The demographic shift is unlikely to be reversed, and retirement adequacy and protection will become increasingly important social issues that require deliberate elaboration and policy interventions.<\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">While several government programmes are in place that aid active ageing and retirement adequacy, there remain some gaps in regulation that are hobbling the development of <a class=\"text-verticals-btblue underline\" data-testid=\"article-annotation-link-component\" href=\"https:\/\/www.businesstimes.com.sg\/property\/planning-senior-living-needs-rethink-regulations-costs-and-stigma-property-players\" target=\"_blank\" rel=\"noopener\">better senior housing options<\/a> for Singapore. <\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">How do we make certain that senior citizens continue to age well? For peace of mind, seniors need to ensure independence in three areas \u2013 physical, social and financial.<\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">Physical independence will mean being free of illness, remaining mobile, carrying out their usual routines, and participating in daily activities. <\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">Social networks and connectivity are important in retirement. <a class=\"text-verticals-btblue underline\" data-testid=\"article-annotation-link-component\" href=\"https:\/\/www.businesstimes.com.sg\/lifestyle\/addiction-real-why-hepmil-co-founder-adrian-ang-obsessed-pickleball\" target=\"_blank\" rel=\"noopener\">Pickleball, for instance<\/a>, is one senior-friendly activity that has gained a strong following among both young and old. <\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">Financial adequacy will be critical to ensure that retirees maintain independence when their regular employment income sources are terminated, and can stay debt-free. <\/p>\n<div data-component=\"component-container\" class=\"container px-0 no-print\">\n<div data-testid=\"article-inside-btg-newsletter-component\" class=\"track-impression rounded-lg border border-gray-175 bg-white px-6 py-8 text-center shadow-[0px_4px_32px_0px_rgba(0,0,0,0.05)] no-print mb-6 lg:-mx-8\" data-section-name=\"newsletter\" data-section-label=\"decoding asia 1\">\n<h3 class=\"mb-2 font-lct text-7xl font-normal leading-snug -tracking-2%\">Navigate Asia in<br \/>a new global order<\/h3>\n<p class=\"font-lct text-lg font-normal leading-snug -tracking-2%\">Get the insights delivered to your inbox.<\/p>\n<\/div>\n<\/div>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">The Central Provident Fund Lifelong Income For the Elderly plan, a national longevity insurance annuity scheme, <a class=\"text-verticals-btblue underline\" data-testid=\"article-annotation-link-component\" href=\"https:\/\/www.businesstimes.com.sg\/opinion-features\/best-investment-your-20s-isnt-your-portfolio\" target=\"_blank\" rel=\"noopener\">supports retirement adequacy<\/a> with a line of lifetime income.<\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">Still, seniors and caregivers increasingly cite challenges in <a class=\"text-verticals-btblue underline\" data-testid=\"article-annotation-link-component\" href=\"https:\/\/www.straitstimes.com\/singapore\/health\/who-will-care-for-the-caregivers\" target=\"_blank\" rel=\"noopener\">navigating care support systems<\/a> and finding clearer pathways and more predictable long-term support. The availability, quality and cost of care loom large for many as they age. <\/p>\n<h2 class=\"-tracking-5% mb-4 md:mb-6\" data-testid=\"heading-component\">Public housing options for senior citizens<\/h2>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">Care needs are intertwined with housing options. Many seniors want to ensure they have adequate housing throughout their lifetimes and, at the same time, remain connected to the community. Ageing in place is the preferred option. <\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">Housing &amp; Development Board (HDB) homeowners have <a class=\"text-verticals-btblue underline\" data-testid=\"article-annotation-link-component\" href=\"https:\/\/www.businesstimes.com.sg\/opinion-features\/expand-hdb-choices-seniors-offer-new-dual-key-homes-and-short-lease-3-room-flats\" target=\"_blank\" rel=\"noopener\">two options to support retirement<\/a>. <\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">The first: They can sell their current flats and take up three-room or two-room flexi flats via the <a class=\"text-verticals-btblue underline\" data-testid=\"article-annotation-link-component\" href=\"https:\/\/www.businesstimes.com.sg\/property\/silver-housing-bonus-scheme-extended-more-private-property-owners-who-downsize\" target=\"_blank\" rel=\"noopener\">Silver Housing Bonus scheme<\/a>, which offers up to S$40,000 in cash to support such a move. They can also choose to buy community care apartments (CCAs) that come with assisted living services.<\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">The second: They can opt for the <a class=\"text-verticals-btblue underline\" data-testid=\"article-annotation-link-component\" href=\"https:\/\/www.businesstimes.com.sg\/property\/time-running-out-singapores-oldest-hdb-flats-prices-flatten-and-demand-slows\" target=\"_blank\" rel=\"noopener\">lease buyback scheme<\/a>, allowing them to continue to stay in their current home and monetise the rest of their lease to supplement retirement incomes. <\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">Retirement villages at Kampung Admiralty and CCAs are two public housing typologies currently available for those who choose to sell and move out of their flats. <\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">Kampung Admiralty is a model for active ageing, which involves multiple agencies: the HDB, Ministry of Health, Yishun Health Campus, National Environment Agency, National Parks Board, Land Transport Authority and Early Childhood Development Agency. <\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">The self-contained development comprises around 100 units of two-room flexi flats, integrated with medical care, senior care and other supplementary services and amenities \u2013 including a supermarket, food court and childcare \u2013 all under one roof. The project, however, could be costly to scale across different towns. <\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">The CCA project is a more viable option that provides a range of assisted living and care services to senior residents\u2019 homes. Assisted living services could be extended to other senior residents in nearby non-CCA housing estates to reap economies of scale.<\/p>\n<h2 class=\"-tracking-5% mb-4 md:mb-6\" data-testid=\"heading-component\">Privately housing with care options<\/h2>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">There are also seniors living in, or owning, private housing who prefer not to move.  <\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">Those unable to live independently are likely to seek non-home-based care services and support, such as nursing homes and hospice care, as well as home-based arrangements that combine home medical services with community rehabilitation and day care or day hospice care. <\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">The government provides funding to support social programmes that ensure these care services are affordable and accessible. It has also extended a cost-sharing scheme, called Enhancement for Active Seniors, to subsidise the installation of safety and accessibility fittings in private homes.<\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">There <a class=\"text-verticals-btblue underline\" data-testid=\"article-annotation-link-component\" href=\"https:\/\/www.businesstimes.com.sg\/property\/singapores-super-aged-society-needs-more-housing-options-and-soon\" target=\"_blank\" rel=\"noopener\">remains a sizeable gap<\/a> in the private housing market in meeting the needs of aged people seeking to live independently and live well. <\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">The recently opened <a class=\"text-verticals-btblue underline\" data-testid=\"article-annotation-link-component\" href=\"https:\/\/www.businesstimes.com.sg\/property\/perennial-opens-s260-million-assisted-living-facility-monthly-rates-s8900-s17000\" target=\"_blank\" rel=\"noopener\">Perennial Living Parry Avenue<\/a> project is one development aimed at this niche. <\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">Combining assisted living, nursing care and medical care, it consists of 200 assisted living apartments and a nursing home with 100 beds. The project also hosts a wellness clubhouse, geriatric care centre and community park. <\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">The Perennial Living project is a <a class=\"text-verticals-btblue underline\" data-testid=\"article-annotation-link-component\" href=\"https:\/\/www.businesstimes.com.sg\/opinion-features\/charging-s8900-or-more-month-assisted-living-parry-avenue-not-deal-breaker\" target=\"_blank\" rel=\"noopener\">relatively new concept in Singapore<\/a>. Developers do not have past precedents to reference for such integrated developments, and they navigate multiple regulatory regimes for conventional residential use, healthcare facilities or social residential homes. <\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">Clarity on the legal provisions and planning guidelines is thus helpful to encourage the private sector to create new and innovative housing and care services to support active and healthy ageing in Singapore. <\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">Four issues need to be considered.  <\/p>\n<h2 class=\"-tracking-5% mb-4 md:mb-6\" data-testid=\"heading-component\">1. Lack of a clear legal definition<\/h2>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">Australia and New Zealand have dedicated Retirement Villages Acts for integrated models that combine private residential accommodation with non\u2011institutional support services \u2013 such as healthcare \u2013 and lifestyle amenities. <\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">However, current laws in Singapore, including the Healthcare Services Act and the Social Residential Homes Act (introduced in 2025), do not have a formal definition of \u201cassisted living\u201d as a distinct housing\u2011with\u2011care model that is neither a nursing home nor an acute healthcare facility. <\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">Introducing a clear, non-medicalised, consumer-centred definition with standard disclosure requirements for assisted living would thus reduce confusion and give seniors greater confidence when evaluating private housing-with-care options. <\/p>\n<h2 class=\"-tracking-5% mb-4 md:mb-6\" data-testid=\"heading-component\">2. Land use and zoning constraints<\/h2>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">Assisted living is not recognised as a distinct zoning class in the Urban Redevelopment Authority\u2019s Master Plan. <\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">Therefore, establishing an assisted living zoning category with permissible development parameters would reduce uncertainty for developers when <a class=\"text-verticals-btblue underline\" data-testid=\"article-annotation-link-component\" href=\"https:\/\/www.businesstimes.com.sg\/opinion-features\/seeing-gold-decaying-leases-yield-unlocked-potential-draw-property-investors-likes-hotel-miramar\" target=\"_blank\" rel=\"noopener\">applying for a \u201cchange of use\u201d<\/a> to develop land for residential use integrated with medical and nursing care, as well as other assisted living services.<\/p>\n<h2 class=\"-tracking-5% mb-4 md:mb-6\" data-testid=\"heading-component\">3. Ownership models and stamp duty barriers<\/h2>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">The additional buyer\u2019s stamp duty rate of 65 per cent for entities and trusts, together with the buyer\u2019s stamp duty, adds immense financial risk for developers undertaking innovative housing models. <\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">Australia and New Zealand apply deferred management fees or buyback clauses to senior living assets with a recurring fee tenure, which is treated as an investment product. <\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">Issuing specific guidance under Monetary Authority of Singapore oversight on how stamp duty rules apply to these products could allay concerns and enhance consumer protection.<\/p>\n<h2 class=\"-tracking-5% mb-4 md:mb-6\" data-testid=\"heading-component\">4. Licensing complexity<\/h2>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">Integrated residential facilities with assisted living, nursing care and wellness services require multiple licenses under the Healthcare Services Act and other regulations, as well as the appointment of clinical governance officers. <\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">A coordinated single regulatory mechanism, instead of multi-agency licensing pathways, could significantly reduce compliance friction for integrated senior living developments.<\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">Shortages of trained workers in medical and nursing care services are also barriers to ensuring operational sustainability and care quality in the assisted living model. <\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">The <a class=\"text-verticals-btblue underline\" data-testid=\"article-annotation-link-component\" href=\"https:\/\/www.businesstimes.com.sg\/opinion-features\/why-healthcare-innovation-must-be-team-sport\" target=\"_blank\" rel=\"noopener\">adoption of technologies<\/a> such as telehealth, wearable devices and smart home systems could ease \u2013 though not substitute \u2013 workforce pressure. <\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">Supporting job redesign, strengthening training pipelines and developing clear guidance on safe technology adoption would improve workforce resilience across the sector. <\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">From the regulators\u2019 perspective, data privacy, cybersecurity and compliance with <a class=\"text-verticals-btblue underline\" data-testid=\"article-annotation-link-component\" href=\"https:\/\/www.businesstimes.com.sg\/singapore\/hsa-deepens-pacts-malaysia-uzbekistan-faster-medical-innovation-access\" target=\"_blank\" rel=\"noopener\">medical device regulations<\/a> must be maintained throughout. <\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">Fee structures for different levels of eldercare and assisted living services should be fully and clearly disclosed to protect consumers, maintain trust and avoid disputes. <\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">Developers of senior living housing options will not just build physical spaces and buildings \u2013 they will also need to integrate assisted living services and, in some cases, medical and nursing care programmes. <\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">The pilot project at Parry Avenue would not have been possible without close collaboration and bespoke arrangements with various government agencies and ministries. <\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">The project offers valuable lessons for replicating similar retirement homes with assisted living and care services in the future. <\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\">Together with HDB\u2019s CCA and retirement village projects, other privately driven experimental concepts and ideas \u2013 for example, intergenerational co-living at the St John\u2019s-St Margaret\u2019s Church Village \u2013 could offer more and diverse options for living well and ageing well in Singapore.  <\/p>\n<p class=\"whitespace-pre-wrap break-words mb-4 md:mb-6\" data-testid=\"article-paragraph-component\"><strong>Sing Tien Foo is the provost\u2019s chair professor at the Department of Real Estate of the National University of Singapore Business School.
