{"id":42503,"date":"2026-04-07T20:14:40","date_gmt":"2026-04-07T12:14:40","guid":{"rendered":"https:\/\/sgbuzz.com\/?p=42503"},"modified":"2026-04-07T20:14:40","modified_gmt":"2026-04-07T12:14:40","slug":"new-laws-for-singapore-malaysia-rts-link","status":"publish","type":"post","link":"https:\/\/sgbuzz.com\/?p=42503","title":{"rendered":"New laws for Singapore-Malaysia RTS Link"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">SINGAPORE \u2013<!-- --> The details of how Singapore and Malaysia will handle incidents on the upcoming Johor Bahru-Singapore Rapid Transit System (RTS) Link were set out in a new Bill tabled in Parliament on April 7. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The Cross-Border Railways (Border Control Co-Location) Bill, introduced by Law Minister and Second Minister for Home Affairs Edwin Tong, also outlines the powers that Malaysian immigration officers based in Singapore will have.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The arrangements are reciprocal, also applying to Singapore\u2019s officers based in Malaysia.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\"><a href=\"https:\/\/www.straitstimes.com\/business\/economy\/win-win-for-spore-and-malaysia-hope-and-caution-in-johor-as-rts-link-takes-shape?ref=inline-article\" rel=\"nofollow noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">The RTS Link, which is slated to start operations at the end of 2026,<\/span><\/a> will run daily between Bukit Chagar station in Johor Bahru and Woodlands North MRT station. Trains<!-- --> <!-- -->can carry up to 10,000 passengers per hour in each direction, at speeds of up to 80kmh.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Passengers will clear immigration only at the point of boarding. This means that both countries will have Customs, immigration and quarantine (CIQ) facilities at the two RTS Link stations, with immigration officers from each side deployed at the other country\u2019s station.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The Bill provides for designated areas at Woodlands North MRT station to serve as Malaysia\u2019s CIQ zone. Malaysian border laws will apply there, allowing Malaysian officers to conduct checks on passengers and goods entering Malaysia, said the Ministry of Home Affairs (MHA) in a statement. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">However, Singapore law will still apply within these zones. MHA added that only Malaysian officers formally recognised by Singapore can operate in these zones, and that such recognition may be revoked without giving a reason.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Within the designated areas, Malaysian officers can check travel documents, screen travellers, and turn away people or goods not allowed into Malaysia, MHA said. However, these powers are limited.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Malaysian officers cannot make arrests in Singapore. If they detain a person or seize an item, they must hand them over to Singapore officers as soon as possible, MHA said. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The Bill also grants Malaysian officers legal protection while on duty in Singapore. For example, incidents in Malaysia\u2019s designated areas at Woodlands North station will be handled by the Singapore authorities, while Malaysia will handle incidents in Singapore\u2019s designated areas at Bukit Chagar station.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">For cross-border incidents, such as on trains travelling between the two countries, both sides can respond. Singapore officers, including those from the police or civil defence force, may act in Malaysia in emergencies to save lives or limit damage.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Malaysian officers may do the same in Singapore under similar conditions. However, neither side\u2019s officers can make arrests in the other country, MHA said. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Both countries have also jointly developed procedures for such situations. \u201cTaken together, these laws and (procedures) will enable effective response to cross-border incidents and help keep travellers safe,\u201d said MHA. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The Bill also covers criminal cases on trains or tracks between the two countries. While both sides will have the authority to investigate, the country where the journey ends has the first right to act, MHA said.
