{"id":37527,"date":"2026-03-19T09:53:36","date_gmt":"2026-03-19T01:53:36","guid":{"rendered":"https:\/\/sgbuzz.com\/?p=37527"},"modified":"2026-03-19T09:53:36","modified_gmt":"2026-03-19T01:53:36","slug":"bridging-the-grey-area-malaysian-workers-who-commute-to-singapore-welcome-new-insurance-scheme","status":"publish","type":"post","link":"https:\/\/sgbuzz.com\/?p=37527","title":{"rendered":"Bridging the \u2018grey area\u2019: Malaysian workers who commute to Singapore welcome new insurance scheme"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\"><span class=\"dateline\">JOHOR BAHRU <\/span>\u2013<!-- --> Every week, social worker <!-- -->Muhammad Fariezatul Ahmed<!-- --> rides his motorcycle <a href=\"https:\/\/www.straitstimes.com\/asia\/se-asia\/in-malaysia-regular-commuters-to-singapore-hope-for-lower-rts-fare?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">across the Causeway into Singapore<\/span><\/a> \u2013 not to work, but to help Malaysians injured in road accidents on their daily commute. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Many are fellow motorcyclists crossing the border daily for higher-paying jobs. Too often, he finds they are\u00a0unaware of their insurance coverage, under-insured, or completely unprotected for their daily commute. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cIt\u2019s a worrying trend. We receive calls for help almost every day&#8230; <!-- -->Every<!-- --> month, at least one person dies on the way to work or on the way home. When they get into an accident, they don\u2019t know what to do,\u201d said the 35-year-old Johorean based in Tebrau. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">A full-time employee with Johor Bahru-based NGO Singapore Accident Help Centre (<!-- -->SAHC<!-- -->), he assists those affected with applying for financial aid and accessing pro bono\u00a0legal support, as well as <!-- -->repatriation services<!-- -->. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">That coverage gap may soon narrow. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Malaysia plans to introduce a new <a href=\"https:\/\/www.straitstimes.com\/asia\/se-asia\/new-insurance-scheme-to-cover-malaysians-working-in-singapore?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">insurance scheme specifically for its citizens working in Singapore<\/span><\/a>, covering them during their daily cross-border commute \u2013 a longstanding blind spot in protection. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Announced on Feb 5 by Human Resources Minister R. Ramanan, the proposed Traveller Scheme<!-- --> (Skim Pengembara)<!-- --> aims to insure the roughly 400,000 Malaysians who travel daily between Johor and Singapore, beyond their working hours. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The<!-- --> cross-border worker protection<!-- --> scheme<!-- --> for Malaysians<!-- --> is expected to be ready by the <!-- -->second quarter of 2026<!-- -->,<!-- --> with the authorities reviewing related laws to align with international labour standards,<!-- --> <!-- -->local media reported<!-- -->. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">The need is clear. Hundreds of thousands of Malaysians cross the land border each day, many on motorcycles \u2013 one of the cheapest and fastest ways to beat congestion. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Singapore estimates that between 300,000 and 400,000 people pass through<!-- --> its two land checkpoints<!-- --> daily, making the Causeway one of the busiest land crossings in the world. In 2024, about 77,000 foreign-registered vehicles entered Singapore daily, 82 per cent of them motorcycles. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">But the commute comes with risks. <!-- -->SAHC<!-- --> recorded 48 deaths in 2024 from accidents involving Malaysian workers travelling to and from Singapore, and 54 in 2025, based on cases it handled. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Workers say the new scheme could provide much-needed peace of mind. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Mr Izzat Rozali, 36, who travels from Gelang Patah to Tuas for work, already pays for personal accident and life insurance in Malaysia. Still, he welcomes the move. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cI think the new insurance scheme is something like what we (already) have in Malaysia, something like <!-- -->SOCSO<!-- -->,\u201d he said, referring to the government-mandated safety net Social Security Organisation. \u201cI support it, but it\u2019s still too early to see how it will be implemented.\u201d <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">SOCSO or Perkeso is a Malaysian government agency established in 1971 that provides social security protection for <!-- -->employees<!-- --> against workplace injuries, diseases, accidents and death. It mandates monthly contributions from both employers and employees to fund benefits like medical care and cash payments for temporary or permanent disability. While it was traditionally associated with lower-wage earners, the wage ceiling for contributions has recently been increased to broaden coverage.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Mr Nathan Krishna, 40, who commutes daily from Iskandar Puteri in Johor to an aircraft engineering firm in Changi, said many workers are unclear about their coverage. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cThey don\u2019t know the limits of coverage provided by their employers, and may not have their own insurance,\u201d he said, adding that the planned insurance scheme will at least give commuting workers some basic protection. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Motorists<!-- --> flagged the\u00a0Causeway,\u00a0Second Link, SLE,\u00a0BKE and\u00a0AYE\u00a0as high-risk zones during peak periods. Across the border, the Eastern Dispersal Link and Pasir Gudang Highway are similarly recognised as accident-prone stretches within the JB district.<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Mr Wilson Lee, who works for a port operator in Johor, said: \u201cApart from being poorly maintained, these roads are frequently congested and see a massive presence of heavy vehicles, which makes it risky for motorcyclists.\u201d<\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Part of the problem lies in how protection is split across borders. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">In Singapore, employers of work permit and S Pass holders must give their workers medical <a href=\"https:\/\/www.straitstimes.com\/singapore\/employers-must-provide-medical-insurance-coverage-of-at-least-60000-for-maids-migrant-workers-from-july?ref=inline-article\" rel=\"noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">insurance coverage<\/span><\/a> with an annual claim limit of at least $60,000. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Under Singapore\u2019s Work Injury Compensation Act or <a href=\"https:\/\/www.mom.gov.sg\/workplace-safety-and-health\/work-injury-compensation\/eligible-claims?ref=inline-article%23%3A%7E%3Atext%3DThe+Work+Injury+Compensation+Act+%28WICA%29+covers%2Cor+public+transport+between+home+and+workplace#:~:text=The%20Work%20Injury%20Compensation%20Act%20(WICA)%20covers,or%20public%20transport%20between%20home%20and%20workplace\" rel=\"nofollow noopener\" class=\"gap-x-04 items-center inline text-primary-60 select-auto\" aria-label=\"link\" target=\"_blank\" data-testid=\"custom-link\"><span class=\"font-body-baseline-regular inline\" data-testid=\"paragraph-test-id\">WICA<\/span><\/a>, workers are generally not covered for accidents that occur while commuting in their own vehicles, a friend\u2019s car, or on public transport<!-- --> between home and their workplace, as this is not considered to be \u201cin the course of employment\u201d<!-- -->. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Financial adviser <!-- -->Carlos Lee<!-- --> said this leaves many workers exposed. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cGenerally, workers are not covered for their commute to and from work,\u201d he said. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cBut some employers may want to better protect their workers by purchasing an extension on the existing plans for their employee that covers the journey to and from work,\u201d he added. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">This creates a \u201cgrey area\u201d for cross-border workers \u2013 particularly when accidents occur outside Singapore or beyond working hours. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Ms Janey Wong, chief operating officer of SAHC, said such confusion is common. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cMany cases we hear of, they (Malaysians) get caught in an accident (in Singapore) and the immediate reaction is to want to go home&#8230; they are afraid that the hospital bills in Singapore will be more expensive,\u201d she said. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">One such case is of Mr Loqman Hussen, 26, a kitchen assistant in Tuas, who was injured on March 10 while riding from his home in Gelang Patah to work. He had cleared Malaysian immigration but had not yet entered Singapore when the accident occurred. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">He suffered a broken ankle and collarbone, and was treated at Hospital Sultanah Aminah in Johor Bahru, which gave him two months of medical leave. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">But his employer\u2019s insurance did not cover the accident, and his medical leave from a Malaysian hospital was not recognised for paid leave. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cI don\u2019t have personal accident insurance, and my company\u2019s plan covers only treatment in Singapore,\u201d Mr Loqman said. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cI might have to look for another job,\u201d he added, unsure if he still has a job to return to. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Industry observers say such cases highlight the fragmented nature of protection for cross-border workers. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Malaysian Employers Federation president Syed Hussain<!-- --> Syed Husman told The Straits Times that workers often rely too heavily on employer-provided benefits, which are limited in scope and geography. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">\u201cAs a result, incidents that occur outside the workplace, particularly during the commute between Malaysia and Singapore, may fall into a \u2018grey area\u2019 where coverage is unclear or insufficient,\u201d he noted. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">A Malaysia-based scheme could help close that gap, especially if it mirrors elements of SOCSO, which provides protection against workplace injuries, disability and death through mandatory contributions. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Still, questions remain over how the Traveller Scheme will work in practice \u2013 including who will pay, how contributions will be structured, and what level of coverage it will provide. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Ms Wong said clarity will be crucial to ensure workers understand their protection. <\/p>\n<p class=\"font-body-baseline-regular text-primary\" data-testid=\"article-paragraph-annotation-test-id\">Implementation is key, she stressed.
