without that foundation, AI risks becoming another layer of complexity instead of a true driver of growth.

Growth depends not only on innovation, but on the systems that allow it to operate securely and at scale.
