{"id":37966,"date":"2026-03-20T23:34:40","date_gmt":"2026-03-20T15:34:40","guid":{"rendered":"https:\/\/sgbuzz.com\/?p=37966"},"modified":"2026-03-20T23:34:40","modified_gmt":"2026-03-20T15:34:40","slug":"no-public-funds-for-ageing-condo-lift-maintenance","status":"publish","type":"post","link":"https:\/\/sgbuzz.com\/?p=37966","title":{"rendered":"No public funds for ageing condo lift maintenance"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">SINGAPORE &#8211; <a href=\"https:\/\/www.straitstimes.com\/singapore\/some-ageing-condos-in-singapore-struggle-with-failing-infrastructure-inadequate-sinking-funds?ref=inline-article\" rel=\"nofollow noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">Ageing condominiums<\/span><\/a> and other private buildings will not get to use public funds for renovation and redecoration (R&amp;R) works, or for lift maintenance, said the Building and Construction Authority (BCA) in a Facebook post published on March 20. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">It reiterated that any government co-funding will be targeted at safety upgrades for older lifts, to add safety features that were not available when they were installed.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">These include systems to prevent lifts from moving unless the doors are fully closed and secured, or to automatically stop them if they move upwards too quickly.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cWe do not intend for (co-funding) to be used to support R&amp;R and maintenance works, or to pay for the costs of general lift repairs or lift replacements,\u201d BCA said. \u201cSuch costs should be funded from the private development\u2019s sinking and maintenance funds.\u201d<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">It put up the Facebook post a day after The Straits Times\u2019 podcast The Usual Place <a href=\"https:\/\/www.straitstimes.com\/singapore\/should-the-government-fund-ageing-condo-repairs?ref=inline-article\" rel=\"nofollow noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">aired an episode on the topic<\/span><\/a>.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The episode discussed whether the Government should partially fund safety upgrades in ageing condominiums, especially if management corporation strata titles (MCSTs) have not been prudent in saving for them. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The topic came under the spotlight on March 4, when Second Minister for National Development Indranee Rajah <a href=\"https:\/\/www.straitstimes.com\/singapore\/politics\/ageing-condos-could-get-help-to-fix-estate-problems-maintain-sinking-funds-under-new-proposal?ref=inline-article\" rel=\"nofollow noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">announced these potential changes in Parliament<\/span><\/a> during the debate on her ministry\u2019s budget.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">At the time, she had stressed the importance of ensuring that older lifts and escalators keep pace with modern safety standards, and added that more details will be shared when ready.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">During the podcast episode, the topic of whether the Government is \u201cbailing out\u201d such developments was brought up.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cI wouldn\u2019t call it a bailout. A bailout is in a situation where they just have no money,\u201d said lawyer and partner at Lee &amp; Lee Daniel Chen, a guest on the podcast.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cHow I see it is (as) government expenditure for public good. It is not the case that just because this is a private estate, there\u2019s no public good to anything that is done within it.\u201d<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">BCA said in its Facebook post that the proposed changes were not a bailout, adding: \u201cProperty owners remain responsible for the upkeep and maintenance of their private developments.\u201d<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The money for such maintenance and improvement works \u2013 including all other forms of lift upgrading and replacements \u2013 will still come from MCSTs, it said.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">More than 1,000 of the 3,750 private residential developments in Singapore are at least 30 years old.
