{"id":42541,"date":"2026-04-07T23:40:40","date_gmt":"2026-04-07T15:40:40","guid":{"rendered":"https:\/\/sgbuzz.com\/?p=42541"},"modified":"2026-04-07T23:40:40","modified_gmt":"2026-04-07T15:40:40","slug":"indonesia-charges-19-in-baby-trafficking-ring","status":"publish","type":"post","link":"https:\/\/sgbuzz.com\/?p=42541","title":{"rendered":"Indonesia charges 19 in baby trafficking ring"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\"><span class=\"dateline\">BANDUNG, West Java<\/span> <!-- -->\u2013<!-- --> Indonesian prosecutors on April 7 charged 19 people accused of sending infants to cities across the country and overseas, including to Singapore, in what the authorities described as one of <a href=\"https:\/\/www.straitstimes.com\/asia\/se-asia\/nine-arrested-in-north-sumatra-over-alleged-baby-trafficking?ref=inline-article\" rel=\"nofollow noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">Indonesia\u2019s largest trafficking cases in recent years<\/span><\/a>. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Earlier, the defendants \u2013 18 of them women \u2013 filed into Indonesia\u2019s Bandung District Court in a single line, dressed in white shirts and orange detainee vests. Several of them lowered their heads or shielded their faces from cameras outside. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">At the centre of the case is Lie Siu Luan, 70, known as Lily, who police investigators described as the ringleader. She was arrested in July 2025 at Soekarno-Hatta International Airport upon returning from Singapore, according to reports. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The case is spread across nine indictments involving the 19 defendants. This charge carries a maximum penalty of 15 years in prison and a fine of up to 600 million rupiah. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Dr Sendi Sanjaya, a lawyer representing Lie, said prosecutors had brought the charges based on allegations of baby abduction, but he rejected the claims as inaccurate, arguing that the cases involved the consent of the babies\u2019 parents. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cWe do not want anyone to be punished for something she did not do,\u201d Dr Sanjaya told ST after the hearing on April 7. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">He said Lie had acted in good faith, intending to place the babies with higher-income families. Payments to birth parents ranged from nine million rupiah to 11 million rupiah for boys and 10 million rupiah to 15 million rupiah for girls. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Lie is described in the indictment as an adoption agent in Indonesia who carried out the sale of babies originating from Bandung. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">She is said to have received babies from recruiters and arranged the preparation of documents required for adoption, including birth certificates, identity cards, family registers and passports. In some cases, infants were effectively \u201creserved\u201d while still in the womb. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The operations relied on falsified administrative records. Babies were allegedly added to households\u2019 Kartu Keluarga, or family cards, using fake birth certificates. These documents were then used to obtain passports from the Pontianak immigration office in West Kalimantan. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The cards, issued by Indonesia\u2019s Civil Registry Office, record key information about all members of a household and are required for passports, school enrolment, marriage registration and healthcare. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Infants from Bandung, Sukabumi and Cianjur in West Java were transported to Jakarta, then to Pontianak for documentation, before being returned to Jakarta and flown overseas, including to Singapore, police said. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Earlier speculation suggested the babies were moved through land crossings via Johor Bahru, Malaysia, though police later said they were flown directly from Jakarta to Changi Airport. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Senior Commissioner Ade Sapari, West Java police\u2019s director of special crimes, told ST on Jan 14 that the ring selected babies based on appearance, with those considered \u201cgood-looking\u201d sent overseas, including to Singapore, while others were sold within Indonesia. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Three Singapore adoption agents, identified by their initials \u2013 Mr T.N., Mr P.T. and Mrs E.G. \u2013 were allegedly involved, West Java police spokesman Hendra Rochmawan told ST on Jan 22. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The case surfaced in July 2025 when Indonesian authorities detained about a dozen suspects in West Java. On Jan 9, Indonesia and Singapore said they were working together to review the allegations, with Singapore authorities contacting affected adoptive parents. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Indonesia\u2019s adoption laws are strict. Prospective parents must be married, aged between 30 and 55, financially stable and approved by the Ministry of Social Affairs. Overseas adoption is largely prohibited, though foreigners who have lived in Indonesia for at least two years may adopt, subject to stringent requirements. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Analysts said economic pressures on mothers, gaps in civil registration systems and strict adoption rules have created conditions for illicit markets to thrive.
